LISBON — In Columbiana County Municipal Court, a preliminary hearing was set Feb. 29 for Tanya Powell, 34, Minerva Street, East Liverpool, charged with fourth-degree felony receiving stolen property for allegedly stealing a car from the East Liverpool Hospital parking lot on Feb. 21.
Ryan Everett, 39, West 13th Street, Salem, was fined $400 and sentenced to 180 days in jail, with 179 days suspended and credit for one day served, leaving zero days left to serve, for assault, domestic violence, and weapons while intoxicated. Everett struck a woman in the face and pulled a handgun on her during a domestic dispute in Salem on Feb. 11.
Ramel Shephard, 28, East Eighth Street, East Liverpool, was fined $200 and sentenced to 90 days in jail, with 88 days suspended and credit for two days served, leaving zero days left to serve, for resisting arrest. On Oct. 21, 2023 in East Liverpool, Shephard attempted to flee on foot from officers after they tried to arrest him for on an active warrant with the Columbiana County Sheriff’s Office. Shephard was tased and taken into custody. Shephard was also ordered to perform 20 hours of community service. A charge of possession of marijuana was dismissed at the request of the prosecutor. A charge of domestic violence against Shephard was also dismissed at the request of the prosecutor due to lack of cooperation from the victim.
A pretrial was set March 28 for Robin Dimko, 56, East School Street, Salem, charged with domestic violence, for allegedly striking and scratching another woman on Dec. 22, 2023 in Salem.
A sentencing hearing was set Feb. 29 for Nicholas Stacey, 47, North Market Street, Lisbon, charged with assault for allegedly punching a man multiple times and kicking him in the back in Lisbon on Feb. 20.
A pretrial was set March 4 for Benjamin Barber, 31, Fairview Avenue, Salem, charged with domestic violence for allegedly punching a man several times on Feb. 20 in Salem.
A pretrial was set April 25 for Willie Chung, 61, Beallsville, Pa., charged with engaging in prostitution and possessing criminal tools. On Feb. 20, Chung allegedly responded to an undercover ad on a known prostitution website and arranged for sexual activity with a female in exchange for $240 using the cell phone found in his possession in East Palestine.
Hayden Foster, 23, North Road Southeast, Warren, was fined $1,195 and sentenced to 180 days in jail, with 100 days suspended and credit for two days served, leaving 78 days to serve, for operating a motor vehicle under the influence of alcohol or drugs- third offense, OVI refusal with prior within 20 years, speed, and weapons while intoxicated, amended from a felony impaired firearm charge, stemming from a traffic stop on Feb. 3 in Salem Township. His driver’s license was suspended for three years. Foster was also fined $350 for leaving the scene and reasonable control after he caused yard damage with his vehicle in front of a home and did not attempt contact with the owner in Fairfield Township on Nov. 23, 2023. Foster was also sentenced to 180 days in jail, with 100 days suspended with credit for two days served, leaving 78 days left to serve, to run concurrently with his other jail sentence, and ordered to perform 60 hours of community service.
Jeramey Heath, 30, Orchard Grove Avenue, East Liverpool, was fined $500 and sentenced to 180 days in jail, with 177 days suspended and credit for three days served, leaving zero days left to serve, for theft. On June 3, 2023, Heath was arrested for buying and returning items with money he fraudulently took from the Calcutta Walmart where he worked. Heath was also ordered to perform 20 hours of community service.
A jury trial was set May 1 and a status conference hearing April 23 for Michael Gatt, 55, Malibu Drive, East Palestine, charged with OVI- first offense, marked lines, speed, traffic control devices, menacing, and open container, for allegedly threatening physical harm to a police officer and possessing an open container of MD 20/20 Banana Red in his vehicle during a traffic stop in East Palestine on Sept. 1, 2023. Gatt is also charged with unauthorized use of a motor vehicle for allegedly driving someone’s vehicle away from the Salem KOA campground without their permission on Aug. 18, 2023. Gatt is also charged with obstructing official business for allegedly fleeing from his residence on foot on Aug. 19, 2023 in East Palestine.
Jessica Grabowski, 40, West Middletown Road, Salem, was fined $250 and sentenced to a 30-day suspended jail sentence for disorderly conduct, amended from theft, for failing to scan and pay for 15 items totaling $109 at the Salem Walmart on Sept. 2, 2023. Grabowski was also ordered to complete 40 hours of community service.
Amy Westover, 35, Maine Blvd., East Liverpool, was fined $150 and sentenced to a 180-day suspended jail sentence, for endangering children for leaving two juveniles alone at the Columbiana Street Fair on Sept. 9, 2023, where they were found by a City of Columbiana police officer. Westover was also ordered to complete 50 hours of community service and complete a parenting course.
