LISBON — In Columbiana County Municipal Court, a case against Melissa Blake, 41, Quay Road, Negley, was bound over to the county grand jury for fourth-degree felonies of falsification and theft by deception and a fifth-degree felony of forgery for allegedly collecting $19,690 from Norfolk Southern by nefarious means.
On Feb. 5, Blake, also known as Moo, came to the Norfolk Southern Assistance Center in East Palestine set up in response to the Feb. 3 train derailment and presented a receipt for $700 for a rent deposit for a Market Street, East Palestine apartment signed by a landlord, but the signature was allegedly determined to be forged. She also allegedly claimed during an interview with a magazine that she moved into the apartment the night before the train derailment, placed there by the Community Action Agency, but that also was allegedly false and she admitted she made up the story to the news media.
She also allegedly provided a fake rental agreement for a camper in Rogers for reimbursement for $1,050.
A preliminary/pretrial hearing was set Dec. 11 for Greggory Marriner, 35, Thomas Road, Lisbon, charged with fourth-degree felony strangulation and misdemeanors of resisting arrest and three counts of domestic violence.
Marriner was ordered to have no contact with three victims and his bond was set at $50,000 cash or surety.
Marriner was accused of strangling one victim and striking another in the head during an altercation on Dec. 1 in Lisbon, making a third victim believe she would be harmed. He also allegedly attempted to force his way out of a police cruiser and pulled away from officers during his arrest.
A preliminary/pretrial hearing was set Jan. 18 for Christian Chappell, 49, Bethel Drive, Salem, charged with fifth-degree felony improper handling of firearms in a motor vehicle, and misdemeanors of operating a vehicle under the influence of alcohol or drugs second offense, OVI refusal with prior within 20 years, possessing marijuana and a headlights violation. Chappell allegedly had a gun in the vehicle while impaired during a traffic stop on Dec. 2 in Salem.
A preliminary hearing was set Dec. 11 for A L Ivey III, 44, Broadway Avenue, Wellsville, charged with fifth-degree felony improper handling of a firearm in a motor vehicle and misdemeanors of OVI first offense and no valid license for allegedly possessing a loaded handgun while impaired during a traffic stop on Dec. 2 in Madison Township.
Jeffrey Cline, 62, Berea, was fined $1,500 for engaging in prostitution, with a charge of possessing criminal tools dismissed. He was ordered to forfeit $180 to the Mahoning Valley Human Trafficking Task Force. Cline requested sexual conduct from an undercover officer in exchange for $180 as part of an undercover sex sting operation, driving to Salem on Dec. 2 for the meeting.
Jeffery Gantz, 30, Louisville, was fined $750 and given a suspended 90-day jail for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and a 12-hour online prostitution prevention course. Gantz requested two acts of sexual conduct from an undercover agent in exchange for $150 as part of an undercover sex sting operation, driving to Salem on Aug. 17 for the meeting.
Kase Kristopher Plunket, 33, Carrollton, was fined $1,000 and sentenced to 180 days in jail, with 178 days suspended and credit for two days served, for engaging in prostitution, possessing criminal tools and attempted related to drugs. He was ordered to forfeit $220 to the Mahoning Valley Human Trafficking Task Force. He was also ordered to complete 100 hours community service and a 12-hour online prostitution prevention course. Plunket responded to an undercover ad of two adult females and arranged for sexual activity with the females in exchange for $220, traveling to East Palestine on May 20 for the meeting. He also was accused of possessing methamphetamine.
A pretrial was set Feb. 27 for Frederick Corlett Christian, 65, Beaver Falls, Pa., charged with engaging in prostitution and possessing criminal tools for allegedly responded to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for $140, arriving in East Palestine on Dec. 1 for the meeting.
A pretrial was set Dec. 11 for Mason Jones, 32, Ohio Avenue, East Liverpool, charged with assault for allegedly assaulting a man on Ohio Avenue, East Liverpool on Nov. 16.
A pretrial was set Dec. 11 for Ronald Shaffer Jr., 30, Dairy Lane, East Liverpool, charged with assault for allegedly punching a man in the face on Dec. 2 on Bear Hollow Road, Madison Township. Bond was set at $15,000 cash or surety and he was told to have no contact with the victim.
