LISBON — In Columbiana County Municipal Court, a case against Michael Esenwein, 38, North Pleasant Drive, East Palestine, was bound over to the county grand jury for fifth-degree felonies of theft by deception and falsification for allegedly presenting fraudulent receipts totaling $1,702 to the Norfolk Southern assistance center for reimbursement for alleged hotel stays from March 22 through April 12.
A case against Robert John Anderson III, 44, Dutchtown School Road, Rogers, was bound over to the county grand jury for fifth-degree felony charges of theft and possessing criminal tools for allegedly possessing bolt cutters and cutting a piece of AT&T wire and attempting to remove it in Lisbon, with the wire valued in excess of $1,000.
A case against Angela Walsh, 43, LaCroft Avenue, East Liverpool, was bound over to the county grand jury for fifth-degree felony breaking and entering for allegedly entering an unoccupied residence on Hammond School Road, Madison Township, on Oct. 7. She was allegedly caught on a security camera on the private property with a hammer in her possession.
A case against James Craig III, 39, Florence Street, East Liverpool, was bound over to the county grand jury for operating a vehicle under the influence of alcohol or drugs, a third-degree felony. Another OVI, fifth-degree felony, was dismissed.
A preliminary hearing was set Dec. 14 for Samuel Lalley, 31, West Salem Street, Columbiana, charged with third-degree felony tampering with evidence and fifth-degree felony obstructing official business for allegedly resetting his cell phone and not coming out of a room with the door shut when officers called out to him during the execution of a search warrant for electronic items Dec. 6 in Columbiana. He allegedly admitted the phone contained criminal files on it and that he threw it under his bed.
A preliminary/pretrial hearing was set Jan. 8 for Christopher Hanner, 42, McKees Rock, Pa., charged with two counts fourth-degree felony of operating a vehicle under the influence of drug and alcohol refusal with prior within 20 years and misdemeanors of illegal use or possession of drug paraphernalia and open container. Hanner allegedly possessed a tear off he claimed was from ecstasy during a traffic stop on Dec. 2 in Salem.
A preliminary hearing was set Dec. 11 for Rusty Altman, 51, Cream Ridge Road, Lisbon, charged with fifth-degree felony violation of a protection order for being in a Lisbon residence on Dec. 6 when he wasn’t supposed to be there due to a protection order against him.
Frank DiMuzo, 56, Lakeview Road, Hanoverton, was fined $200 and sentenced to 90 days in jail, with 89 days suspended and credit for one day served, for assault. He was ordered to complete 20 hours community service and make restitution of $736.52 to the victim. DiMuzo assaulted another man at the Salem Club in Salem on Sept. 2.
Somer Madden, 23, North Madison Avenue, Salem, was fined $400 and given a suspended 30-day jail term for two counts of disorderly conduct, amended from endangering children. She was ordered to complete 20 hours community service. Madden was accused of leaving two children unattended in a vehicle in the Walmart Salem parking lot while she went inside the store to shop on July 25.
Ryan Pritt, 41, Lisbon Street, East Liverpool, was fined $350 and sentenced to one day in jail, with credit for one day served, for receiving stolen property. He was ordered to pay $40 to the victim. Pritt was caught in possession of a stolen dirt bike that had been reported stolen from Jefferson County in May.
A pretrial was set Feb. 22 for Jonathan Fish, 44, North Sumner Street, East Palestine, charged with five counts passing bad checks for allegedly writing a $75 check to Ianazone’s Pizza in East Palestine on a closed account on Nov. 8, checks of $179 and $81 to Sparkle Market in East Palestine on a closed account on Oct. 30, and two checks for $400 to an East Palestine resident on a closed account on Nov. 1.
A pretrial was set March 14 for James May, 53, McDonald, charged with engaging in prostitution and possessing criminal tools for allegedly soliciting sexual conduct from an undercover agent in exchange for $140 and traveling to Salem on Oct. 2, 2022 for the meeting.
Ray Fisher, 52, New Cumberland, W.Va., was fined $1,270 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program for OVI, menacing, no license and a turn signal violation. He was ordered to complete 50 hours community service. His driver’s license was suspended for one year, with driving privileges granted. The menacing charge stemmed from threats made in the Glenmoor area on Aug. 7, 2022.
