LISBON -- In Columbiana County Municipal Court, a case against James Chadwick Bollinger, 33, West Martin Street, East Palestine, was bound over to the county grand jury for fourth-degree felonies of theft by deception and falsification. A pretrial was set April 15 for a violation of a protection order, a misdemeanor. According to an affidavit filed by an East Palestine police detective, Bollinger allegedly presented altered Holiday Inn invoices to Norfolk Southern totaling $12,451 from Feb. 12 to June 8 this year. The invoices were allegedly altered to reflect a stay by Bollinger and he received compensation for the alleged fraudulent invoices. The protection order violation alleged he got into a woman's car and refused to get out on Sept. 19 while an active protection order was in place against him. He was also fined $50 for expired registration.
A case against David Crowe, 39, Wilbert Avenue, East Liverpool, was bound over to the county grand jury for third-degree felony tampering with evidence and misdemeanor obstructing official business for allegedly providing a false name and social security number to East Liverpool police officers during a traffic stop on Jan. 8 in East Liverpool. A small circular container was found in his coat pocket and while being handcuffed, he allegedly grabbed the container off the hood of the cruiser, attempting to conceal the evidence.
A case against Larry Foster, 68, Struthers, was bound over to the county grand jury for third-degree felony having weapons under disability and misdemeanor drug paraphernalia for allegedly having a gun in his vehicle and a burnt pipe used to inhale a narcotic during a traffic stop on Dec. 29 in East Liverpool. He was also fined $100 for no license.
A fifth-degree felony charge of forgery was dismissed against Bobbi Buckley, 30, West North Avenue, East Palestine, at the request of the state due to insufficient evidence. Costs were taxed to the state. Buckley had been accused of forging a jail document on Nov. 3.
Jenny Olmstead, 47, Lincoln Avenue, East Liverpool, was sentenced to 133 days in jail and received credit for 133 days served for assault. Court costs were waived. Olmstead was accused of causing physical harm to multiple victims at East Liverpool City Hospital, including nurses, firefighters and paramedics after being transported for medical attention on Aug. 2.
A pretrial was set Feb. 1 for Jason Apsokardu, 24, West Ninth Street, East Liverpool, charged with domestic violence for allegedly spitting in a woman's face, grabbing her by the throat and throwing her to the ground on Jan. 18 in East Liverpool.
A pretrial was set Feb. 1 for Mathew Smith, 45, Lincoln Street, Salineville, charge with two counts of domestic violence for allegedly getting into a physical altercation with another male after getting upset about a mess in the house on Lincoln Street, Salineville, yelling and threatening him and exchanging punches with him on Jan. 18. During the incident, a woman tried to intervene and separated the two and Smith then allegedly shoved her into a refrigerator.
Tara Talbert, 40, Warren, was fined $300 and sentenced to five days in jail, with credit for five days served, for possessing criminal tools and soliciting for posting an ad on a known prostitution website and offering sexual activity, arranging to meet an undercover agent for sexual activity in exchange for $230, then driving to Salem on Dec. 29 for the meeting with her phone, which was used to arrange the encounter.
A pretrial was set March 26 for Christopher Allan Dorsey, 43, Erie Street, East Liverpool, charged with use of unauthorized plate, driving under suspension and menacing for allegedly pulling and pointing a firearm at another person in East Liverpool on Jan. 15, making the person fear physical harm. The two traffic charges were from a Jan. 2 traffic stop.
Brandi Hissom, 48, Haywood Street, East Liverpool, was fined $200 and sentenced to 180 days in jail, with 175 days suspended and credit for one day served, leaving four days to serve in jail for theft, amended from grand theft at the request of the prosecutor. She was ordered to complete 20 hours community service and stay out of Calcutta Walmart. Hissom used a 50-cent tag to scan all her items at the self checkout, then attempted to leave without properly paying for 237 items valued a $1,564 at the Calcutta Walmart on Jan. 4.
Shane Williamson, 46, Woodbine Avenue, East Liverpool, was fined $1,150 and sentenced to 60 days in jail, with credit for 29 days served, leaving 31 days still to serve in jail, for violation of a temporary protection order, two counts of theft and two counts driving under suspension. He was ordered to make restitution of $358.66 to Giant Eagle, East Liverpool, and $144 to Dollar General on state Route 14, outside Washingtonville. On Oct. 30, he left Dollar General outside Washingtonville without paying for two carpets, a trash can, toilet paper and a mop. On Aug. 15, he stole $358 worth of items from the Giant Eagle on Bradshaw Street, East Liverpool. In April 2022, Williamson allegedly sent text messages and photographs to a woman who had a protection order against him.
