LISBON — In Columbiana County Municipal Court, a case against Billie Thompson, 41, Youngstown, was bound over to the county grand jury for third-degree felony illegal conveyance of prohibited items onto the grounds of a detention facility.
Thompson allegedly drove to the Columbiana County Jail and stuck something on the driver side front wheel of another vehicle bearing Texas plates and then walked into the jail. A female corrections officer then left the jail, went to the vehicle with Texas plates, looked at the front wheel and then got into her vehicle. She was identified by a sheriff’s detective and found in possession of a lotion bottle that contained suspected crystal meth, marijuana and tobacco. A sheriff’s detective had learned an inmate was allegedly making arrangements with Thompson to drop off narcotics at the jail that a corrections officer was going to pick up in a package and take the package into the jail.
A preliminary hearing was set July 6 for Jacob Pollock, 25, Homosassa, Fla., charged with third-degree felony compelling prostitution, fourth-degree felony attempted unlawful sexual conduct with a minor, and fifth-degree felonies of possessing criminal tools and importuning. Pollock allegedly requested sexual conduct in exchange for $160 from an undercover agent posing as a 15-year-old female, traveling to Salem on June 28 for the meeting.
Cody Heasley, 27, Beaver Falls, Pa., was fined $750 and given a suspended 90-day jail term for possessing criminal tools and engaging in prostitution. He was also ordered to complete 20 hours community service and a 12-hour education course. Heasley responded to an undercover ad of two adult females on a known prostitution website and arranged for sexual activity with them in exchange for $180, then traveled to East Palestine for the meeting Jan. 11.
Matthew Jones, 29, Whitacre Avenue SE, Minerva, was fined $850 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served, for engaging in prostitution, possessing criminal tools and obstructing official business. He was also ordered to complete 20 hours community service and a 12-hour education course. Jones was accused of responding to an undercover ad of a mother and daughter on a known prostitution website and arranged for sexual activity with the females in exchange for $220. When he arrived in East Palestine for the meeting on April 14, he allegedly told police he was just turning around and was lost and that his name was Tom and he was from Canton.
A pretrial was set Sept. 25 for Steven Kramer, 53, Sharon, Pa., charged with engaging in prostitution and possessing criminal tools for allegedly arranging for sexual activity with a female in exchange for $80 after answering an undercover ad on a known prostitution website, then traveling to East Palestine on June 11 for the meeting.
A pretrial was set July 10 for Ronald Beaver, 36, Vernia Street, East Liverpool, charged with violation of a protection order for allegedly entering the home of a person who had a protection order against him on June 28 in East Liverpool.
A pretrial was set Sept. 14 for Alan James, 45, Irondale, charged with violating a temporary protection order for allegedly walking into a store where a person who had a protection order against him was present on May 26 at King’s Carryout in Yellow Creek Township.
A pretrial was set Sept. 14 for Adam Moore, 46, Hurricane, W.Va., charged with engaging in prostitution and possessing criminal tools for allegedly arranging for sexual conduct in exchange for $180 from an undercover agent and driving to Salem on June 8 for the meeting.
Timothy Adkins, 47, Grant Street, Lisbon, was fined $900 and sentenced to 90 days in jail with credit for seven days served for domestic violence, obstructing official business, telecommunications harassment and driving under suspension. On April 6 in Lisbon, Adkins sent multiple messages and video calls to a woman. On May 13 in Lisbon, he grabbed a woman, covered her mouth, grabbed her by the neck and started to choke her. Adkins fled on foot on June 21 after being ordered to come out of his residence.
A pretrial was set Sept. 12 for Joseph Long, 46, Ohio Avenue, Salem, charged with assault for allegedly throwing a box of medical gloves and hitting a woman in the face during a verbal dispute April 2 in Salem.
Levi Shields, 27, Evansdale Street, East Liverpool, was fined $480 and sentenced to seven days in jail, with seven days suspended, for theft, no seat belt, driving under suspension, speeding, unauthorized plate. Shields stole several glass smoking devices valued at $100 from Gina’s Drive Thru in East Liverpool on May 17.
A pretrial was set Sept. 26 for Brian Jones, 39, West Ninth Street, East Liverpool, charged with domestic violence for allegedly grabbing a woman’s forearm, leaving marks and ripping her wallet and cell phone from her hand during a domestic Oct. 13, 2020 in East Liverpool.
Mary Menning, 56, Elberon Avenue, Salem, was fined $150 for disorderly conduct, amended from domestic violence, for striking a man in the face on April 16 in Perry Township.
A pretrial was set July 10 for Kerrie Steffel, 35, Barclay Avenue, Salem, charged with harassing police dog for an alleged incident June 27 on Barclay Avenue in Salem. Steffel was walking by the K-9 cruiser and opened the kennel door for K-9 Simon while he and his handler were on the scene of a domestic on Barclay Avenue in Salem. K-9 Simon was released, but obeyed officer commands to stop, not biting the defendant, and was placed back into the kennel.
A pretrial was set Sept. 25 for Steven Slagle, 33, St. Clair Avenue, East Liverpool, charged with assault and menacing by stalking for allegedly threatening to assault a man and running behind him, shoving him down, in East Liverpool on Feb. 24.
