Grand Jury

LISBON — Robert W. Arnold, 50, Smithfield Street, East Liverpool, was served recently with a secret indictment issued by the Columbiana County Grand Jury for fifth-degree felony possession of cocaine for allegedly possessing cocaine on Oct. 2, 2021.

Court News

LISBON — In Columbiana County Common Pleas Court, Deonte Hatchett, 21, Cleveland, was sentenced to 12 months in prison after pleading guilty to possession of cocaine and possession of fentanyl-related compound, both fifth-degree felonies. He was also ordered to forfeit $370 for a specification for money in a drug case.

The sentence was ordered to be served concurrent with a sentence from a Cuyahoga County case.

Hatchett possessed cocaine and fentanyl-related compound on Jan. 12, 2022.

Also in Common Pleas Court:

— Douglas Fallecker, 45, Ellwood City, Pa., must serve 75 days in the county jail as part of his probation for four years for a lesser offense of fourth-degree felony attempted compelling prostitution. He was originally charged with compelling prostitution. Charges of attempted unlawful sexual conduct with a minor, possession of criminal tools and importuning were dismissed. Fallecker responded to an ad placed by an undercover Mahoning Valley Human Trafficking Task Force agent on a known escort website, arranging for sexual conduct with a 15-year-old girl in exchange for $100 and arriving in East Palestine on Aug. 8 for the meeting.

— Corey M.S. Evans, 21, state Route 154, Negley, was sentenced to nine months in prison after pleading guilty to aggravated possession of drugs, a fifth-degree felony. A charge of illegal conveyance of drugs of abuse onto the grounds of a detention facility was dismissed. The charge involved Evans’ possession of methamphetamine while in jail on May 31, 2022. The sentence was ordered served at the same time as the current prison term he’s serving for at least nine years for aggravated vehicular homicide, a second-degree felony, operating a vehicle while under the influence of a listed controlled substance or a listed metabolite of a controlled substance, improper handling of a firearm in a motor vehicle and domestic violence. The aggravated vehicular homicide charge stemmed from a 2021 fatal crash which ended the life of Evans’ passenger, 15-year-old Angelica Rae Perkins.

— Joseph Messenger, 31, Woodsdale Road, Hanoverton, was placed on probation for two years after pleading guilty to endangering children, a third-degree felony, and misdemeanor assault. Messenger was accused of causing harm to a 7-year-old child on Oct. 13, 2019. He was ordered to have no contact with the child.

— Shawn Tremain, 31, Steubenville Pike Road, Lisbon, was ordered to have his probation continue until March 31, 2026 and sentenced to 123 days in jail, with credit for 123 days served, after violating his probation for fifth-degree felonies of possession of cocaine and two counts of aggravated possession of drugs. Tremain possessed cocaine and methamphetamine, along with $717, on Nov. 1, 2019 and methamphetamine on April 10, 2021.

— Paul Geisse, 51, Fisher Avenue, East Liverpool, was placed on an intervention plan for three years after pleading guilty to aggravated possession of drugs, a fifth-degree felony, for possessing methamphetamine on Oct. 7, 2021.

— David J. Jackson, 57, St. Clair Ave., East Liverpool, was ordered to jail for 180 days, with credit for two days served, after violating his probation for possession of cocaine, a fifth-degree felony, for possessing cocaine on June 25, 2019. His probation was dishonorably terminated.

— Richard Simons Jr., 23, East Street, East Palestine, was sentenced to prison for 12 months, with credit for 62 days served, after violating his probation for a third-degree felony of possession of a deadly weapon while under detention. His probation was dishonorable terminated. Simons was charged for having a shank consisting of a sharpened metal rod with a plastic handle while he was incarcerated at the county jail on Feb. 18, 2020 for a burglary charge.

— Amanda Wilson, 32, Alliance, was placed on an intervention plan for 18 months after pleading guilty to possession of cocaine, a fifth-degree felony, for possessing cocaine in April 2022.

— Christina Penn, 37, Park Boulevard, East Liverpool, was placed on a treatment plan for three years after pleading guilty to aggravated possession of drugs, a fifth-degree felony, for possessing methamphetamine on April 23, 2022.

— Kenneth Bragg, 30, Youngstown, was ordered to jail for seven days for violating his probation for domestic violence, a misdemeanor. His probation was dishonorably terminated. Bragg was accused of causing harm or attempting to cause harm to a woman on July 16, 2019

— Dawn Johnson, 51, Youngstown, was placed on probation for three years after pleading guilty to two counts nonsupport of dependents, a fifth-degree felony, for failing to pay child support for two children from March 7, 2021 to March 5, 2023. She was ordered to make child support payments.

— Shawn Paulin, 44, Toronto, was placed on probation for three years after pleading guilty to nonsupport of dependents, a fifth-degree felony, for failing to pay child support for a child from March 14, 2021 to March 12, 2023. He was ordered to make child support payments.

— John Hester, 64, Aven Road NE, Salineville, pleaded guilty to fifth-degree felony theft, for allegedly stealing a 2017 Diamond Dump Trailer belonging to Andy Cline on Oct. 25, 2021. Sentencing was set for Aug. 31.

— Holly Maddocks, 24, Thompson Avenue, East Liverpool, was ordered evaluated by the Forensic Psychiatric Center of Northeast Ohio for current competency and sanity at the time of the offense. Maddocks was charged with third-degree felony burglary for allegedly breaking into the home of a family friend in East Liverpool, beginning to tear up the interior and drinking the homeowner’s alcohol on May 14. Her attorney requested the evaluation based on behavior exhibited at the county jail. A further status hearing was set for Sept. 22.

