LISBON — In Columbiana County Municipal Court, a preliminary/pretrial hearing was set Jan. 29 for Kayla Mennell, Anderson Boulevard, East Liverpool, charged with fourth-degree felony assault, fifth-degree felony harassment by an inmate and misdemeanors of disorderly conduct and misconduct at an emergency. Mennell was accused of acting belligerent and ignoring instructions to cease her behavior while East Liverpool police officers were attempting to assist an unconscious male lying in the road on St. Clair Avenue. Mennell was allegedly intoxicated and resisted when detained, attempting to break out the cruiser window and then spitting saliva into the face of an officer. While at the police station, she allegedly began attempting to harm herself by banging her head on the wall and kicking an officer trying to stop her.

A preliminary hearing was set Jan. 29 for Joseph Desarro, 30, Duke Vodrey Road, East Liverpool, charged with third-degree felony failure to comply with the order or signal of a police officer for allegedly fleeing from police attempting a traffic stop on Jan. 21 in Liverpool Township.

Giovanni Irizarry, 32, Wheathill Road, East Palestine, was fined $500 and given a suspended 180-day jail term for misdemeanor theft, amended from fifth-degree felony theft by deception. A fourth-degree felony falsification charge was dismissed. Irizarry was ordered to complete 20 hours community service and ordered to make restitution of $18,807 to Norfolk Southern. Irizarry was accused of going to the Norfolk Southern assistance center on Feb. 10 and presenting an alleged fraudulent lease agreement for $5,000 for which he was reimbursed. Then on March 6, he presented Norfolk Southern with an invoice for rental of an RV for $13,807 and received a check for payment, but canceled the RV rental and kept the money. The total theft was for $18,807.

Brian Curran, 35, Globe Street, East Liverpool, was fined $250 and sentenced to 180 days in jail, with 176 days suspended and credit for four days served, for assault, amended from domestic violence, for causing harm to a woman on Oct. 19 in East Liverpool. He was ordered to complete 40 hours community service.

An assault charge was dismissed against Kaleb Stillwell, 19, Irondale, with costs taxed to the state. Stillwell had been accused of striking a juvenile in the face during an argument and threatening the juvenile on Oct. 15 in East Liverpool.

Devin Rawson, 19, Etruria Street, East Liverpool, was fined $250 and sentenced to 30 days in jail, with 28 days suspended and credit for two days served for disorderly conduct, amended from domestic violence. Rawson was ordered to complete 40 hours community service. Rawson was accused of striking a woman in the face and shoving her into a dresser during an incident on Dec. 26 in East Liverpool.

A pretrial was set Jan. 29 for Rodney Smith, 36, Niles, charged with violating a protection order and obstructing official business for allegedly violating a protection order while a passenger in a vehicle stopped by police on Aug. 26 in Lisbon and pulling away from officers trying to arrest him.

A pretrial was set April 15 for Ryan Guidos, 32, Irondale, charged with theft for allegedly failing to scan and pay for 21 items valued at $730 and trying to walk out of Calcutta Walmart on Dec. 25, leaving the buggy with tools behind and fleeing on foot to a vehicle and driving away.

Lisa Boyd, 58, Main Street, Wellsville, was fined $200 for complicity related to a stolen wallet incident on Oct. 24, 2022 in Wellsville when a wallet was picked up and given to someone else.

Tiffany Sattler, 32, Commerce Street, Wellsville, was fined $450 and sentenced to 30 days in jail for criminal trespass and two counts of theft, with one of the thefts amended from a felony to a misdemeanor. The jail term was ordered served consecutive to a 90-day jail sentence she had already been serving for abuse of a corpse. Sattler stole a man’s electric bike on Oct. 16 in Wellsville and stole a jacket, pack of cigarettes and television firestick while trespassing in an apartment in Wellsville on Oct. 28, 2022.

A pretrial was set March 7 for Frederick Reeder Jr., 28, Oakwood, charged with illegal use or possession of drug paraphernalia and attempted possession of controlled substance for allegedly possessing a glass crack pipe with residue and three small plastic bags that later tested positive for trace amounts of methamphetamine during a traffic stop Nov. 24, 2022 in Columbiana.

Alexis Linville, 22, Spring Grove Road, East Liverpool, was fined $545 and sentenced to 60 days in jail, with 57 days suspended and credit for three days served in a driver intervention program, for speeding and reckless operation, amended from operating a vehicle under the influence of alcohol or drugs. Her driver’s license was suspended for one year, with driving privileges granted.

Ryan Carte, 46, Hartley Road, Alliance, was fined $975 and sentenced to 180 days in jail, with 177 days suspended and credit for three days served in a driver intervention program, for OVI and open container. A speeding charge was dismissed. His driver’s license was suspended for one year, with driving privileges granted. He was ordered to complete 40 hours community service.

Ryan Trimacco, 38, Poland, was fined $300 for driving under suspension and reasonable control. Another count of driving under suspension was dismissed.

A pretrial was set March 7 for Lisa Buchanan, 54, West Seventh Street, East Liverpool, charged with drug paraphernalia and loud exhaust for allegedly possessing six burnt pipes, a red straw and marijuana grinder during a traffic stop on Oct. 15 in St. Clair Township.

Savannah Myers, 26, Church Street, Salineville, was fined $200 for driving under suspension and speeding.

Toby Boydston, 24, Uhrichsville, was fined $250 for driving under suspension.

Damion Foster, 27, Youngstown, was fined $100 for driving under suspension and speeding.

A pretrial was set April 16 for Matthew Koziorynsky, 29, Cricket Lane, Columbiana, charged with physical control and no valid license.

Shawntelle M. Cain, 21, Campbell, was fined $100 for driving under suspension.

A pretrial was set March 21 for Shanae Adams, 32, Youngstown, charged with driving under suspension.

A pretrial was set April 15 for Kyle Devine, 38, Fair Avenue, Salem, charged with improper passing.

Chrystal Robinson, 38, Windwood Drive, Beloit, was fined $100 for a stopped school bus violation.

Jessica Lindner, 35, Pritchard Avenue, Lisbon, was fined $100 for driving under suspension.
