LISBON -- In Columbiana County Municipal Court, a preliminary hearing was set Dec. 21 for Donald Bishop, 49, East North Avenue, East Palestine, charged with fourth-degree felonies of theft and falsification for allegedly receiving $13,763 from Norfolk Southern by means of deception after submitting hotel receipts for reimbursement between Feb. 28 and July 24 at the assistance center set up after the February train derailment. The police affidavit said the hotel invoices were actually paid by Bishop's employer during the course of his travels for work. He also turned in food and fuel receipts when he wasn't actually relocated, but was just traveling for his job.
A case against Jonathan Fish, 44, North Sumner Street, East Palestine, was bound over to the county grand jury for fifth-degree felony improper handling of a firearm in a motor vehicle and misdemeanor OVI first offense for allegedly possessing a loaded firearm when troopers responded for a disabled vehicle on Oct. 6 in Unity Township. He was $200 and sentenced to 10 days in jail, with credit for 10 days served, for theft for leaving without paying for $112 in gasoline on Oct. 13 in Salineville.
A preliminary hearing was set Nov. 16 for Jerry Thompson, 38, Youngstown, charged with fifth-degree felonies of criminal mischief, breaking and entering and drug paraphernalia for allegedly breaking into the Spinal Care Chiropractic Center in St. Clair Township and being tracked to a wooded area where he was found lying on the ground. A glass pipe used to smoke methamphetamine was on the front counter of the business. The incident occurred Nov. 8.
A preliminary/pretrial hearing was set Nov. 16 for Brian Randall Pearl, 54, East Clark Street, East Palestine, charged with a fourth-degree felony attempted tampering with evidence and misdemeanors of obstructing official business, possessing marijuana, traffic control devices and improper/expired registration. Pearl allegedly attempted to eat a fold which contained alleged fentanyl after it was removed from his pocket during a traffic stop and placed on the bed of his truck on Nov. 8 in East Palestine. During a scuffle while he was being placed under arrest, an officer's body camera was ripped from his vest and broke when it hit the road.
A preliminary hearing was set Dec. 21 for William Hillery Dorsey, 49, Toledo, charged with fourth-degree felony promote prostitution for allegedly transporting a woman to a sex for hire meeting on Nov. 1 in East Palestine.
A case against Alexander Morlan, 26, New Middletown, was bound over to the county grand jury for third-degree felony failure to notify of residence or address change for allegedly failing to notify the sheriff's office of a change in his address on Oct. 11, which was required since he's a registered sex offender. He was also fined $150 for possessing marijuana.
Philip Saba, 28, Medina, was fined $750 and given a suspended 30-day jail term for disorderly conduct, amended from engaging in prostitution, and possessing criminal tools. He was ordered to complete 40 hours community service and a 12-hour online prostitution prevention course. Saba responded to an undercover ad on a known prostitution website and arranged for sexual conduct with a female in exchange for money, then traveled to East Palestine on July 4 for the meeting.
Kyle William Douglas Farley, 32, Cortland, was fined $750 and given a suspended 30-day jail term for possessing criminal tools and disorderly conduct, amended from engaging in prostitution. He was ordered to forfeit $60 to the Mahoning Valley Human Trafficking Task Force, complete 40 hours community service and a 12-hour online prostitution prevention course. Farley requested sexual conduct and a nude massage from an undercover agent in exchange for $60 and drove to Salem on April 25 for the meeting.
Jonathan Johnson, 56, Katy, Texas, was fined $750 and given a suspended 30-day jail term for charged with disorderly conduct, amended from engaging in prostitution, and possessing criminal tools. He was ordered to forfeit $200 to the Mahoning Valley Human Trafficking Task Force. He was also ordered to complete 40 hours community service and a 12-hour only prostitution prevention course. Johnson responded to an undercover ad on a known prostitution website and arranged to have sexual activity with a female in exchange for $200, driving to East Palestine on Aug. 13 for the meeting.
A pretrial was set Feb. 27 for Aiden Joseph Colletti, 20, New Middletown, charged with possessing criminal tools and engaging in prostitution for allegedly requesting sexual conduct with an undercover agent for an agreed upon price of $100 and driving to Salem on Oct. 27 for the meeting.
A pretrial was set Nov. 20 for Randolph Slager, 35, Louise Avenue, East Liverpool, charged with domestic violence, speeding, operating a vehicle under the influence of alcohol or drugs and two counts of driving under suspension. Slager was accused of strangling a woman during a recent domestic in East Liverpool.