— David Kent, 38, Minerva Street, East Liverpool, was placed on an intervention plan for 18 months after pleading guilty to possession of cocaine, a fifth-degree felony, for possessing cocaine on March 16, 2022.

— Rolland Owens, 33, Steubenville, was placed on probation for 18 months after pleading guilty to possession of marijuana, a fifth-degree felony, for possessing marijuana on April 6, 2022.

Municipal

LISBON — In Columbiana County Municipal court, a preliminary hearing was set Sept. 11 for Dustin Dotson, 19, Warren, charged with third-degree felony fleeing and eluding a police officer for allegedly fleeing from Perry Township police attempting a traffic stop on Aug. 13, driving recklessly at more than 100 mph and passing several vehicles. Dotson was fined $350 for reckless operation, speeding and failure to display valid sticker.

A preliminary hearing was set Sept. 11 for Jesse L. Williams, 30, East Third Street, Salem, charged with burglary, a second-degree felony, for allegedly entering the victim’s secured home in Columbiana Feb. 16-21, leaving notes for the victim by defacing property.

A pretrial was set Nov. 14 for Megan Detchon, 34, Waddell Street, Leetonia, charged with obstructing official business for allegedly hiding in the basement of a Leetonia home on June 27 knowing Leetonia police had a warrant for her arrest from Boardman Police. She was found hiding behind the furnace.

A pretrial was set Nov. 2 for Clyde Hunt, 52, St. Clair Avenue, East Liverpool, charged with theft, reasonable control and two counts driving under suspension. The theft charge stemmed from Hunt allegedly stealing a duffle bag from the St. Clair Laundry on March 19.

A pretrial was set Aug. 24 for Jocelyn S. Robinson, 24, Elora, Tenn., charged with domestic violence and disorderly conduct for allegedly striking a companion in the face multiple times while at a Hanoverton business Aug. 12. Robinson is also charged with speeding.

A pretrial was set Aug. 24 for Dakita A.L. Kinacaid, 25, Lippincott Road, East Rochester, charged with domestic violence and disorderly conduct for allegedly fighting in a parking lot and yelling at officers at a Hanoverton business Aug. 12.

A pretrial was set Nov. 13 for Beau Ryan Manley, 40, Wood Street, East Palestine, charged with assault for allegedly headbutting and spitting in the victim’s face in East Palestine July 24.

A pretrial was set Nov. 13 for Joseph Michael Walters, 39, Faulk Avenue, East Liverpool, charged with drug paraphernalia for allegedly possession a burnt pick and glass pipe while a passenger during a traffic stop in St. Clair Township Aug. 6.

A pretrial was set Oct. 16 for Troy R. Oyer, 38, Rochester Road, Minerva, charged with domestic violence for allegedly causing physical harm to a household member Aug. 4.

A court trial was set Aug. 21 for Gordon G. Davis, 47, Avondale Street, East Liverpool, charged with assault and theft for allegedly following the victim home in Columbiana Feb. 15, pushing her and taking her phone from her hand. Davis is also charged with disorderly conduct for allegedly fighting outside an East Liverpool home Dec. 15.

Joseph Quinn, 32, Orchard Street, East Liverpool, was fined $300 and sentenced to 11 days in jail, with credit for 11 days served, for criminal mischief, drug paraphernalia and disorderly conduct. On April 1, Quinn possessed a crack pipe when police found him half way in a vehicle in East Liverpool, claiming he was looking for something for a friend. The vehicle appeared to have items thrown around. The disorderly conduct charge stemmed from an incident March 31 in East Liverpool.

Bill McFarland, 52, Fairview Avenue, Columbiana, was fined $250 and sentenced to 180 days in jail, with 170 days suspended and credit for one day already served, leaving nine days to serve, for weapons while intoxicated. He was ordered to complete 20 hours community service. Columbiana police had been called on May 8 to a residence for a possible suicidal male and McFarland brandished a weapon from under his pillow, but came outside to be placed under arrest.

Michael O’Kelley, 53, Canfield, was fined $875 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for operating a vehicle under the influence of alcohol or drugs. A charge of marked lanes was dismissed. His driver’s license was suspended for one year and he was permitted to buy out 40 hours of community service for $400.

Walker Trayes, 27, Stewart Road, Salem, was fined $1,145 and sentenced to 180 days in jail, with 150 days suspended, leaving 30 days to serve, for OVI third offense, reasonable control and disorderly conduct, amended from improper handling firearms in a motor vehicle. His driver’s license was suspended for three years and he was ordered to complete 60 hours community service. The disorderly conduct charge stemmed from a traffic stop July 23 in Salem Township when he had a loaded handgun.

Kenneth D. Cundiff, 60, Norton, Ohio, was fined $750, sentenced to 180 days (suspended), placed on two years probation and ordered to complete20 hours community service and an online anti-prostitution course for engaging in prostitution and possession of criminal tools.

Roger J. Wolanski, 59, Berea, Ohio, was fined $500, sentenced to 60 days in jail (suspended), placed on two years probation and ordered to complete 40 hours community service and an online anti-prostitution course for disorderly conduct amended from engaging in prostitution and possession of criminal tools.

Robert Desarro, 44, Chester Avenue, Wellsville, was fined $150 for driving under suspension.

A charged of disorderly conduct was dismissed at the defendant’s cost against Nicole Dawn Vlaiku, 47, Bandy Road, Alliance.
