LISBON — In Columbiana County Municipal Court, Rick Taylor Burkes, 28, Butler, Pa., was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and a 12-hour education course. Burkes responded to an undercover ad on a known prostitution website and arranged for sexual activity with a female in exchange for $140, arriving in East Palestine on July 16 for the meeting.
A pretrial was set March 11 for Harleigh Crawford, 21, Wilbert Avenue, East Liverpool, charged with public intoxication, possession of drug abuse instrument, and two counts of drug paraphernalia. Crawford allegedly had to be given five doses of Narcan, the overdose reversal drug, when East Liverpool Police responded for an overdose on March 18, 2023 at her residence. The charges alleged possession of two glass pipes used for methamphetamine and multiple different pills. Two of the charges stemmed from an incident Nov. 5 in St. Clair Township when she possessed multiple types of drug paraphernalia, including a pink cut straw, spoons with white residue, a burnt glass pipe and folded papers with unknown powders.
A pretrial was set March 14 for Levi Vollnogle, 29, West Martin Street, Columbiana, charged with violating a temporary protection order for allegedly pulling his car into a lot and pulling out when confronted in Columbiana at a property where a protected person was on Feb. 22.
A status conference was set May 23 and a court trial was set May 30 for Kaley Merk, 39, New Castle, Pa., charged with marked lanes and illegal use or possession of drug paraphernalia for possessing numerous items of paraphernalia and a fold believed to contain heroin in her purse during a traffic stop Aug. 18, 2023 in Columbiana.
Rebecca Albani, 42, Boardman, was fined $250 and sentenced to 180 days in jail, with 179 days suspended and credit for one day served for theft. Charges of drug paraphernalia and possessing marijuana were dismissed. Albani was permitted to buy out 30 months of community service for $300. Albani stole 26 items valued at $129 from the Calcutta Walmart and possessed a straw with white residue and suspected marijuana.
Tanya Powell, 34, Minerva Street, East Liverpool, was fined $250 and sentenced to 180 days in jail, with 160 days suspended and credit for eight days served, leaving 12 days to still serve in jail, for receiving stolen property. She was ordered to complete 50 hours community service. Powell was caught in possession of a stolen vehicle on Feb. 21 in Columbiana. The car had been reported stolen out of the East Liverpool City Hospital parking lot by Powell’s relative.
Lindsay Fraas, 33, state Route 9, Hanoverton, was fined $150 for disorderly conduct, amended from telecommunication harassment for calling her ex 85 times on Aug. 18, 2023 after being told to stop calling him.
A menacing charge was dismissed without prejudice against Jeffery Kishton, 39, Youngstown, at the request of the state due to the victim’s whereabouts being unknown. Kishton was accused of making threats to a juvenile in Perry Township on April 4, 2023.
A pretrial was set May 20 for Rachel Hess, 30, Sixth Street, East Liverpool, charged with theft, driving under suspension and drug paraphernalia for allegedly failing to scan and pay for 28 items totaling $189 at the Calcutta Walmart on Feb. 27. During a traffic stop on July 26, 2023 in East Liverpool, Hess allegedly possessed a glass pipe for smoking methamphetamine.
A pretrial was set April 30 for Robin Vennum, 55, Princeton Avenue, East Liverpool, charged with three counts of failure to pay city income tax and one count failure to file city income tax return for allegedly failing to pay on city income tax returns in 2018, 2019 and 2020 and failed to file a tax return in 2023, all in East Liverpool.
Kip Bailey, 36, state Route 267, East Liverpool, was fined $150 and given a suspended 60-day jail term for public indecency. He was ordered to complete 20 hours community service and to stay out of Dollar General in East Liverpool. Bailey was accused of exposing his private parts after checking out at Dollar General, state Route 267, East Liverpool on Nov. 16, 2023.
Harvey Perry, 64, West Fourth Street, East Liverpool, was given a suspended 10-day jail term and suspended $1,000 fine for two counts of failure to file city income tax return, on the condition that he file and pay any tax due. Perry filed to file East Liverpool city income tax returns in 2022 and 2023.
A pretrial was set May 20 for Dreyvan Walton, 37, Erie Street, Wellsville, charged with falsification, use of unauthorized plate and expired license for allegedly giving a false name during a traffic stop on Feb. 27 in Columbiana.
Patrick White, 56, Youngstown, was fined $250 and sentenced to nine days in jail, with credit for nine days served, for drug paraphernalia for possessing two glass pipes with burnt residue during a traffic stop in Salem on Feb. 20.
A pretrial was set April 23 for Trent Yenges, 23, Darlington, Pa., charged with operating a vehicle under the influence of alcohol or drugs first offense, OVI breath first offense and traffic control devices.
Marcus Reed, 21, Summitville, was fined $150 for driving under suspension.
Breontez Young, 30, Hawley Avenue, Salem, was taken into custody on a bench warrant and ordered to serve 60 days in jail after failing to report to jail when sentenced in November. Young had been fined $1,430 and sentenced to the 60 days for OVI, marked lanes, no license and no seat belt, with his driver’s license suspended for three years, for a traffic stop June 27 in Butler Township. He was also fined $100 for possessing marijuana. The jail term was also ordered for violating his probation on two 2021 OVI cases. A probation violation hearing was also set for March 28 for charges in other cases, including two counts OVI, two counts driving under suspension, headlights required and park on highway
Frank Aracich, 50, Moundsville, was fined $300 and sentenced to six days in jail, with credit for six days served, for drug paraphernalia, driving under suspension and use of unauthorized plate for possessing a glass pipe with burnt residue during a traffic stop on Feb. 23 in East Liverpool.
Rayshaun Mitchell, 32, Youngstown, was fined $225 for driving under suspension, speeding and no seat belt.
Joshua Huey, 36, Warren, was fined $60 for no seat belt and tinted glass.
Joseph Collins, 30, Warren, was fined $195 for driving under suspension and speeding.
Timothy Cafrelli, 41, Stagecoach Road, East Liverpool, was fined $100 for speeding.
Marla Zema, 46, Main Street, Wellsville, was fined $75 for driving under suspension, with a charge of expired plates dismissed.
Nicholas Potts, 37, Randall Road, Hanoverton, was fined $200 for driving under suspension and improper/expired registration.
Kyle Smith, 65, Eagleton Road, Lisbon, was fined $150 for an equipment violation, amended from marked lanes.
Timothy Lodge, 34, South Egypt Road, Salem, was fined 150 for invalid sticker, no motorcycle endorsement and failure to control
A pretrial was set April 23 for Robert John Katus, 42, Beaver Falls, Pa., charged with speeding.
