LISBON — In Columbiana County Municipal Court, a case against Harold Rayle III, 57, Cornell Street, East Liverpool, was bound over to the county grand jury for five counts of pandering obscenity involving a minor, a fourth-degree felony, for allegedly possessing child porn on his cell phone.
Acting on a cyber tip from the Ohio Internet Crimes Against Children Task Force pertaining to child pornography, St. Clair Township police obtained a search warrant for Rayle’s residence on Dec. 8. While being interviewed by police, he allegedly admitted to possessing images of child pornography. The police affidavit said the images involved children 3 to 10 years old. The affidavit said he will be facing additional charges pending further investigation of his cell phone.
A preliminary/pretrial hearing was set Dec. 26 for Kalyon Malieck May, 23, Youngstown, charged with two fifth-degree felony counts of illegal use of a minor in a nudity oriented material and misdemeanors of engaging in prostitution, possessing criminal tools and obstructing official business.
May allegedly possessed videos depicting minor children in a state of nudity on his cell phone on Dec. 15 in East Palestine. He had traveled there for a sex-for-hire arrangement after responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for $140. When he arrived in East Palestine, he fled on foot from officers attempting to arrest him, then when caught withheld his name.
A case against Johnna Dawn Cozza, 44, West Martin Street, East Palestine, was bound over to the county grand jury for fourth-degree felony theft for allegedly using deceptive means to steal $7,950 from Norfolk Southern on May 8. According to a police affidavit, Cozza between May 8 through June 17 presented three lease agreements between herself and a male known to her for $300 per day from May 8 through May 12. She allegedly claimed she paid $750 to the landlord and was seeking reimbursement. The second agreement was allegedly from May 22 through June 5 for $300 per day and she said she paid $4,200 cash to the landlord and wanted reimbursed. The final agreement covered from June 17 through June 23 for $3,000 at $300 per day. The landlord was incarcerated for part of the time and she allegedly called him on a recorded call on April 21 and said she was already staying off and on at a Lisbon property and she had a deal for him if he wrote her some receipts. He contacted Norfolk Southern and said he signed the first lease agreement, but no others.
A case against William Weyand, 52, state Route 45, Lisbon, was bound over to the county grand jury for fourth-degree felony forgery and fifth-degree felony breaking and entering and misdemeanors of theft, possession of drug abuse instrument and criminal trespass. Weyand allegedly forced trespass into an unoccupied structure to steal a vehicle title and forge the owner’s signature on Dec. 10 in Elkrun Township. He also allegedly possessed a crack pipe with white and burnt residue inside a vehicle.
A preliminary/pretrial hearing was set Dec. 26 for Matthew Masters, 31, Price Street, East Liverpool, charged with fourth-degree felony domestic violence and misdemeanor menacing for allegedly threatening to punch two people and continued yelling and slamming and tossing items in the kitchen of the Price Street residence in East Liverpool on Dec. 17. He also threatened the police officer and continued yelling on the way to the jail.
A preliminary/pretrial hearing was set Dec. 26 for Taylor Scott Snyder, North Market Street, East Palestine, charged with fourth-degree felony strangulation and misdemeanor domestic violence for allegedly attempting to harm a woman during a domestic Dec. 17 in East Palestine and choking her.
David Merritt, 46, Saegertown, Pa., was fined $750 and given a suspended 30-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to forfeit $200 to the Mahoning Valley Human Trafficking Task Force, complete 40 hours community service and complete an online 12-hour prostitution prevention course. Merritt was accused of responding to an ad on a known prostitution web, arranging for sexual activity with a female in exchange for $200 and traveling to East Palestine on Sept. 19 for the meeting.
A pretrial was set March 21 for Abel Matthew Stanage, 29, Clearfield, Pa., charged with engaging in prostitution and possessing criminal tools for allegedly requesting sexual conduct in exchange for $160 from an undercover agent and driving to Salem on Dec. 16 for the meeting.
A pretrial was set Dec. 28 for Robert Lee Vandyke, 29, Blakely Street, East Liverpool, charged with three counts of aggravated menacing for allegedly chasing a woman down the street in East Liverpool with a gun in his hand, threatening her and then threatening two men who tried to intervene on Dec. 16, telling them to mind their own business.
A pretrial was set March 21 for Jaymee Cayo, 30, listed as homeless, Lisbon, charged with obstructing official business, criminal trespass, theft and possessing criminal tools for allegedly climbing through a window of another person’s residence in Lisbon on Dec. 13 and claiming a male wasn’t in an apartment on Dec. 14 when he was found hiding in the stairwell to the attic. She also on Dec. 13 at the Calcutta Walmart had a handful of receipts and was looking for particular items, picking out a pair of men’s thermal underwear from a shelf and trying to return them to customer service for payment, then she fled the property with the merchandise.
Malcum Salyers, 39, Spillway Road, Lisbon, was fined $200 and sentenced to one day in jail, with credit for one day served, for disorderly conduct, amended from telecommunications harassment, for contacting a person multiple times in March in St. Clair Township after being told to stop.
Dalton Brewer, 27, Wyoming Avenue, East Liverpool, was fined $350 and given a suspended 30-day jail term for driving under suspension and two counts drug paraphernalia for possessing drug paraphernalia on Nov. 25 in Liverpool Township.
Jeffrey Knoblock, 25, Taylor Road, Rogers, was fined $250 and given a suspended 30-day jail term for drug paraphernalia and open container. He was ordered to complete 20 hours community service. Knoblock possessed a glass pipe when stopped for drinking a Twisted Tea while walking in the middle of East Clark Street in East Palestine on Sept. 3.
A pretrial was set March 5 for Michael Adkins and Kathleen Ward, both St. Clair Avenue, East Liverpool, each charged with 12 counts of failure to file city income tax return for allegedly failing to file income tax returns in East Liverpool over multiple years.
A pretrial was set March 5 for Elizabeth Plouse, 36, Akron, charged with operating a vehicle under the influence of alcohol or drugs first offense, OVI breath first offense and left of center.
Matthew Close, 51, Allen Road, Salem, was fined $1,075 and sentenced to 180 days in jail, with 177 days suspended and credit for three days served in a driver intervention program for OVI, reasonable control and open container. His driver’s license was suspended for one year, with driving privileges granted and he was ordered to complete 40 hours community service.
A pretrial was set Feb. 22 for Colton Cindrich, 24, Beaver Falls, Pa., charged with OVI first offenses and assured clear distance.
A pretrial was set March 25 for Kaleb Farnsworth, 29, Birch Road, East Liverpool, charged with driving under suspension.
A pretrial was set Feb. 20 for Kristy Dillard, 44, Commerce Street, Wellsville, charged with left of center.
A pretrial was set Dec. 26 for Jocelyn Birch, 27, Annesley Road, East Liverpool, charged with failure to comply and reckless operation.
A pretrial was set Feb. 20 for Gonzalo Tenecela, 49, Youngstown, charged with improper backing.
Debora Campolito, 60, Countryside Drive, Salem, was fined $150 for an equipment violation, amended from a turn signal violation.
Joel Massey, 21, Youngstown, was fined $200 for driving under suspension and left of center.
