LISBON — In Columbiana County Municipal Court, a preliminary hearing was set Dec. 18 for Harold Rayle III, 57, Cornell Street, East Liverpool, charged with five counts of pandering obscenity involving a minor, a fourth-degree felony, for allegedly possessing child porn on his cell phone.

Acting on a cyber tip from the Ohio Internet Crimes Against Children Task Force pertaining to child pornography, St. Clair Township Police obtained a search warrant for Rayle’s residence on Dec. 8. While being interviewed by police, he allegedly admitted to possessing images of child pornography. The police affidavit said the images involved children 3 to 10 years old. The affidavit said he will be facing additional charges pending further investigation of his cell phone.

A case against Greggory Marriner, 35, Thomas Road, Lisbon, was bound over to the county grand jury for fourth-degree felony strangulation and misdemeanors of resisting arrest and three counts of domestic violence. He was accused of strangling one victim and striking another in the head during an altercation on Dec. 1 in Lisbon, making a third victim believe she would be harmed. He also allegedly attempted to force his way out of a police cruiser and pulled away from officers during his arrest.

A case against Rusty Altman, 51, Cream Ridge Road, Lisbon, was bound over to the county grand jury for fifth-degree felony violation of a protection order for being in a Lisbon residence on Dec. 6 when he wasn’t supposed to be there due to a protection order against him.

A case against Joshua Huey, 35, Warren, was bound over to the county grand jury for third-degree felony having weapons while under disability, fourth-degree felonies of improper handling firearms in a motor vehicle and receiving stolen property and misdemeanors of operating a vehicle under the influence of alcohol or drugs and OVI refusal with prior within 20 years. A pretrial was set Feb. 26 for charges of restricted tinted glass and no seat belt. The charges stemmed from an Oct. 8 traffic stop in Leetonia when Huey allegedly possessed a loaded firearm under the driver set in a vehicle reported stolen out of Trumbull County.

A preliminary/pretrial hearing was set Dec. 18 for Hunter Cosgrove, 20, state Route 45, Lisbon, charged with fourth-degree felony receiving stolen property and misdemeanors of weapons while intoxicated and resisting arrest for having a gun that did not belong to him while he was impaired and for running from police who had responded to a person unresponsive at the Save A Lot grocery store in Wellsville on Dec. 8. He refused treatment and officers then noticed the barrel of a gun pointing out held between his side and his arm. He said the gun was not his and when placed in handcuffs, he took off running.

A preliminary hearing was set Dec. 18 for Jon Carl Nelder, 42, Saltwell Road, Lisbon, charged with third-degree felony tampering with evidence for allegedly hiding a cell phone under the couch while the Mahoning Valley Human Trafficking Task Force was executing a search warrant regarding possession of child pornography at his residence on Dec. 7.

A preliminary/pretrial hearing was set Dec. 18 for William Weyand, 52, state Route 45, Lisbon, charged with fourth-degree felony forgery and fifth-degree felony breaking and entering and misdemeanors of theft, possession of drug abuse instrument and criminal trespass. Weyand allegedly forced trespass into an unoccupied structure to steal a vehicle title and forge the owner’s signature on Dec. 10 in Elkrun Township. He allegedly possessed crack pipe with white and burnt residue inside a vehicle.

Jereme Shrewsbury, 39, Wilbert Avenue, East Liverpool, was fined $250 and sentenced to three days in jail, with credit for three days served, for domestic violence for assaulting a woman in East Liverpool in April.

A pretrial was set Feb. 29 for Debra Reichenbach, 65, Orange Street, Beloit, charged with discharging a firearm on or near prohibited premises for allegedly firing a handgun through a window from the inside of her residence, striking a residence across the street at Lake Front Drive, Beloit on Oct. 27.

Haley Bussey, 26, North Market Street, East Palestine, was fined $150 and sentenced to 14 days in jail, with credit for 14 days served, for disorderly conduct, amended from domestic violence. Bussey was accused of assaulting a man multiple times while he was a passenger in the vehicle she was driving on Oct. 26 on Heck Road, East Palestine.

Johnathan Vinkler, 47, Petersburg, was fined $670 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program for operating a vehicle under the influence of alcohol or drugs, reasonable control and disorderly conduct, amended from assault. A charge of unlawful restraint was dismissed. His driver’s license was suspended for one year, with driving privileges granted. He was ordered to complete 40 hours community service. The disorderly conduct charge stemmed from the alleged assault of a woman on Oct. 20 in Columbiana.

Trenton Mathes, 18, Woodland Drive, Columbiana, was fined $250 and given a suspended 90-day jail term for obstructing official business, amended from fleeing and eluding. Mathes fled from Columbiana police on a motorized bicycle on Sept. 7 in downtown Columbiana.

Andrew Lee Jackson, 20, state Route 14, East Palestine, was fined $250 for criminal trespass for going back to Reid Memorial Stadium in East Palestine on Sept. 15 after being ejected from the stadium by a police officer.

