LISBON — In Columbiana County Municipal Court, a case against Shelby Walker, 49, East Taggart Street, East Palestine, was bound over to the county grand jury on fourth-degree felony charges of theft by deception and falsification for alleged fraud against Norfolk Southern.
Walker is one of several people who have been charged for turning in false documents to get reimbursed by the railroad company for alleged expenses related to being displaced by the February train derailment.
According to the East Palestine police affidavit, Walker allegedly provided fraudulent falsified hotel receipts over a continuous course of conduct on April 14 for $1,198 and for food and fuel expenses of $497, on April 27 for $3,006 and for food and fuel expenses of $1,365, on May 16 for $4,289 and for food and fuel expenses of $1,819 and June 13 for $1,575 and for food and fuel expenses of $4,436. The total amounts obtained by Walker via theft by deception was $18,189. The affidavit also noted that Walker was employed at the Microtel in Beaver Falls and created her own documents indicated she stayed at the hotel and provided them to Norfolk Southern to facilitate the theft offense.
Brian Dolnack, 31, Monaca, Pa., was fined $750 and given a suspended 30-day jail term for possessing criminal tools, amended from engaging in prostitution, and another count of possessing criminal tools. He was ordered to forfeit $100 to the Mahoning Valley Human Trafficking Task Force, complete 40 hours community service and complete a prostitution prevention course online. Dolnack was accused of responding to an undercover ad of a female on a known prostitution website, arranging for sexual activity in exchange for $100 and traveling to East Palestine on April 14 for the meeting.
Mason Jones, 32, Ohio Avenue, East Liverpool, was fined $750 and sentenced to 180 days in jail, with 160 days suspended, with credit for 10 days served, leaving a balance of 10 days still to serve, for assault and two counts of domestic violence. He was ordered to complete 40 hours community service and have no contact with the victims. Jones was accused of striking a woman with a crutch multiple times on March 2 in East Liverpool, pushing and punching the same woman in the face on Jan. 7 in East Liverpool, and assaulting a man on Nov. 16 in East Liverpool.
A pretrial was set Feb. 20 for Shawn D. McKinnon, 27, Fisher Avenue, East Liverpool, charged with six counts of failure to pay city income tax for allegedly failing to include payments with East Liverpool city income tax returns for 2018 through 2023. The unpaid remittances totaled $2,654.
Preston Beagle, 34, Continental Drive, Salem, was fined $150 and sentenced to one day in jail, with credit for one day served, for possession of drugs for possessing alprazolam on May 28, 2022 in Salem.
Arraignment was set Feb. 20 for Kharyzma Jerkayla Thompson, 22, Martins Ferry, charged with two counts of obstructing official business, with a pretrial also set for Feb. 20 for resisting arrest and drug paraphernalia for her actions during a traffic stop on Sept. 7 in St. Clair Township when she allegedly possessed a glass crack pipe and threw it from the packaging and refused orders to place her hands behind her back. During an incident Oct. 28 in St. Clair Township, she lied about her name.
A pretrial was set Dec. 21 for David Christy, 21, Campbell, charged with possession of drugs for allegedly possessing tramadol during a traffic stop on June 22 in Lisbon.
Megan Stofen, 29, Cleveland Avenue, East Liverpool, was fined $200 and given a suspended 90-day jail term for drug abuse instrument and obstructing official business during a drug court appearance. On Sept. 5, Stofen possessed a hypodermic needle and a baggy of white powder/crystal substance stuffed in the front of her pants during a traffic stop in St. Clair Township.
Brandon Gust, 25, Shadyside, was fined $650 and sentenced to 45 days in jail, with credit for 18 days served, leaving 27 days still to serve in jail, for driving under suspension, disorderly conduct, drug abuse instrument, drug paraphernalia and unauthorized use of a motor vehicle. Gust was found walking intoxicated on Aug. 22 in Salem, with syringes found in his front pocket and a glass pipe found in his back pack. He also was kicking doors to apartments after being told to stop. He also was accused of driving a man’s vehicle without permission on Dec. 2 and being caught after the vehicle ended up in a ditch in Madison Township.
