LISBON — In Columbiana County Municipal Court, Kristina Marie Radcliff, 44, Moore Street, East Liverpool, was fined $200 and sentenced to 180 days in jail, with 170 days suspended and credit for 10 days served, for assault and disorderly conduct. Radcliff was ordered to complete 60 hours of community service. On March 9, Radcliff was accused of assaulting a mental health care worker at East Liverpool City Hospital in East Liverpool. The disorderly charge stemmed from her multiple phone calls to the East Liverpool Police department on March 26 for unsubstantiated complaints. She had been warned to stop calling unless she was in immediate danger, but continued calling the 911 emergency line.

Alyssa Evans, 28, Bradshaw Avenue, East Liverpool, was fined $150 for disorderly conduct, amended from domestic violence, for a disturbance on June 16 in East Liverpool when she allegedly punched a man and struck another male.

A pretrial was set Sept. 14 for Leeana Shaulis, 25, East Martin Street, East Palestine, charged with theft for allegedly stealing $100 for working at Gorby’s Grocery in East Palestine on Oct. 28, 2022.

A pretrial was set July 6 for Sean McCarthy, Commerce Street, Wellsville, charged with theft for allegedly stealing a lock set from Busy Beaver in St. Clair Township on April 19.

A pretrial was set Sept. 19 for Courtney McKinnon, Sumner Street, East Palestine, charged with three counts each failure to pay city income tax and failure to file city income tax return for allegedly failing to pay East Liverpool city income tax in 2018, 2019 and 2020 and failing to file tax returns in 2021, 2022 and 2023.

A pretrial was set July 6 for Breontez Young, 30, Hawley Avenue, Salem, charged with possessing marijuana, operating a vehicle under the influence of alcohol or drugs third offense, OVI breath third offense, no valid license, marked lanes and no seat belt.

John Gentile, 64, Youngstown, was fined $625 and sentenced to 180 days in jail, with with 157 days suspended, leaving five days to serve in jail and 18 days of electronically monitored house arrest, for OVI second offense and possession of marijuana paraphernalia. Gentile’s license was suspended for two years, with driving privileges granted. He was permitted to buy out 40 hours community service.

Don Jewell, 57, Cherry Valley Drive, Leetonia, was fined $875 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for OVI. His driver’s license was suspended for one year, with driving privileges granted. He was ordered to complete 20 hours community service.

A pretrial was set Sept. 25 for Jordan Williams, 31, Bradshaw Avenue, East Liverpool, charged with OVI third offense, OVI breath third offense and reasonable control.

Jada Pack, 37, Erie Street, East Liverpool, was fined $500 for driving under suspension.

A pretrial was set Sept. 25 for Joseph Beary, 58, Fairfield Avenue, Columbiana, charged with failure to reinstate.

A probation violation hearing was set Oct. 16 for Stephanie Savin, 31, Valley Avenue, East Liverpool, for drug paraphernalia and two counts illegal use or possession of drug paraphernalia for cases from 2021 and 2022.

A pretrial was set July 6 for Billie Thompson, 41, Youngstown, charged with drug paraphernalia for allegedly possessing a digital scale, several baggies use to package methamphetamine and two baggies containing alleged methamphetamine during a traffic stop in East Palestine on June 26.

Melissa Blake, 41, Quay Road, Negley, was fined $150 and sentenced to three days in jail for illegal use or possession of drug paraphernalia. A charge of driving under suspension was dismissed. Blake possessed a plastic bag containing a crystalline substance suspected to be crystal methamphetamine during a traffic stop on Sept. 12, 2022 on state Route 154, Rogers.

A pretrial was set Sept. 26 for Juan Jose, 22, North Lincoln Avenue, Salem, charged with wrongful entrustment.

A pretrial was set Sept. 25 for Samantha Giordano, 26, Youngstown, charged with possessing marijuana, a headlight violation and driving in violation of driving restriction.

Emily Lawson, 26, Salem Alliance Road, Salem, was fined $200 for tinted glass and equipment violation, amended from driving under suspension.

Anthony McDaniel, 32, Alliance, was fined $150 and sentenced to two days in jail, with credit for two days served, for underage consumption.

A pretrial was set Sept. 26 for Coltan Vollnogle, 21, Caldwell Avenue, Lisbon, charged with speeding.

William Sherrill, 36, Lisbon Street, Columbiana, was fined $575 for assured clear distance, expired registration and two counts driving under suspension.

Joel Lipke, 31, Aliquippa, Pa, was fined $150 for an equipment violation, amended from speeding.

A driving under suspension charge against Anthony Rothacher, 31, New Castle, Pa., was dismissed.

Raul Tomas, 19, East Fourth Street, Salem, was fined $75 for failure to yield.

Shantel Velez, 45, state Route 45, Lisbon, was fined $200 for driving under suspension.

A pretrial was set Sept. 11 for Marcus Prendes, 39, Iowa Street, Wellsville, charged with OVI second offense, failure to stop after an accident and failure to control.

A pretrial was set Sept. 18 for Allison Felger, 50, Poland, charged with speeding.

Penny Wisbeth, 47, Pancake Clarkson Road, Rogers, was fined $100 for speeding and unauthorized plate.

