LISBON — In Columbiana County Municipal Court, a case against Wilbert Faulk, 64, Boardman, was bound over to the county grand jury for breaking and entering, a fifth-degree felony charge, for allegedly breaking into a home in St. Clair Township on June 19, where he was caught by police after trying to exit multiple times through windows or doors and had stolen hats in his backpack.
A preliminary/pretrial hearing was set July 6 for Zachary Willis, 29, Vine Street, Salem, charged with a fourth-degree felony failure to comply with the order or signal of a police officer and a misdemeanor resisting arrest. Willis allegedly fled from Perry Township police attempting a traffic stop on June 29 on South Lincoln Avenue at Southridge Drive, driving recklessly at speeds over 100 miles per hour to avoid arrest for an outstanding felony warrant out of Louisville, passing vehicles unsafely and almost causing a crash with other vehicles. A police affidavit said Willis crashed his own vehicle into a fence and attempted to free his vehicle by putting it in reverse and drive and rocking. Willis was tased by police and taken into custody.
A pretrial was set Sept. 26 for James Meier, 35, Sharon, Pa., charged with engaging in prostitution and possessing criminal tools for allegedly requesting sexual acts from an undercover agent in exchange for $100 via cell phone, arriving in Salem on June 23 for the meeting.
A pretrial was set Sept. 19 for Derek Mervin, 30, Canton, charged with possessing criminal tools and soliciting for allegedly soliciting sexual conduct from an undercover agent in exchange for $400 via a cell phone, arriving in Salem on June 22 for the meeting.
A pretrial was set July 10 for Jamie Tice Jr., 22, Malone Road, Salineville, charged with illegal use or possession of drug paraphernalia and two counts of assault for three separate incidents. Tice allegedly struck a male victim twice in the face and four times in the back of the head after an argument on April 6 on Vine Avenue in Salem. On June 21 in the area of East Pershing Street and Ohio Avenue in Salem, Tice allegedly started screaming at a woman, grabbed her bag and threw it on the road, then threw her onto the ground, causing her to hit her head off of the curb and throw his speakers at her. She called 911 and he threw her phone causing the call to hang up, then fled on a bicycle. On June 30, Salem police were called to an East Fourth Street residence in Salem for a suspicious person asleep on a front porch, finding Tice, who had an active warrant. A meth pipe, scale and black plastic bag containing a crystal-like substance were found with him during a search.
A pretrial was set Sept. 18 for Kayla Baron, 34, Cherry Fork Avenue, Leetonia, charged with obstructing official business and disorderly conduct for allegedly shouting profanities through her neighborhood when police responded to a domestic disturbance in Leetonia on June 28.
Danielle Payne, 40, Hillcrest Road, Wellsville, was fined $925 and sentenced to 180 days in jail, with 177 days suspended and credit for three days served in a driver intervention program, for operating a vehicle under the influence of alcohol or drugs first offense and failure to control. A charge of OVI refusal with prior within 20 years was dismissed. Her driver’s license was suspended for one year and she was ordered to complete 20 hours community service.
Ryan Kosek, 44, New Springfield, was fined $1,250 and sentenced to 180 days in jail, with 173 days suspended and credit for seven days served, for OVI, child restraint, expired registration, endangering children and drug paraphernalia. His driver’s license was suspended for one year and he was ordered to complete 20 hours community service. Kosek had children in the vehicle during a traffic stop for OVI on Feb. 10, 2022 in Columbiana and possessed a suspected meth pipe.
A pretrial was set Sept. 26 for St. Clair Apartments LLC, Alliance, for a misdemeanor charge of infestation and screening related to an insect infestation at St. Clair Apartments LLC on St. Clair Avenue in East Liverpool on Oct. 27,2022.
A pretrial was set Sept. 19 for Allen Yoder, 33, Middlefield, charged with marked lanes and distracted driving.
A pretrial was set Sept. 19 for Christopher Irvin Jr., 29, Steubenville, charged with speeding.
A pretrial was set Sept. 19 for Edward Cunningham, 60, Stratton, charged with speeding.
A driving under suspension charge was dismissed against Kelci Holovatyk, 26, Poland.
A pretrial was set Oct. 3 for Daniel Bernier, 37, Youngstown, charged with possessing marijuana, OVI and speeding.
James Stansbury, 48, Fort Pierce, Fla., was fined $75 for marijuana paraphernalia.
Daoud Abdul Abbadi, 26, Youngstown, was fined $100 for driving under suspension.

LISBON — An East Palestine woman accused of domestic violence was ordered placed at Heartland Behavioral Health to undergo competency restoration treatment after being found incompetent to stand trial.
Rachel Garnes, 44, East Taggart Street, was charged with fourth-degree felony domestic violence for an incident that occurred Dec. 9, 2022 for allegedly attempting to cause harm to a man by throwing picture frames and other items at him.
Her attorney, Charley Kidder, had filed a motion requesting an evaluation to determine her competency to stand trial, noting that she displayed erratic behavior during a pretrial conference.
Columbiana County Common Pleas Court Judge Megan Bickerton granted the motion for a psychological evaluation by the Forensic Psychiatric Center of Northeast Ohio.
In a recent court entry, the judge noted the report had been received. She found that the defendant was not capable of understanding the nature and objective of the proceedings against her and unable to presently assist in her defense due to her mental condition.
She noted that the order for her to undergo competency restoration treatment was the least restrictive alternative consistent with public safety and treatment goals.
Grand Jury
LISBON — A Cleveland man indicted in 2020 for multiple drug counts, including trafficking, was served with the charges Wednesday at Pickaway Correctional Institute.
Denzel Antone Crowell, 32, was charged with possession of cocaine, a first-degree felony, with specifications for forfeiture of money in a drug case, second-degree felonies of aggravated possession of drugs, aggravated trafficking in drugs, and trafficking in cocaine, and two counts of first-degree felony trafficking in fentanyl-related compound.
According to the secret indictment, the possession charges stem from March 12, 2020 when Crowell allegedly possessed $351, an amount of cocaine equal to or exceeding 27 grams or less than 100 grams and an amount of methamphetamine equal to or exceeding five times the bulk amount but less than 50 times the bulk amount.
The trafficking charges stem from March 15, 2020 when Crowell allegedly prepared for sale or attempted to sell an amount of methamphetamine equal to or exceeding five times the bulk amount but less than 50 times the bulk amount, amounts of fentanyl and fentanyl-related compound equal to or exceeding 20 grams, but less than 50 grams and an amount of cocaine equal to or exceeding 20 grams but less than 27 grams.
Crowell was set for arraignment Thursday, with a scheduling conference set for 3:15 p.m. July 13 in Columbiana County Common Pleas Court.

— Edward Bailey, 39, Allison Street, East Liverpool, second-degree felony burglary and third-degree felony grand theft when the property is a firearm or dangerous ordnance, for the alleged theft of a firearm belonging to James Warrick on Nov. 3, 2020.
— Marcus Jarvis, 29, Maple Hill Road, Salineville, possession of cocaine, a fifth-degree felony, with a specification for money in a drug case, for allegedly possessing cocaine and $244 on Jan 27, 2022.
