LISBON — An East Liverpool man who caused physical harm to a corrections officer while he was an inmate at the Columbiana County jail was sentenced to six months in prison.

Robert K. Barrett, 39, West Ninth Street, entered a guilty plea in Columbiana County Common Pleas Court to fifth-degree felony assault, then was immediately sentenced for the Aug. 19, 2023 incident when he assaulted the corrections officer.

The sentence was ordered served at the same time as a prison term Barrett is already serving for three to four and a half years for felonious assault. Barrett had been charged for battering the face of a woman in East Liverpool, jumping on her, beating her leg with a laptop battery pack, choking her until she lost consciousness and using her personal mace on her between March 19 and March 22 in 2023. It was also learned that he made past threats to the victim by allegedly putting a knife to her throat and threatening to kill her with a claw hammer.

Also in Common Pleas Court:

— Richard P. Smith, 36, Riley Avenue, East Liverpool, was sentenced to two years in prison for third-degree felony failure to comply with the order or signal of a police officer and fourth-degree felony receiving stolen property. The term for failure to comply was 18 months, with an additional six months for the receiving stolen property since the terms were ordered served consecutively. He received credit for 202 days already served in jail and his driver’s license was suspended for 10 years. Smith led deputies and law enforcement officers on a high-speed chase after fleeing from the county Municipal Court parking lot in a stolen car on July 6, 2023.

— Gregory Swan, 64, Weirton, W.Va., was sentenced to nine months in prison for fourth-degree felony attempted compelling prostitution, fifth-degree felony importuning and fourth-degree felony attempted unlawful sexual conduct with a minor. A charge of possessing criminal tools was dismissed. Swan was accused of arranging to meet a law enforcement officer posing as a teen for sexual conduct from Nov. 10, 2022 to Nov. 26, 2022. He was designated a Tier II sex offender, requiring him to report his address to law enforcement every 180 days.

— Jason Fitzsimmons, 48, Woodville Road, Leetonia, pleaded guilty to fourth-degree felony attempted unlawful sexual conduct with a minor, fifth-degree felony importuning and misdemeanor operating a vehicle under the influence of alcohol or drugs, with sentencing set for April 26. Charges of possessing criminal tools and a second OVI will be dismissed. Fitzsimmons was accused of contacting a female he believed to be 15 years old via Facebook Messenger on an undercover social media account, soliciting sexual conduct from the female and arriving in East Palestine on March 20, 2023 for the meeting intoxicated.

— Michael R. Dennison, 29, Morris Avenue, Salem, pleaded guilty to fourth-degree felony attempted compelling prostitution, which was a lesser offense of third-degree felony compelling prostitution, along with pleading guilty to fourth-degree felony attempted unlawful sexual contact with a minor, with sentencing set for April 22. Charges of possessing criminal tools and engaging in prostitution will be dismissed. Dennison was accused of responding to an undercover ad of an adult mother trafficking her 15-year-old daughter on a known prostitution website, arranging for sexual activity with both females in exchange for $140 and arriving in East Palestine on April 16, 2023 for the meeting.

— Edward Owens, 48, West Perry Street, Salem, was sentenced to 12 months in prison after pleading guilty to two counts fourth-degree felony operating a vehicle under the influence of alcohol or drugs or a combination of both and misdemeanor driving under suspension. He was also fined $1,400 and his driver’s license was suspended for 10 years. He received credit for one day served in jail. The 12-month prison term was ordered served consecutive to any term he’s currently serving in West Virginia. The traffic charges stemmed from a traffic stop Aug. 27, 2022. The OVI charges were felonies due to Owens having three previous OVI convictions or guilty pleas within 10 years.
