LISBON — In Columbiana County Municipal Court, a preliminary hearing was set July 20 for Joseph Otto Altenburg, 36, W. Main Street, East Palestine, charged with domestic violence, a third-degree felony, for allegedly striking a woman in the face twice and dragging her by the hair during a domestic on July 9 in East Palestine. Alternburg had prior domestic violence convictions, which was the reason the charge was elevated to a felony. Bond was set at $75,000 cash or surety and he was ordered to have no contact with the victim.
A pretrial was set July 24 for Jennifer Huff, 54, Canton, charged with advertising of massage services, possessing criminal tools and soliciting for allegedly advertising sex services and arranging to provide a variety of services to an undercover agent from the Mahoning Valley Human Trafficking Task Force in exchange for $400, traveling to Salem on July 12 for the meeting, with the cell phone used to make the arrangements in her possession.
A pretrial was set July 20 for John Carl Reinhart, 51, East Clark Street, East Palestine, charged with domestic violence for allegedly striking a woman in the face and putting his hand on her throat during an argument in the kitchen of the East Palestine home on July 13. The physical altercation took place in front of two children.
Heather Keller, 52, Purinton Avenue, East Liverpool, was fined $150 and sentenced to 30 days in jail, with 25 days suspended and credit for five days served, for disorderly conduct. A charge of child endangering was dismissed. Keller was ordered to complete 30 hours community service and to complete a parenting course. Keller was accused of screaming at and verbally abusing an 11-year-old girl at the Calcutta Giant Eagle on March 6 and then leaving in her vehicle, leaving the girl behind at the store.
A pretrial was set Oct. 5 for Casey Cline, 47, Mahoning Avenue, Alliance, charged with theft and obstructing official business for allegedly stealing two packages off of a porch on South Mahoning Avenue, Alliance on June 20 and then denying his involvement when police located his vehicle and confronted him. Video surveillance showed his vehicle and a male wearing an ankle monitor on his right ankle. Cline was found wearing an ankle monitor on his right ankle.
Timothy Keyes, 44, Newell, W.Va., was fined $250 for drug paraphernalia for possessing a crack pipe while a passenger during a traffic stop July 8 in St. Clair Township.
Wendy Logston, 44, Newell, W.Va., was fined $350 for improper/expired registration and drug paraphernalia for possessing a burnt pipe with residue during a traffic stop July 8 in St. Clair Township.
Soaring Eagle LLC, state Route 14, Columbiana, was ordered to pay costs for a charge of maximum permissible height of weeds for having high grass and weeds in excess of 12 inches in height at a property on West Fifth Street, East Liverpool on May 11, in violation of the city housing code.
A sentencing hearing was set July 24 for Alan M. Devan, 33, state Route 344, Salem, who pleaded no contest to operating a vehicle under the influence of alcohol or drugs first offense, reckless operation and no seat belt.
A sentencing hearing was set July 17 for Heath James Hites, 34, Irondale, who pleaded guilty to OVI first offense, OVI refusal with prior within 20 years and speeding.
A pretrial was set Sept. 28 for Toni Rae Pappas, 46, Chester Avenue, Wellsville, charged with OVI first offense and failure to dim headlights.
Charges of OVI, no license and white lights to the rear were dismissed against Alexander Miguel Bonilla Rivas, 22, Duluth, Ga.
A pretrial was set Oct. 10 for Gavin Lee Quigg, 20, Sunset Boulevard, Wellsville, charged with possession of marijuana drug paraphernalia, use of unauthorized plate and driving under suspension.
A pretrial was set Sept. 28 for Debora Lea Campolito, 59, Countryside Drive, Salem, charged with a turn signal violation.
A pretrial was set Oct. 3 for Timothy Halfhill, 50, Rankin Street, Wellsville, charged with driving under suspension.
