LISBON– In Columbiana County Municipal Court, a case against Thomas Holman, 43, Hammond School Road, Wellsville, was bound over to the county grand jury for a fifth-degree felony violation of a protection order for allegedly disturbing someone who had a protection order against him in Wellsville on Jan. 9.

A pretrial was set March 18 and a jury trial was set March 27 for Charles Payne II, 43, Park Boulevard West, East Liverpool, charged with assault, aggravated menacing, and domestic violence. On Dec. 30, 2023, Payne allegedly threatened multiple people’s lives and then followed someone he threatened to West Virginia and then to East Palestine, where he allegedly assaulted the person, pushing them to the ground and causing a laceration to the person’s wrist.

A pretrial was set April 15 for Beryl Lyn Crow, 41, Garrettsville, charged with engaging in prostitution and possessing criminal tools. On Nov. 21, 2023, Crow allegedly responded to an undercover ad on a known prostitution website and arranged for sexual activity in exchange for money using a cell phone he possessed when arrested.

Cory Dine, 23, Rose Avenue, Salem, was fined $1,245 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served for a driver intervention program for operating a vehicle under the influence of alcohol or drugs, reckless operation, and loud or defective exhaust. Dine was also ordered to perform 60 hours of community service. Dine was also sentenced to 180 days in jail, with 178 days suspended, and credit for two days served, leaving zero days left to serve, for fleeing and failure to comply.

Duane Malcom, 53, Alice Street, East Palestine, was fined $875 and sentenced to 180 days in jail, with 177 days suspended, and credit for three days served for a driver intervention program for OVI. Malcom was also ordered to perform 40 hours of community service and his driver’s license was suspended for one year with driving privileges.

A pretrial was set April 18 for Isaac Hickman, 18, Southeast Boulevard, Salem, charged with underage consumption for allegedly being found walking in Salem with an open alcohol container that he was actively consuming on Jan. 16 in Salem.

A court trial was set Feb. 29 for Augustina Newman, 50, 10th Street Extension, Wellsville, charged with misdemeanor assault and misdemeanor criminal damaging or endangering for allegedly throwing a drink in a man’s face and knocking over his motorcycle, causing damage to it, on Sept. 21, 2022 in Wellsville.

A pretrial was set March 21 for Carla Heru, 44, Akron, charged with illegal use or possession of drug paraphernalia for allegedly being found with a paper fold holding suspected cocaine and a cut straw coated with a white powder substance during a traffic stop on Oct. 21, 2023 in Columbiana.

A pretrial was set April 23 for Chad Smith, 52, McClure Road, Hubbard, charged with possession of drug paraphernalia for allegedly having a crack pipe in his center console during a traffic stop on Jan. 11 in East Palestine.

A pretrial was set Feb. 15 for James Price, 33, Burford Street, East Liverpool, charged with theft for allegedly failing to scan and pay for 21 items totaling $189 at the Calcutta Walmart on July 3, 2023.

A pretrial was set Jan. 25 for William Long, 72, Endley Road, Lisbon, charged with obstruction of official business for not complying with lawful orders to leave a residence during a search warrant on Nov. 30, 2023 in Lisbon.

A pretrial was set April 18 for Justin Brinkley, 40, East Main Street, East Palestine, charged with failure to remove junk vehicles for allegedly leaving five junk vehicles in the open for more than 10 days after receiving notice concerning the vehicles.

Shawn Timmons, 37, McCracken Road, Salem, was fined $1,650 and sentenced to 365 days in jail, with 275 days suspended, leaving 90 days left to serve, for OVI refusal with prior within 20 years and reasonable control. A charge of OVI third offense was dismissed. Timmons also had his driver’s license suspended for five years with no driving privileges and was ordered to complete 40 hours of community service.

A pretrial was set March 21 for Homer Swanson, 27, State Route 30, Hanoverton, charged with driving under financial responsibility suspension, failure to display sticker, stop sign, and violating seat belt law-driver. On July 1, 2023, Swanson allegedly crashed his vehicle while his driver’s license was suspended for the second time in six months.

A pretrial was set March 21 for Katina McGurl, 43, Wilbert Avenue, East Liverpool, charged with falsification and endangering children. On Jan. 16, McGurl allegedly told police a juvenile was accidentally shot in the foot on Gipner Avenue in St. Clair Township, but then later admitted the shooting actually happened at Thompson Park in East Liverpool city.

Sara Huertas, 50, Elm Street, Columbiana, had six counts of dogs: failure to register and one count of dogs: failure to confine dismissed by agreement.

A pretrial was set Jan. 25 for John Innella II, 45, Fifth Street, Salem, charged with traffic control devices for allegedly illegally changing lanes and crashing into a car behind him on Jan. 10 in Salem.

Anna Jurich, 21, state Route 154, Lisbon, was fined $150 for speed.

Kathy Tudor, 42, Sunnyside Street, East Liverpool, was fined $250 for speed and traffic control.

Bobbie Doss, 44, East Fourth Street, Salem, was fined $180 for failure to reinstate and tail light-illumination of rear license plate.

Brandi Hissom, 48, Park Avenue Rear, East Liverpool, was fined $35 for violation seat belt law-driver for not wearing a seat belt during a traffic stop on Jan. 11 in East Liverpool.
