LISBON — A man who injured three Salem police officers and an EMT during a fight July 30 in Salem was issued an open indictment by the Columbiana County Grand Jury this week.

Joshua Jesiolowski, 32, Stratton Road, Salem, was charged with felonious assault, a first-degree felony, three counts of fourth-degree felony assault on a peace officer and misdemeanors of resisting arrest and disorderly conduct. He was one of 28 defendants openly indicted by the grand jury, which met for two days beginning Tuesday, handling 63 cases. The grand jury issued 35 secret indictments which will remain secret until those defendants are served.

During a recent hearing, county Common Pleas Court Judge Scott Washam agreed to reduce Jesiolowski’s bond from $250,000 cash or surety to $150,000 cash or surety, which the victim opposed.

The most serious charge, the felonious assault, resulted from Jesiolowski allegedly causing serious physical harm to Sgt. Brandon Smith, who suffered a broken leg and was hospitalized because of the defendant’s alleged violent behavior and actions.

The three assaults on peace officers resulted from Jesiolowski allegedly striking Patrolman Doug Osberg in the face while impaired by drugs, causing physical harm and a cut to the face, along with striking EMT Alan Masters in the head in the back of an ambulance and causing serious physical harm to Patrolman Cody Ray by kicking him and fighting him, injuring his back and causing him to be hospitalized.

Other open indictments issued included:

— Shawn Osborn, 42, Clark Avenue, Wellsville, second-degree felony burglary, third-degree felonies of strangulation, domestic violence and violating a protection order, misdemeanor domestic violence, two counts fifth-degree felony violating a protection order, fourth-degree felony endangering children and misdemeanor intimidation of an attorney, victim or witness in a criminal case. Most of the charges stem from an incident Aug. 4 when Osborn allegedly choked, strangled and suffocated a woman and cut her face in the presence of a child in East Liverpool. The endangering children charge occurred from Aug. 17 to 19, with the intimidation allegedly occurring Aug. 15 to 22.

— Sierra Gantt, 36, Cleveland, fourth-degree felony receiving stolen property for allegedly possessing a stolen gun on July 25.

— Charles McQuillan, 63, Youngstown, fourth-degree felony assault and misdemeanors of aggravated menacing and resisting arrest for an incident July 4 in Columbiana when he allegedly threatened to shoot the store clerks at the Marathon gas station, refused police commands to stop, resisted being handcuffed, and attempted to hit a police officer while being placed in an ambulance.

— Fred Struble IV, 24, Chain School Road, East Palestine, third-degree felony failure to comply with an order or signal a police officer and misdemeanor unauthorized use of a vehicle for allegedly using a motorcycle without the owner’s consent and fleeing from police on June 1.

— Richard Nicholson, 43, Connellsville, fourth-degree felony improperly handling firearms in a motor vehicle for allegedly having a gun in a vehicle July 7.

— Brenda Lee Diamond, 58, Commerce Street, Wellsville, fourth-degree felony counterfeiting for allegedly passing a counterfeit $100 bill at Peps Market in Wellsville on July 11.

— Denzel Crowell, 32, Cleveland, third-degree felonies of failure to comply with an order or signal of a police officer and tampering with evidence and misdemeanors of driving under suspension and obstructing official business when he allegedly fled from St. Clair Township police attempting a traffic stop, jumping from the car while it was still moving, grabbing something from the road and fleeing into the woods and getting caught in March 2020.

— Justin Ramsey, 28, North Lima, fourth-degree felony assault and misdemeanors of obstructing official business, driving under suspension and operating a vehicle under the influence of alcohol or drugs. Ramsey was accused of causing physical harm to a Perry Township police patrolman by striking him in the face with the back of his head while the officer was attempting to secure him in the back of a cruiser on July 22 after Ramsey allegedly crashed his vehicle in Perry Township.

— Robert R. Smith, 47, Hammond School Road, Wellsville, second-degree felony burglary and misdemeanor assault for returning to the Hammond School Road property April 26 after being evicted, kicking in the door and assaulting a person who was working inside.

— William Tyson, 44, East Taggart Street, East Palestine, second-degree felony burglary for allegedly entering a woman’s residence on East Taggart Street, East Palestine on July 23 and stealing a safe containing personal documents and quarters.

— Timothy Lodge, 34, Summit Street, Salem, third-degree felony failure to comply with the order or signal of a police officer, and misdemeanor driving under suspension for allegedly fleeing at a high rate of speed from an Ohio State Highway Patrol trooper who initiated a traffic stop in Salem on July 9.

— Kimberly Allen, 25, Canton, fourth-degree felony grand theft of a motor vehicle for allegedly taking a woman’s vehicle without her consent on South Street, Homeworth, on May 18.

— Justin Schneider, 32, Highland Avenue, Wellsville, fifth-degree felonies of breaking and entering and possessing criminal tools and misdemeanor illegal use or possession of drug paraphernalia for allegedly being caught in the basement of an East Liverpool building with a burnt glass pipe in his pocket and bolt cutters in his possession.

— David M. Kane, 38, West Ninth Street, East Liverpool, charged with fifth-degree felonies of breaking and entering and possessing criminal tools for allegedly being caught in the basement of an East Liverpool building with a crow bar in his possession.

— Brad Cutchall, 52, South Lincoln Avenue, Salem, fifth-degree felony attempted trespass in a habitation when a person is present or likely to be present and misdemeanor criminal trespass for allegedly attempting to enter a woman’s apartment in Salem without permission while she was present on June 8.
