LISBON — In Columbiana County Municipal Court, cases against Matthew Shane Jackson, 23, Canton, were bound over to the county grand jury for felonious assault, a second-degree felony, and misdemeanor aggravated menacing for allegedly shooting out a woman’s window at her house in Liverpool Township on Dec. 30 with a BB gun, becoming aggressive and threatening to punch her in the back of the head and kill her, and then taking out a torch lighter and attempting to set a 3-month-old child on fire, continuing to threaten the woman before running out the door.
A case against Scott Andrew Meyer, 47, East North Avenue, East Palestine, was bound over to the county grand jury for fourth-degree felonies of theft and falsification and fifth-degree felony forgery for allegedly falsifying and forging a signature on a claimed condominium lease agreement, which he used to secure $16,500 reimbursement from Norfolk Southern for alleged relocation after the train derailment in East Palestine. The condominium was actually a strip mall in Mount Vernon that housed an ambulance company that was shut down and used for storage. Meyer worked for the ambulance company and there was no lease agreement and the landlord listed wasn’t known to the property owner. The fictitious landlord listed a closed ambulance building in Warren as an address. Meyer then allegedly presented a second lease agreement with a different person listed as landlord who worked for the company and confirmed it wasn’t his signature and he wasn’t aware of any lease agreement. The phone number listed was Meyer’s juvenile son’s number.
A pretrial was set March 11 for Michael Borkowski, 44, Canonsburg, Pa., charged with possessing criminal tools, engaging in prostitution, possession of drug abuse instrument and drug paraphernalia for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for money and methamphetamine, arriving in East Palestine for the meeting on Sept. 21. Allegedly in his possession was the phone used to make the arrangements, a loaded hypodermic syringe, a digital scale, crack cocaine and methamphetamine pipes and multiple baggies of suspected methamphetamine packaged for sale.
A pretrial was set April 1 for Frankie Lee Sinclair, 61, Newburg, W.Va., charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for $140, traveling to East Palestine on Dec. 29 for the meeting. He was found in possession of the phone used to make the arrangements.
A pretrial was set April 8 for David Gilchrist, 46, Aliquippa, Pa., charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for $140, arriving in East Palestine on Jan. 6 for the meeting with the phone used to make the arrangements.
A pretrial was set April 8 for Michael John Mohler, 51, Orange, Calif., charged with engaging in prostitution, possessing criminal tools and drug paraphernalia for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for $400 and methamphetamine, arriving in East Palestine on Jan. 6 for the meeting. Mohler allegedly possessed the phone used to make the arrangements and a methamphetamine pipe and suspected methamphetamine.
A pretrial was set April 9 for James Howell III, 39, Tenth Street, Wellsville, charged with domestic violence for allegedly slapping a woman in the face with an open hand, pulling her hair and throwing her to the floor and against a wall on July 7 in Yellow Creek Township. He’s also facing a pretrial April 9 for two counts driving under suspension, and single counts of drug paraphernalia, failure to stop after an accident and reasonable control. On Jan. 5 while being arrested on a warrant, he allegedly possessed a burnt glass pipe normally used to smoke narcotics.
A pretrial was set Jan. 18 for Amy Harmicar, 37, Goshen Road, Salem, charged with domestic violence for allegedly striking a man with a floor lamp and attempting to strike a woman with the floor lamp in Salem on Jan. 7.
Jacklyn Solomon, 40, East Main Street, Washingtonville, was fined $300 and sentenced to two days in jail, with credit for two days served, for obstructing official business for lying to county Drug Task Force agents when she said Andrew Deal wasn’t in the residence on Sept. 22. He was wanted on a warrant and was found hiding in a crawl space in the basement.
A pretrial was set April 1 for Brandon Leek, 39, Mattix Road, Lisbon, charged with assault for allegedly attempting to cause physical harm to a victim by grabbing the person around the shoulders and neck area with his hands and shaking and yelling at the victim on Jan. 7 at a Lisbon residence.
