LISBON — In Columbiana County Municipal Court, a case against Scott McAleer, 55, Alice Street, East Palestine was bound over to the county grand jury for fourth-degree felonies of theft and falsification related to alleged fraudulent hotel bills sent to Norfolk Southern for reimbursement.

According to a police affidavit, McAleer allegedly presented canceled hotel reservations to Norfolk Southern for payment between April 1 and July 14. He would make a reservation online, obtain the total amount of the stay, then cancel the reservation and present the fictitious reservation to Norfolk Southern, receiving $15,419 for the fake hotel stays from the assistance center set up after the February train crash.

A case against Bryan Jeffries, 35, Cannons Mill Road, East Liverpool, was bound over to the county grand jury for felonious assault, a second-degree felony, for allegedly punching a man, then getting on top of him and repeatedly punching him in the face and head after an argument about property lines on Dec. 7 in Liverpool Township.

Cases against David Gamble, 34, Avondale Street, East Liverpool, were bound over to the county grand jury for fifth-degree felonies of breaking and entering and possessing criminal tools and misdemeanors of theft, two counts criminal damaging and one count criminal mischief. On Nov. 29, Gamble was allegedly located on the third floor of the Kent State University building in East Liverpool, along with an ax used to break the glass door to make entry. On Nov. 24, he was seen on video inside Nikki’s Market in East Liverpool and bent the fan blades on the air conditioning unit. A probation violation hearing was set Feb. 5 for Gamble for a domestic violence case.

A preliminary/pretrial hearing was set Dec. 21 for Nicholas Conway, 43, New Middletown, charged with fifth-degree felony improper handling of firearms in a motor vehicle and misdemeanors of operating a vehicle under the influence of alcohol or drugs third offense, driving under suspension, failure to have functioning brake light, open container and obstructing official business. Conway possessed a pistol while impaired during a traffic stop on Dec. 13 in Madison Township. During the traffic stop, he allegedly provided a false first and last name and date of birth in an effort to hide that he had a warrant. He also had two open beer cans and an open fireball shot in the vehicle. A probation violation hearing is also set for Dec. 21 for two separate cases on charges of OVI first offense, OVI refusal with prior within 20 years, driving under suspension and failure to display valid sticker from 2020 and three counts of cruelty to animals from 2019.

A sentencing hearing was set Dec. 21 for Robert Levis Jr., 38, East Fifth Street, Salem, who pleaded no contest to two counts of assault. He was ordered to have no contact with the juvenile victim. Levis was accused of striking a juvenile on Dec. 6 in Salem multiple times, pulling her up by her shirt after she fell down and then throwing her behind the couch and smacking her again.

A pretrial was set Jan. 18 for Joshua Ford, Ridge Street, Leetonia, charged with violation of a protection order for allegedly sending multiple emails on Dec. 13 to a victim in Columbiana County who has a protection order against him.

Amber Nguyen, 39, Monroe Avenue, Salem, was fined $200 and sentenced to 30 days in jail, with 20 days suspended, leaving 10 days to serve in jail for criminal trespass. She was ordered to complete 20 hours community service and stay away from the victim. On July 16, she forced entry into a Steubenville Pike Road, Lisbon property.

Larry James Brown, 39, Struthers, was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and a 12-hour education course. Brown was accused of responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for money, driving to East Palestine on Aug. 27 for the meeting.

Bernard Ritteger, 43, Elkton Road, Lisbon, was fined $250 and sentenced to 30 days in jail, with 15 days suspended, with a balance of 15 days to serve in jail for disorderly conduct, amended from sexual imposition at the request of the prosecutor and victim. On July 19, Ritteger was accused of having sexual contact with a woman in Lisbon.

William Merryman, 43, Clinton, Pa., was fined $150 and given a suspended 180-day jail term for violating a protection order. He was ordered to complete 40 hours community service. Merryman violated a protection order in January 2016 in St. Clair Township.

Kevin Bryson, 35, Wilbert Avenue, East Liverpool, was fined $200 and sentenced to 90 days in jail, with 89 days suspended, leaving one day to serve in jail, for theft. He was ordered to complete 20 hours community service and to stay out of the Calcutta Walmart. On Dec. 5, Bryson failed to scan and pay for 19 items valued at $111 at the Calcutta.

A pretrial was set March 21 for Charles Shelva Lee Bell II, 20, Blakely Street, East Liverpool, charged with criminal trespass for allegedly being in an apartment he had been trespassed from on Nov. 9 in East Liverpool. Police had been called for a domestic and found him hiding in a closet.

John Lee, 57, Youngstown, was fined $150 and sentenced to two days in jail, with credit for two days served, for obstructing official business, with a charge of disorderly conduct dismissed. Lee engaged in a physical pushing match on Sept. 8 with the owner of Steve’s Towing in Leetonia over a vehicle towed to the impound lot. He backed away from the police chief when he attempted to speak with him.

A pretrial was set Feb. 15 for Levi Vollnogle, 29, West Martin Street, East Palestine, charge with violating a protection order for allegedly texting a woman over and over for no reason while she had a protection order against him during the month of September in Leetonia.

Heidi Gorby, 48, South Market Street, East Palestine, was fined $200 and given a suspended 180-day jail term for telephone harassment. She was ordered to complete 20 hours community service and have no contact with the victims. Gorby was accused of sending harassing text messages to a couple on Aug. 30.

Marcus Prendes, 40, Iowa Street, Wellsville, was fined $150 for disorderly conduct, amended from OVI, with charges of failure to control and failure to stop after an accident dismissed.

Calvin Shepard, 28, state Route 558, Leetonia, was fined $920 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for OVI and reckless operation. He was ordered to complete 40 hours community service and his driver’s license was suspended for one year, with driving privileges granted.

Finley Croyle, 66, Cherry Valley Drive, Leetonia, was fined $920 and sentenced to 90 days in jail, with 84 days suspended and credit for six days served in a driver intervention program, for OVI and speeding. His driver’s license was suspended for one year, with driving privileges granted and he was ordered to complete 40 hours community service.

Nathan Wylie, 38, Enon Valley, Pa., was fined $975 and sentenced to 90 days in jail, with 87 days suspended, leaving three days to served in jail, for OVI and reckless operation. He was ordered to complete 20 hours community service and his driver’s license was suspended for one year.

A pretrial was set Feb. 29 for Heather Way, 50, Wheeling, W.Va., charged with OVI first offense and speeding.

A pretrial was set Feb. 29 for Michael Walnoha, 54, Wellsburg, W.Va., charged with no driver’s license and use of unauthorized plate.

Zachariah Stabile, 32, Hubbard, was fined $150 for driving under suspension.

Bradley McKenzie, 42, Westfield Road, East Liverpool, was fined $100 for driving under suspension.

Charges of driving under suspension and possessing marijuana were dismissed against Torian Phillips, 44, Canal Winchester. Phillips was fined $130 for speeding and no seat belt.

A pretrial was set Feb. 22 for Rodney Frye, 43, Commerce Street, Wellsville, charged with drug paraphernalia for allegedly possessing drug paraphernalia during a traffic stop on July 17 in St. Clair Township.

Alexander Hawk, 21, Yeager Road, Negley, was fined $150 for unauthorized plate and a tail lights violation.

Davon Whitson, 33, Etruria Street, East Liverpool, was fined $50 for unsafe vehicle, amended from a turn signal violation.

George Landsberger, 55, Waterford Road, East Palestine, was fined $100 for no license.

Kayla Roberts, 24, Annesley Road, East Liverpool, was fined $100 for speeding and driving under suspension.
