LISBON — In Columbiana County Municipal Court, a case against Zachary Willis, 29, Vine Street, Salem, was bound over to the county grand jury for fourth-degree felony failure to comply with the order or signal of a police officer and misdemeanors of resisting arrest, driving under suspension, reckless operations, reasonable control, speeding, failure to display valid sticker, unsafe vehicle and no seat belt. Willis allegedly fled from Perry Township police attempting a traffic stop on June 29 on South Lincoln Avenue at Southridge Drive, driving recklessly at speeds over 100 miles per hour to avoid arrest for an outstanding felony warrant out of Louisville, passing vehicles unsafely and almost causing a crash with other vehicles. A police affidavit said Willis crashed his vehicle into a fence and attempted to free his vehicle by putting it in reverse and drive and rocking. Willis was tased by police and taken into custody.
A case against Todd Sevek, 37, state Route 154, Lisbon, was bound over to the county grand jury for fifth-degree felony theft for allegedly taking money from an elderly woman’s bank account in Wellsville on April 17.
A preliminary hearing was set July 13 for Bryan Adams, 27, Kingwood, W.Va., charged with third-degree felony compelling prostitution, fourth-degree felony attempted unlawful sexual conduct with a minor and fifth-degree felonies of possessing criminal tools and importuning for allegedly requesting sexual conduct from an undercover agent posing as a 15-year-old female in exchange for $140 and traveling to Salem on July 6 for the meeting.
A preliminary hearing was set July 13 for Richard Nicholson, 43, Connellsville, Pa., charged with improper handling firearms in a motor vehicle, a fourth-degree felony, and misdemeanor of marked lanes for allegedly having a loaded weapon in his vehicle during a traffic stop for an alleged traffic violation on July 7 in Columbiana. Bond was set at $15,000 cash or surety and he was ordered to have no weapons or ammo.
A pretrial was set July 17 for Crystal Rae Hoskinson, 31, North Lundy Avenue, Salem, charged with obstructing official business for allegedly failing to follow police commands from officers executing a search warrant at an East Palestine residence on July 6. Her bond was set at $10,000 cash or surety.
Matthew E. Withers, 35, Youngstown, was fined $300 and sentenced to 90 days in jail, with credit for 10 days served, for obstructing official business and two counts of criminal trespass for trespassing at a Waddell Street, Leetonia address and being found hiding in an upstairs bedroom on June 27. On April 25, he was found hiding in a storage shed on the Waddell Street, Leetonia property.
A pretrial was set July 17 for Scott Ruble, 57, Winona Road, Hanoverton, charged with using weapons while intoxicated for allegedly discharging firearms while intoxicated at a Winona Road property on July 6. Bond was set at $15,000 cash or surety and he was ordered to have no weapons or ammo.
A pretrial was set July 18 for Aaron Francis, 37, Huston Road, East Liverpool, charged with disorderly conduct and possession of drug paraphernalia for allegedly fighting and possessing drug paraphernalia during an incident June 28 in Liverpool Township.
Landen Muntern, 19, Massillon, was fined $250 for miscellaneous wildlife for target shooting recently on a wildlife area that’s not a designated area at Zeppernick Wildlife Area in West Township.
Emanuel Volino, 73, Forbes Road, Wellsville, was fined $450 for failure to obtain permission, hunt deer/turkey without permission and miscellaneous wildlife for hunting violations in May in Yellow Creek Township.
Matthew Volino, 41, Forbes Road, Wellsville, was fined $150 for miscellaneous wildlife for hunting violations in May in Yellow Creek Township.
A pretrial was set Sept. 28 for Anthony Webster, 20, Youngstown, charged with operating a vehicle under the influence of alcohol or drugs first offense, distracted driving, speeding, possession of marijuana paraphernalia and possession of marijuana.
A pretrial was set Sept. 19 for James Newburn Jr., 59, state Route 154, Lisbon, charged with OVI first offense, OVI breath first offense and operate all purpose vehicle without proper lights.
A pretrial was set Sept. 5 for Chelsea Baker, 33, Steubenville Pike Road, Wellsville, charged with two counts interference with custody and single counts of driving under suspension, expired license and reasonable control. The interference with custody charges stemmed from Baker allegedly taking her daughter without permission from the father, who has full custody, on June 25 and also taking the daughter’s friend without her mother’s permission.
Jeffery Boyd, 61, Main Street, Wellsville, was fined $200 for driving under suspension and marked lanes.
A pretrial was set Oct. 2 for John Sullivan, 51, Ashland Avenue, East Liverpool, charged with use of unauthorized plate and driving under suspension.
A pretrial was set Oct. 2 for Randall Wooster, 49, Chris Avenue, Washingtonville, charged with a stop sign violation.
Nigel Baldwin, 28, Boardman, was fined $200 for driving under suspension and expired plate.
A pretrial was set Sept. 28 for Emily Ann Duffy, 21, state Route 517, Lisbon, charged with speeding.
Michelle Hall, 46, Scroggs Road, Lisbon, was fined $350 for a stop sign violation and two counts of driving under suspension.
A pretrial was set Sept. 26 for Daniel Raffle Jr., 50, West Street, Salineville, charged with driving under suspension.
A pretrial was set Oct. 3 for Cynthia Wilson, 55, 14th Street, Wellsville, charged with speeding.
Arraignment was reset for July 21 for Antonine Davis, 58, Girard, charged with driving under suspension and speeding.

LISBON — A Wellsville woman was placed on a treatment plan for three years after pleading guilty to two felony drug charges recently in Columbiana County Common Pleas Court.
Amber Ice, 30, Opal Drive, entered the guilty pleas to aggravated possession of drugs and possession of LSD, both fifth-degree felonies, with forfeiture specifications for money from a drug case. She received credit for nine days already served in jail and $792 was ordered forfeited.
Ice was accused of possessing methamphetamine and LSD, along with $792 on March 10, 2021.
Also in Common Pleas Court:
— Dustin Brooks, 36, Vine Street, East Liverpool, was sentenced to six months in prison after pleading guilty to fifth-degree felony violating a protection order and misdemeanor aggravated menacing for violating a protection order in East Liverpool and causing the victim to believe he would cause him physical harm on April 6. He was given credit for 88 days already served in jail.