Andrew Deal, 45, East Main Street, Washingtonville, was fined $500 and sentenced to 60 days in jail, with 59 days suspended and credit for one day served, for obstructing official business and criminal damaging. He was ordered to complete 40 hours community service. Deal was accused of hiding in the basement crawl space of a Washingtonville residence on Sept. 22 after police gave several loud verbal commands inside the residence that there were warrants for his arrest. The county Drug Task Force was conducting a followup investigation in a fatal drug overdose from earlier that day. On Nov. 1, 2022 in Washingtonville, he was accused of throwing things around a property, resulting in the criminal damaging charge.
Steven Slagle, 34, Allison Street, East Liverpool, was fined $200 and sentenced to 30 days in jail, with 20 days suspended and credit for 10 days served, for disorderly conduct, amended from assault. A menacing by stalking charge was dismissed. Slagle was ordered to complete 20 hours community service and have no contact with the victim. Slagle was accused of running behind a man and shoving him down, causing injury to his elbow, in East Liverpool on Feb. 24 and also sending threatening messages to the victim.
Destinee Davis, 18, Independence Square, Wellsville, was fined $250 and sentenced to 180 days in jail, with 179 days suspended and credit for one day served, for domestic violence. She was ordered to complete 40 hours community service. Davis was throwing tables at a man and a juvenile, then pepper sprayed the juvenile and began punching holes in the wall on Jan. 1 in Wellsville.
Clifton Roush, 56, Continental Drive, Salem, was fined $150 and sentenced to 11 days in jail, with credit for 11 days served, for disorderly conduct for entering a vehicle in the Hunt Valve parking lot in Salem and taking a gas can before being confronted and held down by employees of the business. Roush was described as highly intoxicated and causing a risk to himself and others and was taken to the hospital due to his intoxication level on Feb. 13. He was also sentenced to 11 days, with credit for 11 days served for violating his probation for a criminal trespass charge.
Kaylee Vander Ploeg, 30, Wilbert Avenue, East Liverpool, was fined $150 and given a suspended 30-day jail term for disorderly conduct, amended from theft, for allegedly failing to scan and pay for 31 items totaling $99 at the Calcutta Walmart on May 25. She was ordered to complete 10 hours community service and to stay out of Walmarts in Columbiana County.
David Bailey, 51, Bluff Street, East Liverpool, was fined $200 and sentenced to two days in jail, with credit for two days served, for disorderly conduct and disorderly conduct-presence of emergency facility person for an incident at the Odd Fellows Apartments on West Sixth Street, East Liverpool on Jan. 7 when he was hollering and knocking on doors creating a disturbance. He was found in the basement and said he had been drinking for two days.
Adam Wolfe, 47, Newton Falls, was fined $150 and sentenced to three days in jail, with credit for three days served, for drug paraphernalia for possessing a plastic tube used to snort narcotics and suspected methamphetamine on July 7 in East Palestine.
An assault charge against Brittany Eversole, 27, Olive Street, Salem, was dismissed at the request of the prosecutor due to the victim being uncooperative. Eversole had been accused of punching a man in the face on Jan. 13, 2023 in Salem Township.
Nicole Holland, 30, Weirton, W.Va., was fined $1,120 and sentenced to 180 days in jail, with 177 days suspended and credit for three days served in a driver intervention program, for operating a vehicle under the influence of alcohol or drugs first offense, failure to stop after an accident and assured clear distance. Another sentence of 30 days in jail for the hit/skip was suspended. Her driver’s license was suspended for one year, with driving privileges granted. She was ordered to complete 40 hours community service.
A pretrial was set April 4 for Christine McCurdy, 55, of state Route 267, East Liverpool, charged with OVI second offense, failure to stop after an accident and marked lanes.
Tommy Butler, 33, Poland, was fined $150 for driving under suspension and unsafe vehicle, amended from reasonable control.
A pretrial was set April 1 for Matthew Grimm, 33, St. Jacob-Logtown Road, Lisbon, charged with driving under suspension.
A pretrial was set March 12 for Amanda Schmelick, 37, Boardman, charged with driving under suspension and marked lanes.
William Mosher, 62, Canton, was fined $230 for driving under suspension and tinted glass.