Sentencing was set Dec. 14 for Amber Nguyen, 39, Monroe Avenue, Salem, who pleaded no contest to criminal trespass for forcing entry at a property on Steubenville Pike Road, Lisbon on July 16.
A pretrial was set Dec. 11 for Thomas Holman, 43, County Home Road, Lisbon, charged with violation of a protection order for allegedly being at a residence on Hammond School Road, Wellsville on Dec. 3 in violation of a protection order.
Jamie Tice Jr., 22, Malone Road, Salineville, was fined $500 and sentenced to 10 days in jail, with credit for eight days served, leaving a balance of two days to serve in jail for two counts of theft. Tice was seen taking an item off of the shelf and placing it in the front of his pants and failing to pay at Pure Pet on Oct. 11 in Salem. On Sept. 18, he was seen on video stealing packages off of a woman’s porch on South Lincoln Avenue in Salem.
A pretrial was set Dec. 11 for Chancelor Roosa, 22, Ellsworth Avenue, Minerva, charged with theft for allegedly taking multiple tools from inside a detached garage on an Ellsworth Avenue, Minerva property on Nov. 23.
Bridget Florea, 38, Kennedy Drive, Salem, was fined $150 for disorderly conduct, amended from telecommunications harassment, for sending multiple text messages to a victim on Nov. 19, 2022 after being told not to contact her.
A pretrial was set Feb. 29 for Lindsay Fraas, 33, state Route 9, Kensington, charged with telecommunications harassment for allegedly calling a man 85 times on Aug. 18 in Hanover Township after being told to stop calling him.
A pretrial was set Dec. 12 for Brandon Gust, 25, Shadyside, charged with unauthorized use of a motor vehicle and driving under suspension for allegedly driving a man’s vehicle without permission on Dec. 2 and being caught after the vehicle ended up in a ditch in Madison Township.
Jasmine Steffey, 31, Youngstown, was fined $250 for sale of tobacco products to person under 21 for selling a pack of cigarettes to a 19-year-old purchaser at Super USA in Salem on Nov. 21.
Joseph Marc Kloos, 34, Stookesberry Road, Lisbon, was fined $925 and sentenced to one day in jail, with credit for one day served, for failure to stop after an accident, reasonable control and driving while texting.
Sentencing was set Dec. 18 for Dalton Brewer, 27, Wyoming Avenue, East Liverpool, who pleaded no contest to driving under suspension and two counts drug paraphernalia for possessing drug paraphernalia on Nov. 25 in Liverpool Township.
A sentencing hearing was set Dec. 14 for Finley Croyle, 66, Cherry Valley Drive, Leetonia, who pleaded no contest to operating a vehicle under the influence first offense, OVI breath and speeding.
Tina Tennant, 63, Bolivar Road, Wellsville, was fined $475 and sentenced to 30 days in jail, with 27 days suspended and credit for three days served in a driver intervention program, for drug paraphernalia, reasonable control and reckless operation, amended from OVI. Her driver’s license was suspended for one year, with driving privileges granted and she was ordered to complete 40 hours community service. Tennant was accused of possessing a burned drug pipe, lighter and pill bottle containing suspicious substances on May 21 in East Liverpool.
Richie Burton, 57, North Green Street, Lisbon, was fined $2,750 and sentenced to 180 days in jail, with 135 days suspended, leaving 45 days to serve in jail, for two counts OVI second offense, driving under suspension, failure to yield and reasonable control. His driver’s license was suspended for two years and he was ordered to complete 20 hours community service.
A pretrial was set March 14 for Cody Dehoff, 34, Beaver Circle, Columbiana, charged with possession of drug abuse instrument, no seat belt and expired license plates. Dehoff allegedly possessed a hypodermic needle during a traffic stop on Dec. 1 in Columbiana.
A pretrial was set Feb. 29 for Marla Zema, 46, Main Street, Wellsville, charged with driving under suspension and expired plates.
Bret Davis, 61, Ninth Avenue, East Liverpool, was fined $200 for two counts driving under suspension.
Richard Yocabet, 46, Caldwell, was fined $180 for driving under suspension and speeding.
Sherry Coleman, 58, Wellsburg, W.Va., was fined $100 for an equipment violation, amended from a turn signal violation.