Norman Sleper, 56, Ravine Street, East Liverpool, was fined $150 for criminal mischief for damaging someone’s car mirror during an argument, causing it to break, on Oct. 4, 2023 in East Liverpool. Sleper was also ordered to pay $355.10 to the victim within 30 days.
Scott Goodlin, 60, Martinsburg, W.Va., was fined $245 and sentenced to 30 days in jail, with credit for 19 days served, leaving 11 days left to serve, for possession of a drug abuse instrument, drug paraphernalia, and turn signal. During a traffic stop for an equipment violation on Feb. 3 in Liverpool Township, Goodlin was found to have in his possession paraphernalia indicative of heroin/fentanyl use and a paper fold with an unknown white and gray powder.
A pretrial was set May 20 for Albert McVay, 60, Trinity Church Road, Lisbon, charged with obstructing official business for allegedly running from police while they were trying to arrest him on a warrant on Nov. 19, 2023 in Hanover Township.
A pretrial was set Feb. 29 for Zenobia Hawkins, 26, Cleveland, charged with obstructing official business for allegedly giving a false name during a traffic stop on Feb. 21 at the Calcutta Walmart when she had a warrant for her arrest through the Cuyahoga County Sheriff’s Office.
Curtis Boldman, 38, North Elyria Road, West Salem, was fined $495 and sentenced to 180 days in jail, with 171 days suspended and credit for nine days served, for a total of zero days left to serve, for drug paraphernalia, reckless operation, and attempt, amended from a fifth-degree felony aggravated possession of drugs. Boldman was found to have in his possession a straw and a plastic bag with white residue during a traffic stop in August 2023 in St. Clair Township. Boldman’s driver’s license was suspended for one year with privileges.
Perry Allen Ross II, 28, West Fourth Street, East Liverpool, was fined $925 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served upon completion of a driver intervention program, leaving zero days left to serve, for OVI and failure to control. Ross was also ordered to perform 20 hours of community service and his driver’s license was suspended for one year with privileges.
A pretrial was set March 4 for William Santimarino, Lisbon Street, Wellsville, charged with driving under suspension, violation of seat belt law-driver, tail lights, and use of unauthorized plate, stemming from a traffic stop on Jan. 23 in Wellsville.
Michael Wise, 44, East Seventh Street, Salem, was fined $875 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served upon completion of a driver intervention program, leaving zero days left to serve, for OVI- first offense. Wise was also ordered to perform 40 hours of community service and his driver’s license was suspended for one year with privileges. A charge of speed was dismissed.
A pretrial was set March 7 for Amber Jones, 43, School Road, Wellsville, charged with criminal trespass for allegedly living in a condemned house on Jan. 28, 2023 in East Liverpool.

During a traffic stop on Feb. 20 in Salem, a K-9 unit conducted an open air sniff and alerted to a positive indication. After searching the vehicle, officers allegedly found two pipes with residue and baggies with a white crystal-like substance in it.

During a traffic stop on Feb. 20 in Salem, a K-9 unit conducted an open air sniff and alerted to a positive indication. After searching the vehicle, officers allegedly found two pipes with residue and baggies with a white crystal-like substance in it.
Israel Alonzo, 20, Woodland Avenue, Salem, was fined $350 and sentenced to two days in jail, with credit for two days served, leaving zero days left to serve, for underage consumption. Officers responded to a residence in Salem on Feb. 9, where Alonzo told officers he had drank four beers.
Jonathan Fish, 44, North Sumner Street, East Palestine, was fined $180 for assured clear distance, expired license plate, and seat belt.
Rodney Frye, 43, Commerce Street, Wellsville, was fined $250 and given a 30-day suspended sentence in jail for drug paraphernalia, stemming from a traffic stop in St. Clair Township on July 17, 2023. Frye was also ordered to perform 40 hours of community service.
Torado Knight Jr., 51, South Walnut Street, East Palestine, was fined $75 for child support suspension, amended from driving under suspension.
Jeffrey Lawrence Miller, 42, Anderson Avenue, East Liverpool, was fined $250 for driving under suspension.
Kazrick Kossa, 34, Youngstown, was fined $150 for wrongful entrustment.
Billie Thompson, 42, Youngstown, was fined $90 for lighted lights required and turn signal. A charge of marked lanes was dismissed.
Trevlin Terrell, was fined $250 for driving under suspension.
A pretrial was set May 16 for Fred Bugay Jr., 37, Minerva, charged with speed.
Jessica Stanko, 42, Grant Street, Lisbon, was fined $150 for driving under suspension.
