LISBON — In Columbiana County Municipal Court, Jaycent Staats, 40, U.S. Route 30, East Rochester, was fined $500 and sentenced to 180 days in jail, with credit for 18 days served, leaving 162 days left to serve, for domestic violence and possession of drug paraphernalia. On Feb. 4, police were called to a home in East Rochester, where Staats was said to have two clear plastic bags with residue inside and a set of scales. Staats was not at the residence but was found hiding in a trash can next to a post office near the residence. A little over an hour later, police again responded to the residence for a report that Staats had thrown around a woman.

Justin Kinser, 33, Alliance, was fined $200 and sentenced to 180 days in jail, with 177 days suspended and credit for three days served, leaving zero days left to serve, for domestic violence. Kinser was also ordered to perform 40 hours of community service. On Feb. 3 in Alliance, Kinser headbutted a family member and punched a window, causing a laceration to his right forearm.

Jesse Williams, 31, East Third Street, Salem, was fined $350 and sentenced to 180 days in jail, with 163 days suspended and credit for 17 days served, leaving zero days left to serve, for domestic violence, criminal mischief, and criminal trespass. Williams was intoxicated on the front porch of a home in Salem trying to gain entry to a house which a woman and her son were at. He pushed the door open, striking the woman and then put her son in a head lock. Williams also illegally trespassed into another home in Columbiana and defaced artwork and left a note for the resident between Feb. 16 and Feb. 21 in Columbiana. Williams also had a restitution hearing dealing with charges of OVI-second offense, driving under suspension, and assured clear distance. No restitution was granted because there was no documentation of damages.

Autumn Goodfellow, 27, South Lincoln Avenue, Salem, was fined $50 and sentenced to 17 days in jail, with credit for 17 days served, leaving zero days left to serve, for illegal use or possession of drug paraphernalia. Goodfellow was found to have two clear baggies with a white crystal-like substance in them during a traffic stop on Feb. 6 in Salem.

Richard Short, 57, Rose Drive, Lisbon, was fined $200 and sentenced to 30 days in jail, with 14 days suspended and credit for 16 days served, leaving zero days left to serve, for domestic violence. Short was also ordered to perform 20 hours of community service. On Feb. 6 in Lisbon, Short yelled and screamed at a woman and said he could “kill someone right now.”

Cera Lockwood, 22, Bye Road, East Palestine, was fined $200 and sentenced to 180 days in jail, 176 days suspended and credit for four days served, leaving zero days left to serve, for domestic violence. Lockwood was also ordered to perform 20 hours of community service. On Feb. 2 in East Palestine, Lockwood punched another woman in the face and chest and slapped her multiple times.

A pretrial was set March 7 for Jessica Welsh, 31, Jackman Street, East Liverpool, charged with domestic violence for allegedly throwing a man’s clothes outside a residence in East Liverpool, pouring gasoline on them, and then smacking him in the face and spitting on him on Feb. 22.

A pretrial was set Feb. 29 for Jessica Hooper, 36, Sophia Street, East Liverpool, charged with possession of drug abuse instrument and drug paraphernalia for allegedly being found slumped over in a vehicle on March 15, 2023 in St. Clair Township with syringes, a glass pipe, and a cut straw, all with residue, in her possession. Hooper was then transported to East Liverpool City Hospital.

Lynda Moylan, 36, Struthers, was fined $200 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served, leaving zero days left to serve, for obstructing official business and possession of a drug abuse instrument. Moylan was also ordered to perform 20 hours of community service. On Feb. 2 during a traffic stop in Columbiana, Moylan gave a false name and birthdate and possessed a hypodermic needle with an unknown liquid substance in it.

A pretrial was set Feb. 29 for Frank Aracich, 50, Moundsville, W.Va., charged with drug paraphernalia and use of unauthorized plates. Aracich was allegedly found with a glass pipe and fictitious plates during a traffic stop in East Liverpool on Feb. 23.

A pretrial was set March 5 for Eugene Ferguson, 56, Lake Street, Beloit, charged with violation of chapter for not replacing his septic system. Ferguson was issued a board order from the Columbiana County Health District to obtain a permit and replace his septic system within 30 days on Aug. 21, 2019 and allegedly did not comply.

A pretrial was set May 20 for Larry Hawk III, 43, Manor Road Northeast, Minerva, charged with failure to stop after an accident and reasonable control.

A pretrial was set Feb. 26 for Justina Desarro, 33, Cannon Mill Road, East Liverpool, charged with operating a motor vehicle without a valid license and reasonable control.

A pretrial was set May 16 for Stacy Parker, 57, Struthers, charged with operating a motor vehicle under the influence of alcohol or drugs- first offense and marked lanes.

A pretrial was set March 4 for Rebecca Duncan, 35, Youngstown, charged with speeding- school zone.

A charge of driving under suspension against Amy Webber, 44, state Route 46, New Waterford, was dismissed.

Donald Miller Jr., 54, Alliance, was fined $30 for tail lights. A charge of driving under suspension was dismissed.

Cameron Murray, 26, Santa Rosa Beach, Fla., was fined $100 for operating a motor vehicle without a valid license.

A pretrial was set May 20 for Elizabeth McCauley, 49, Third Street, Wellsville, charged with domestic violence. On Feb. 16 in Wellsville, McCauley allegedly hit a juvenile boy in the face twice.

Juwan Jackson, 31, Youngstown, was fined $150 for driving under suspension.

Eric Hardy, 36, Newell, W.Va., was fined $400 for driving under suspension and use of unauthorized plate.

Christine Rollins, 73, Cannons Mill Road, East Liverpool, was fined $150 for driving under suspension.

Daniel Spell Jr., 48, Norco Road Northeast, Carrollton, was fined $150 for speed.