Dawn Metts, 35, state Route 154, Lisbon, was fined $100 and given a suspended 90-day jail term for prohibitions companion animal, with counts of cruelty to animals dismissed. She was ordered not to own or possess any animal except three cats that must be spayed or neutered. Metts had been charged for violations related to her care of four dogs, 10 rabbits, one goat, three lizards, two geckos, three ducks, three turtles and two guinea pigs from July 1 through Aug. 3.

Joshua Metts, 37, state Route 154, Lisbon, was fined $100 and given a suspended 90-day jail term for prohibitions companion animal, with counts of cruelty to animals dismissed. He was ordered not to own or possess any animal except three cats that must be spayed or neutered. Metts had been charged for violations related to her care of four dogs, 10 rabbits, one goat, three lizards, two geckos, three ducks, three turtles and two guinea pigs from July 1 through Aug. 3.

A pretrial was set Feb. 12 for Christopher Wood, 30, Toronto, charged with disorderly conduct for an incident Dec. 11 in East Liverpool.

A charge of marijuana paraphernalia was dismissed against Curtis Jackson, 41, Washington Street, Lisbon.

Austin Derringer, 36, West South Range Road, Salem, was fined $150 and sentenced to two days in jail, with credit for two days served, for drug paraphernalia for possessing a broken glass pipe with residue in his vehicle on Feb. 6.

A pretrial was set Dec. 14 for Phillip Cline, 50, West Wilson Street, Salem, charged with theft and two counts criminal trespass for allegedly leaving Walmart in Salem with two vacuum cleaners without paying on Dec. 6, with the items valued at $417. He had previously been trespassed from the store. He was also accused of trespassing on a Depot Road property outside Salem on Dec. 9.

Steven Boggs, 39, West Fourth Street, East Liverpool, was fined $100 and sentenced to 28 days in jail, with credit for 28 days served, for disorderly conduct, amended from domestic violence. Documents said the charge was amended at the request of the prosecution due to lack of cooperation of the alleged victim. Boggs was accused of pushing a woman into a telephone pole and strangling her in the kitchen of an East Liverpool residence on Nov. 12.

A status conference was set Jan. 9 and a court trial was set Jan. 16 for Ronald Shaffer Jr., 31, Dairy Lane, East Liverpool, charged with assault for allegedly punching a man in the face on Dec. 2 on Bear Hollow Road, Madison Township. Shaffer was also fined $100 for domestic violence and sentenced to 30 days in jail, with 20 days suspended and credit for two days served, for domestic violence. A charge of aggravated menacing was dismissed. He was ordered to complete 20 hours community service. The charge stemmed from a May 20 incident in Rogers.

Thomas Holman, 43, County Home Road, Lisbon, was fined $200 and sentenced to 180 days in jail, with 172 days suspended and credit for eight days served for violation of a protection order for being at a residence on Hammond School Road, Wellsville on Dec. 3 in violation of a protection order. He had also been sentenced to 13 days in jail, with credit for eight days served, concurrent with the protection order case, for violating his probation for a disorderly conduct charge from 2021.

Nicholas Faulk, 33, Florence Street, East Liverpool, was fined $400 and sentenced to 14 days in jail, with credit for 14 days served for no license and improper handling of a firearm in a motor vehicle. Faulk possessed a firearm during a traffic stop on June 23, 2022 in East Liverpool. Charges of illegal plates, drug paraphernalia and possessing marijuana were dismissed.

A pretrial was set Feb. 26 for Jordyn Price, 26, Henry Avenue, East Liverpool, charged with drug paraphernalia, driving under suspension, and restricted tinted glass for allegedly possessing a pipe with white burnt residue on it during a traffic stop on Dec. 10 in Fairfield Township.

Michael Miller, 66, Sarver, Pa., was fined $920 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program for operating a vehicle under the influence of alcohol or drugs and slow speed. His driver’s license was suspended for one year and he was ordered to complete 40 hours community service.

Sentencing was set Jan. 4 for Richard Hoperich, 69, Sell Road, Lisbon, who pleaded guilty to failure to stop after an accident and improper passing.

Courtney Davis, 31, Niles, was fined $925 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served for OVI and a turn signal violation. Her driver’s license was suspended for one year and she was ordered to complete 20 hours community service.

Phillip Miller, 26, Somer Street, Leetonia, was fined $150 for no license, amended from driving under suspension.

Steven Tyler Guildoo, 24, Alliance, was fined $180 for driving under suspension, speeding and no seat belt.

A pretrial was set Feb. 29 for Timothy Cafrelli, 41, Stagecoach Road, East Liverpool, charged with speeding.

Danielle Vantilburg, 49, Y & O Road, East Liverpool, was ordered to pay court costs only for driving under suspension. A charge of possessing marijuana was dismissed.

Patrick Vitko, 42, Park Avenue, Columbiana, was fined $150 for driving under suspension.

A pretrial was set Jan. 8 for Labrea Kisner, 28, state Route 45, Lisbon, charged with no valid license and two lights displayed.

A pretrial was set Feb. 29 for Paige Pompei, 30, Weirton, W.Va., charged with marked lanes. A charge of drug paraphernalia was dismissed at the state’s cost due do the charging officer failing to submit a supporting affidavit with the complaint.

A pretrial was set March 18 for Aimee Moore, 45, Weirton, W.Va., charged with speeding.