Sentencing was set Nov. 20 for Beau Figley, 41, East Taggart Street, East Palestine, who pleaded guilty to weapons while intoxicated and obstructing official business. He was ordered to have no firearms or ammo. Figley was accused of firing shots in his backyard while a train was going through in East Palestine on Nov. 9 while he was intoxicated, initially telling officers the shots came from across the street somewhere.
Sentencing was set Nov. 27 for Chelsea Landis, 29, East Third Street, Salem, who pleaded no contest for assault. Landis was ordered to have no contact with the victim. She was accused of attacking another woman in her work area in the 1700 block of South Lincoln Avenue, Salem on Aug. 16.
Tony Dillinger, 43, Depot Road, Salem, was fined $150 for driving under suspension. He was also ordered to serve seven days in jail, but given credit for seven days already served, for violating his probation for theft from a 2020 case.
David Stewart, 37, Union Ridge Road, Negley, was fined $600 and sentenced to 180 days in jail, with 178 days suspended and credit for two days served for domestic violence and resisting arrest. He was ordered to complete 40 hours community service. Stewart was accused of assaulting a woman on Oct. 7 in Negley and attempting to run off when arrested.
A pretrial was set Nov. 20 for Larry Tice, 44, Dome Street, East Liverpool, charged with domestic violence for allegedly assaulting a child on Dec. 19, 2022 in St. Clair Township. He was ordered to have no contact with the victim.
Alyssa Sluter, 32, Steubenville Pike Road, Lisbon, was ordered to jail for 30 days, with credit for seven days served, for violating her probation on a charge of obstructing official business for failing to follow commands during the execution of a search warrant on Sept. 20, 2022 in Salem
Tracey Zoudali, 49, Thompson Avenue, East Liverpool, was fined $200 and given a suspended 180-day jail term for theft, and ordered to perform 20 hours community service. She was also ordered to stay out of Walmart in Columbiana County, Zoudali failed to scan and pay for 29 items totaling $334 at the Calcutta Walmart on May 8.
A pretrial was set Feb. 22 for Jeff Thompson, 49, Anderson Avenue, Wellsville, charged with criminal damaging for allegedly breaking a man's front gate and throwing his concrete gnome decoration on the ground, breaking the top piece of the gnome on Nov. 5 in Wellsville.
A pretrial was set Jan. 25 for Markus McCallister, 19, Commerce Street, Wellsville, charged with criminal damaging for allegedly throwing a brick through a bedroom window at a residence in Wellsville.
Richard Vecchio, 61, state Route 164, Lisbon, was fined $100 and sentenced to 60 days in jail, with credit for 13 days, leaving a balance of 47 days to serve, for resisting arrest, obstructing official business and criminal trespass for trespassing at an apartment in Lisbon on Oct. 27 and ignoring several warnings to leave. Officers physically removed him and he resisted while being taken into custody.
A pretrial was set Feb. 20 for Whitney Cline, 25, Independence Square, Wellsville, charged with domestic violence for allegedly punching a man during a domestic on Nov. 7 in Wellsville.
A pretrial was set Feb. 20 for Ariel Durham, 34, Bank Street, Salem, charged with criminal trespass for allegedly trespassing at the Foundry in Salem on Nov. 8 after previously being trespassed from the property.
An assault charge was dismissed after it was learned the defendant, Cody Vorderbrueggen, 30, Beaver Falls, Pa., was deceased.
A pretrial was set Feb. 12 for Tyler Cutting, 30, Alliance, charged with OVI third offense, OVI refusal with prior within 20 years, no motorcycle endorsement and a turn signal violation.
A pretrial was set Feb. 27 for Michael Bruce, 27, state Route 7, Rogers, charge with driving under suspension, no seat belt and loud exhaust.
Ryan Bartholow, 18, Blueberry Drive, Columbiana, was fined $150 for possessing marijuana
Zachary Poynter, 24, state Route 46, New Waterford, was fined $250 for a school bus stop sign violation.
Ross Entrikin, 25, Newgarden Avenue, Salem, was fined $180 for no seat belt and driving under suspension.
Howard Mitchell, 61, Youngstown, was fined $50 for unsafe vehicle.
Zachary Harden, 19, Sherman Street, Lisbon, was fined $200 for no license and reasonable control.