Alvin Pugh, 43, Etruria Street, East Liverpool, was fined $150 for disorderly conduct for an incident July 1 in East Liverpool for making loud noises after being told previous times to keep the noise down.
Kevin Frazier, 42, May Road, East Liverpool, was ordered to pay court costs only and sentenced to 26 days in jail, with credit for 26 days served, for obstructing official business for giving a false social security number and fleeing on foot during a traffic stop July 14 in East Palestine.
Savanna McKee, 28, Pine Hollow Road, Lisbon, was fined $925 and sentenced to 180 days in jail, with 160 days suspended, leaving 20 days to serve for theft, criminal simulation, driving under suspension and headlights. She was also ordered to complete 40 hours community service and to stay out of Dollar General in Lisbon. McKee stole items from Dollar General in Lisbon on Aug. 9 by scanning and not scanning items while bagging them and taking a receipt already printed to try and show she paid for the items. She also on Aug. 16, 2022 passed a counterfeit $20 bill at Speedway in Salem, claiming she didn’t know the bill was counterfeit even though it had the words “Copy Money” clearly printed on the bill.
A pretrial was set Jan. 18 for Joshua Ford, 39, Ridge Street, Leetonia, charged with three counts of violation of a protection order for allegedly sending the victim multiple text messages on Nov. 28 and Dec. 9 in Columbiana County and went to a protected residence in Lisbon on Dec. 2.
A status hearing was set Jan. 25 and a court trial was set Feb. 1 for Lonnie Cunningham, 30, Lincoln Avenue, East Liverpool, charged with domestic violence for allegedly kicking a woman three times on Oct. 28 in East Liverpool.
Steven Stokes Jr., 22, East Third Street, Salem, was fined $1,170 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driving intervention program, for operating a vehicle under the influence of alcohol or drugs, speeding and carrying a concealed weapon, a misdemeanor amended from a felony of improper handling of firearms in a motor vehicle. A driver’s license was suspended for one year, with driving privileges granted. He was also ordered to complete 40 hours community service and a gun safety course. During a traffic stop on July 1 in Salem, Stokes possessed a gun in the center console with a bullet in the chamber and a load magazine while impaired.
Timothy Deily, 46, Allendale Avenue, East Palestine, was fined $920 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for OVI and a tail lights violation. His driver’s license was suspended for one year.
Joseph Best, 41, Lincon Avenue, East Palestine, was fined $350 and sentenced to 90 days in jail, with 89 days suspended and credit for one day served for disorderly conduct, amended from theft, and obstructing official business. He was ordered to complete 40 hours community service. Best was accused of taking a neighbor’s package that was delivered to his residence by mistake on July 12 in Unity Township and denying any involvement. He also denied knowledge of a female at his residence discarding the package in the trash can.
Rocco Barr, 19, Georgetown, Pa., was placed in a diversion program for a charge of underage consumption.
Michael Orbovich, 55, Richfield, was fined $150 for an equipment violation, amended from speeding.
Randy Shafer, 66, state Route 170, Negley, was fined $100 for hunting without permission for hunting deer without permission on Beaver Kettle Farms property in Middleton Township on Nov. 29.
Justin Chunyo, 21, Parma Heights, was fined $400 for two wildlife violations for taking a deer without a permit and providing false information while game checking a deer on Nov. 11 in New Waterford.
James Moffett, 59, Whinnery Road, Hanoverton, was fined $150 for driving under suspension and marked lanes.
Kaden Howell, 19, Buck Road, Salem, was fined $50 for lighted lights, amended from improper/expired registration.
Eric Slagle, 32, Kensington, was fined $250 for a stop sign violation, improper turn and two counts of driving under suspension.