A pretrial was set Feb. 22 for Madison Schreckengost, 21, Stow, charged with possessing criminal tools and soliciting for allegedly soliciting numerous acts of sexual conduct from an undercover agent in exchange for $100 and driving to Salem on Dec. 6 for the meeting.
A status hearing was set March 18 and a jury trial was set March 27 for Eric Shoemaker, 39, New Middletown, charged with illegal use or possession of drug paraphernalia for allegedly possessing a baggie with trace amounts of white residue believed to be methamphetamine and a meth bubble on Aug. 19.
A pretrial was set Dec. 14 for Andrew Culp, 34, West Washington Street, Lisbon, charged with domestic violence for allegedly striking a woman with his fist on Dec. 5 in Lisbon.
Donna Jones, 23, North Shady Lane, East Liverpool, was fined $200 and given a suspended 180-day jail term for theft. She was ordered to complete 40 hours community service and stay out of Walmart. Jones failed to scan and pay for two items valued at $30 at the Calcutta Walmart
Cliff Lake, 40, Newgarden Avenue, Salem, was fined $300 and sentenced to 30 days in jail, with credit for 14 days served, leaving a balance of 16 days yet to serve for domestic violence. Lake was accused of screaming, punching walls, and advancing towards a woman and causing her to believe he would harm her on Nov. 23 in Salem.
Danny Donahue, 67, Maple Street, Lisbon, was fined $150 for open container and disorderly conduct for an incident Sept. 5 in Perry Township during a traffic stop.
Kristal Barnett, 39, Claibourne Street, East Liverpool, was fined $500, with $400 suspended, for failure to file city income tax return for tax year 2022 in East Liverpool.
Dylan Thompson, 20, West Southern Avenue, Columbiana, was fined $200 and given a suspended 90-day jail term for obstructing official business, amended from failure to comply. He was ordered to complete 100 hours of community service. Thompson failed to stop for police attempting a traffic stop on his motorized bicycle in Columbiana on Sept. 7.
A pretrial was set March 7 for Justin Larkins, 23, Lincoln Way, Lisbon, charged with OVI first offense, OVI breath and speeding.
Gary Weber, 53, Cherry Street, Salem, was fined $975 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program. His driver’s license was suspended and he was ordered to complete 20 hours community service.
Fred Struble IV, 25, Chain School Road, East Palestine, was fined $880 and sentenced to 180 days in jail, with 177 days suspended, leaving three days to serve for OVI, driving under suspension and reckless operation. A speeding citation was dismissed. He was ordered to complete 60 hours community service and his driver’s license was suspended for two years.

Miller III, 56, Cherry Valley Road, Leetonia, was fined $1,125 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for OVI, no license, turn signal and open container. His driver’s license was suspended for one year and he was ordered to complete 20 hours community service.
Dyllon Pifer, 31, Warren, was fined $1,275 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for OVI, expired registration, possessing marijuana, possessing marijuana paraphernalia and obstructing official business. His driver’s license was suspended for one year, with driving privileges granted. He was ordered to complete 40 hours community service. Pifer possessed a burnt glass smoking pipe during a traffic stop on July 6 in Fairfield Township. During a traffic stop on June 17 in St. Clair Township, Pifer was asked if there were any drugs or guns in the vehicle and he told police he had a little bit of marijuana. After officers had him get out of the vehicle, he then told them there was a box he was transporting for a friend. Inside the box, police found two guns, with one loaded.
A marijuana possession charge was dismissed against Jarrell Brackett, 35, Pittsburgh, Pa.
Phillip Devine, 33, Monroe, Salem, was fined $300 for driving under suspension.
William Bell, 51, Steubenville, was fined $200 for driving under suspension and marked lanes.
Renee Rupp, 45, Goshen Road, Salem, was fined $250 for wrongful entrustment.
A pretrial was set Feb. 20 for Heath Ward, 51, Allen Drive, Salem, charged with speeding.
Tammy Stevenson, 51, Malvern, was fined $100 for speeding.
A pretrial was set March 7 for Marcia Phillis, 53, Heritage Drive, Beloit, charged with speeding.
Todd Kline, 50, Hubbard, was fined $150 for driving under suspension.
Jason Saniga, 24, Weirton, W.Va., was fined $150 for speeding.
