LISBON — In Columbiana County Municipal Court, a preliminary hearing was set Jan. 4 for Thomas Burkett, 62, North Sumner Street, East Palestine, charged with fourth-degree felonies of theft and falsification related to reinbursements received from Norfolk Southern.

Burkett allegedly fraudulently obtained $11,589 from Norfolk Southern’s community assistance center set up after the train derailment, after providing receipts from Feb. 8 through May 25 for food and fuel, alleging he had relocated to a residence in Midland, Pa.

A case against Kevin Frazier, 42, May Road, East Liverpool, was bound over to the county grand jury for fifth-degree felony breaking and entering and misdemeanors of falsification, obstructing official business and criminal mischief.

Frazier was accused of damaging the front door of a trailer at Echo Dell Trailer Court in St. Clair Township on Nov. 15 to make entry, fled on foot from police after giving an officer a false social security number. He was caught in a wooded area.

A case against Dustin Brooks, 36, Vine Street, East Liverpool, was bound over to the county grand jury for fifth-degree felony violation of a protection order for allegedly being at a Vine Street, East Liverpool residence in violation of a protection order on Nov. 15.

A pretrial was set March 4 for Michael Brooks Matheny, 54, Girard, charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for $140, then traveling to East Palestine on Oct. 30 for the meeting.

A pretrial was set March 5 for Dylan Como, 37, Mercer, Pa., charged with possessing criminal tools and engaging in prostitution for allegedly answering an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for money and narcotics, then traveling to East Palestine on Nov. 11 for the meeting.

A pretrial was set Feb. 1 for Shawn Laughlin, 46, Brookfield, charged with violation of a protection order for allegedly sending a text message Oct 29 to someone who has a protection order against him.

A pretrial was set Jan. 2 for Daviar Rios, 23, Norristown, Pa., charged with criminal trespass for refusing to leave a Center Street, East Liverpool property on Nov. 22.

A pretrial was set Nov. 30 for Michael Defelice, 24, Aliquippa, Pa., charged with domestic violence for allegedly squeezing a woman’s arms, pushing her against a vehicle and screaming at her during a domestic incident in St. Clair Township on Nov. 22.

A pretrial was set Dec. 4 for Cliff Lake, 40, Newgarden Avenue, Salem, charged with domestic violence for allegedly screaming, punching walls, advancing toward a woman and causing her to believe he would harm her on Nov. 23 in Salem.

A pretrial was set Nov. 28 for Nick Rhodes, 50, Youngstown, charged with domestic violence for allegedly kicking in the front door and breaking the water heater during a domestic dispute, making threats on Nov. 23 in Leetonia.

A pretrial was set Dec. 4 for Lonnie Cuningham, 30, Lincoln Avenue, East Liverpool, charged with domestic violence for allegedly kicking a woman three times during a domestic on Oct. 28 in East Liverpool.

A pretrial was set Dec. 4 for Daniel Earich, 42, Fifth Avenue, East Liverpool, charged with two counts of domestic violence for allegedly grabbing a woman by the shirt and pushing another woman over the back of the couch during a domestic Nov. 23 in East Liverpool.

A pretrial was set Feb. 27 for Wesley Lipscomb, 37, state Route 344, Leetonia, charged with failure to comply, disorderly conduct and possessing marijuana for allegedly trying to kick in the door at the Corner Pocket bar on Front Street, Leetonia and destroying some fall decorations outside the establishment on Nov. 23, then when deputies arrived, he took off on foot. When caught, he allegedly possessed marijuana.

Michael Harroff, 41, Jimtown Road, East Palestine, was fined $975 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for operating a vehicle under the influence of alcohol or drugs, tail light, no motorcycle endorsement and speeding. His driver’s license was suspended for one year with driving privileges granted. He was ordered to complete 20 hours community service.

A pretrial was set March 4 for Thomas May, 38, state Route 154, Lisbon, charged with OVI third offense, OVI refusal with prior within 20 years, no valid license, reasonable control and improper/expired registration.

A pretrial was set March 5 for Carina Ocasio, 26, Steven Ally, East Liverpool, charged with driving under suspension, speeding and child restraint.

A pretrial was set Jan. 2 for Clifford Smith Jr., 36, Columbus, charged with improper/expired registration and obstructing official business for allegedly failing to turn over his cell phone during a traffic stop in Columbiana after police located suspected fraudulent documents on Nov. 23.

A pretrial was set March 4 for Hallie Whitman, 53, Whinnery Road, Salem, charged with driving under suspension.