Colton Reese, 23, Chester, W.Va., was fined $250 and sentenced to 30 days in jail, with 29 days suspended and credit for one day served, for disorderly conduct, amended from assault. He was also ordered to pay $560 to the victim. Reese assaulted a person on Main Street in Wellsville on Sept. 24, 2022.
Austin Alvarez, 27, Globe Street, East Liverpool, was fined $250 and sentenced to 30 days in jail, with 29 days suspended and credit for one day served, for disorderly conduct, amended from assault. He was also ordered to pay $560 to the victim. Alvarez assaulted a person on Main Street in Wellsville on Sept. 24, 2022.
A pretrial was set Sept. 25 for Ryan McCauley, 42, Lincoln Avenue, Wellsville, charged with theft for allegedly failing to scan and pay for six items totaling $31 at the Calcutta Walmart on June 27.
A pretrial was set Sept. 26 for Cristal Cronin, 48, Hammondsville, charged with drug paraphernalia and driving under suspension for allegedly possessing a burnt glass pipe during a traffic stop on June 6 in St. Clair Township.
Danny Shultz, 26, Cliff Drive, Salem, was fined $100 and sentenced to three days in jail, with three days suspended, for illegal use or possession of drug paraphernalia for possessing a cut straw with unknown residue after being taken into custody on a warrant for another case on April 7 in Perry Township.
A pretrial was set July 6 for Amanda Heverly, 48, Cleveland Street, Salem, charged with illegal use or possession of drug paraphernalia and failure to display valid sticker for allegedly possessing drug paraphernalia, including a dollar bill fold that contained a white powder substance, during a traffic stop on June 28 in Columbiana.
A pretrial was set July 6 for Matthew E. Withers, 34, Youngstown, charged with obstructing official business and criminal trespass for allegedly trespassing at a Waddell Street, Leetonia address and being found hiding in an upstairs bedroom on June 27.
A pretrial was set July 10 for Randy Newberry, 64, Morris Road, Lisbon, charged with operating a vehicle under the influence of alcohol or drugs second offense, OVI refusal with prior within 20 years, driving under suspension, use of unauthorized plate and open container.
A pretrial was set Sept. 18 for Jonathan Cook, 39, Oak Street, Leetonia, charged with OVI first offense, OVI breath first offense, possession of marijuana and speeding.
Terell Kevon Taylor, 26, Homewood Avenue, Salem, was fined $1,070 and sentenced to terms of 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program and 30 days in jail, with 29 days suspended and credit for one day served, for OVI and disorderly conduct. The jail terms were to be served consecutively. His driver’s license was suspended for one year, with driving privileges granted, he was ordered to complete 40 hours community service and complete a firearm safety course. Taylor was originally charged with a weapons charge related to a traffic stop on Feb. 18 in Salem Township.
A pretrial was set July 10 for Brian Hebb, 49, McCalla Street, East Palestine, charged with OVI first offense, driving under suspension and improper/expired registration.
William Tarbet, 64, old state Route 558, Leetonia, was fined $150 for lighted lights, amended from assured clear distance.
William Cunning, 45, Leake Street, East Palestine, was fined $150 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served, for unauthorized use of a motor vehicle. He was ordered to complete 20 hours community service.
A driving under suspension charge against Chelsea Davis, 24, Youngstown, was dismissed.
Tanya Townsend, 47, Tallmadge, was fined $150 for driving under suspension.
Marilyn Charnie, 62, Weirton, W.Va., was fined $100 for speeding.
William Barker, 37, Irish Ridge Road, East Liverpool, was fined $150 for driving under suspension.
Ronald Ware Jr., 27, Warren, was fined $205 for no seat belt and two counts speeding.
A pretrial was set July 6 for Fred Struble, 24, Chain School Road, East Palestine, charged with driving under suspension, speeding and reckless operation.

LISBON — In Columbiana County Common Pleas Court, an Alliance woman accused of burglary for an incident in Salem last year was placed on probation for three years.
Legacy Dubose, 19, was also ordered to spend six months at the Eastern Ohio Correction Center as part of her punishment. Dubose had pleaded guilty to burglary, a third-degree felony, amended from a second-degree felony, for her part in illegally entering a residence on South Lincoln Avenue in Salem on April 11, 2022.
Also in Common Pleas Court:
— Abraham J. Thomas, 42, Lorain, was ordered to serve 120 days in the county jail after violating his probation for possession of drugs, a second-degree felony, along with the forfeiture specification. The case dates back to 2013, but he didn’t plea or get sentenced until 2019. While the Columbiana County Drug Task Force was serving a search warrant on a Commerce Street, Wellsville, home on Nov. 1, 2013, Thomas went out the back of the home and threw a bag containing heroin over a fence. He also had $128 used or intended for use in the commission of purchasing or selling heroin.
— Allen Cleghorn, 43, Moore Street, East Liverpool, was sentenced to nine months in prison after pleading guilty to domestic violence, a third-degree felony. Cleghorn tried to physically harm a woman on April 2, with two previous domestic violence convictions on his record.