Heather Caggiano, 48, White House, Tenn., was fined $500 and sentenced to 28 days in jail, with credit for 14 days served, leaving 14 days still to serve, for possessing criminal tools, soliciting and drug paraphernalia for offering sex for hire on a known prostitution website and arranging for sexual activity in exchange for money with an undercover agent, arriving in East Palestine on Jan. 4 for the meeting. At the time, she allegedly possessed the phone used to make the arrangements and a crack cocaine pipe.
A pretrial was set Jan. 29 for Amy Harmicar, 38, Goshen Road, Salem, charged with domestic violence for allegedly striking a man with a floor lamp and attempting to strike a woman with the floor lamp in Salem on Jan. 7.
David Talbott, 33, Henry Avenue, East Liverpool, was fined $550 and sentenced to 21 days in jail, with credit for 13 days served, leaving eight days still to serve for theft and two counts of possession of drug abuse instrument for attempting to get into people's cars in the Calcutta Walmart parking lot on Jan. 4 and having two hypodermic needles in his possession. At the time, stolen merchandise from Walmart was found on him. He had taken 10 items totaling $398. He also possessed white powder substance in a clear baggie on Aug. 29 in St. Clair Township.
Sentencing was set Feb. 1 for Matthew McBride, 42, Peace Valley Road, New Waterford, who was found guilty of assault for punching another man at the gas pumps at JDE Food and Fuel on state Route 46, New Waterford, on Jan. 11.
A pretrial was set March 21 for Robert Tucker, 73, Campground Road, Wellsville, charged with theft and possessing criminal tools for allegedly concealing four items in his coat valued at $36 at the Calcutta Walmart on Jan. 13.
Amy Wilson, 44, Niles, was fined $150 for disorderly conduct for leaving East Liverpool City Hospital and failing to return to East Liverpool Municipal Court on Sept. 15, 2020.
Samantha Gallimore, 34, Pancake Clarkson Road, Rogers, was fined $200 and sentenced to nine days in jail, with credit for nine days served, for falsification for giving a false name during a traffic stop on Jan. 8 in St. Clair Township when she was a passenger.
A pretrial was set April 18 for Adam Cornwell, 36, Darlington, Pa., charged with failure to obtain permission for allegedly failing to get permission to hunt on a Unity Township property on Nov. 15, 2023.
Daniel Tunnat, 59, Woodsdale Road, Salem, was fined $1,350 and sentenced to 180 days in jail, with 160 days suspended, leaving 20 days to serve, for operating a vehicle under the influence of alcohol or drugs second offense and marked lanes.
A preliminary/pretrial hearing was set Feb. 22 for Christian Chappell, 49, Bethel Drive, Salem, charged with fifth-degree felony improper handling of a firearm in a motor vehicle and misdemeanors of OVI second offense, OVI refusal with prior within 20 years and a headlights violation. A marijuana possession charge was dismissed. During a traffic stop Dec. 2 in Salem, Chappell allegedly had a firearm in the vehicle while impaired.
A pretrial was set March 14 for Adam Blake, 47, Bayard Road, Homeworth, charged with OVI first offense, no seat belt and speeding.
A pretrial was set April 22 for Afton Parson, 41, Ohio Avenue, East Liverpool, charged with OVI first offense and speeding.
A pretrial was set April 18 for Levi Birch, 26, Columbiana Waterford Road, Columbiana, charged with failure to stop after an accident and reasonable control.
Jennifer Chadwick, 47, Brooklyn Avenue, Salem, was fined $250 for a school bus stop sign violation.
A pretrial was set March 25 for Christopher Crooms, 35, Lincoln Street, Salineville, charged with failure to stop after an accident and reasonable control.
Lindsay Manypenny, 41, Pritchard Avenue, Lisbon, was fined $50 for driving under suspension.
A pretrial was set April 16 for Jose Ronal Lemus Zelaya, 40, Canton, charged with driving under suspension and reasonable.
A pretrial was set April 22 for Isiah Coulter, 22, College Street, Columbiana, charged with use of unauthorized plate and no valid license.
