LISBON — A woman accused of misusing food or WIC program benefits was served Thursday with a secret indictment for a third-degree felony.

Daisy Waugh, 35, Bloomfield Road, East Liverpool, was charged by the Columbiana County Grand Jury with illegal use of supplemental nutrition assistance program benefits or Women, Infants and Children program benefits, with the illegal use allegedly happening from Sept. 1, 2020 to Sept. 30, 2022.

Also served with secret indictments were:

— Todd Ritchie, 46, East Third Street, Salem, aggravated possession of drugs, a fifth-degree felony, for allegedly possessing methamphetamine on Sept. 14, 2023.

— Andrew Petersen IV, 43, Canal Fulton, aggravated possession of drugs, a fifth-degree felony, for allegedly possessing methamphetamine on May 29, 2023.

— Steven Summers, 48, Vale Street, East Liverpool, possession of cocaine, a fifth-degree felony, for allegedly possessing cocaine on April 1, 2022.

— Alanna Adkins, 24, Campground Road, Wellsville, third-degree felony tampering with evidence and fifth-degree felony possession of fentanyl-related compound for allegedly possessing fentanyl and tampering with evidence on Sept. 22, 2022.