Amanda Jackson, 26, Louisville, was ordered to pay costs for driving under suspension.

Tia Miller, 33, Martin Avenue, East Liverpool, was fined $100 for speeding and left of center.

Grand Jury

LISBON — Secret indictments for drug counts were served recently to two defendants charged by the Columbiana County Grand Jury.

Stephanie Savin, 31, Valley Avenue, East Liverpool, was served Tuesday for aggravated possession of drugs, a fifth-degree felony, for allegedly possessing methamphetamine on May 6, 2022.

Rusty Altman, 50, Cream Ridge Road, Lisbon, was served Saturday for possession of drugs, a fifth-degree felony, for allegedly possessing buprenorphine on Jan. 31, 2022.

LISBON — Bond for a man accused of strangling a woman to the point of unconsciousness last month has been reduced to $25,000 cash or surety.

The case against Edward Torres, 41, Green Lane, East Liverpool, was bound over for consideration by the Columbiana County grand jury earlier this month on multiple charges from two separate incidents on May 19 and May 23, both in East Liverpool.

The charges bound over from county Municipal Court include a fourth-degree felony charge of strangulation, fifth-degree felony obstructing official business and misdemeanors of assault and violation of a protection order.

The bond was originally set at $150,000 cash or surety, but during a recent hearing, Common Pleas Court Judge Scott Washam modified the bond to the reduced amount.

Requirements include that Torres must reside at Green Lane, East Liverpool, must have no contact with the victim and must be on absolute house arrest except for meetings with his attorney or court appearances.

During the May 19 incident, Torres allegedly strangled a woman to the point of unconsciousness and struck her in the face when she went to the Green Lane residence to gather her belongings. She had a protection order against him at the time. The obstruction charge stemmed from a May 23 incident when officers were called to Green Lane for suicidal threats and saw blood on the outside door of the apartment building, then found Torres barricaded in the apartment with more blood puddled outside the door. He made threats against the officers and once inside officers attempted to detain him and he reached into a drawer and was tased by an officer.

Also in Common Pleas Court:

— Aaron Wolford, 27, Pritchard Avenue, Lisbon, was sentenced to 12 months in prison, with credit for 183 days already served in jail, for fourth-degree felony domestic violence and a misdemeanor of endangering children. He was ordered to have no contact with the victim. Wolford struck a woman multiple times in the head, causing injury, on Dec. 25, 2022, and put a 2-year-old child at risk. The domestic charge was elevated to a felony due to a previous domestic violence conviction in 2020.

— David Shortt, 59, McDonald, was sentenced to nine months in prison for fifth-degree felony importuning and fourth-degree felonies of attempted unlawful sexual conduct with a minor and a lesser offense of attempted compelling prostitution for soliciting sexual activity in exchange for money from a law enforcement officer posing as a juvenile on July 21,2022 in Salem. A charge of possessing criminal tools was dismissed. He was deemed a Tier II sex offender with a requirement to register his address with the sheriff’s office after his release.

— Robert Jay Gainer, 36, Cuyahoga Falls, was sentenced to six months in prison for a lesser offense fourth-degree felony attempted compelling prostitution and fourth-degree felony attempted unlawful sexual conduct with a minor. Charges of possession of criminal tools and engaging in prostitution were dismissed. He was deemed a Tier II sex offender with a requirement to register his address with the sheriff’s office after his release. Gainer solicited sexual conduct from an undercover agent posing as an adult mother of a 15-year-old girl in exchange for $200, arriving in Salem on March 9, 2022 for the meeting with both females.

— John Coburn, 54, Alliance, was sentenced to 18 months in prison and given a mandatory fine of $5,000 for possession of drugs, a third-degree felony. He received credit for 84 days already served in jail. Coburn failed to appear for sentencing in 2020 after pleading guilty. He was accused of possessing methamphetamine on Oct. 3, 2018.

— Melissa Johnson, 31, Robertsville, was sentenced to 10 months in prison, with credit for five days served in jail, for aggravated possession of drugs, a fifth-degree felony, and operating a vehicle under the influence of alcohol or drugs, a fourth-degree felony. Charges of OVI and driving under suspension were dismissed. Johnson possessed methamphetamine during a traffic stop Feb. 19, 2021 which resulted in an OVI. She was also fined $1,350 and her driver’s license was suspended for 10 years effective from Feb. 9, 2021. Civil forfeiture of the vehicle will be granted in a separate entry.

— Alexis N. Koziorynsky, 31, Cricket Lane, Columbiana, was ordered to serve up to six months at the Eastern Ohio Correction Center in Lisbon as part of her sentence for tampering with evidence, a third-degree felony, misdemeanor possession of a drug abuse instrument and possession of drugs, a fifth-degree felony. She had been placed on community control in January for her sentence, but wasn’t able to serve her time at the EOCC due to a medical issue, but the issue has been resolved. The charges stemmed from a Nov. 15, 2021 traffic stop in Columbiana when she possessed a fentanyl-related compound.

— Nickolas Good, 33, Prospect Street, Salem, was placed on a treatment plan for two years after pleading guilty to aggravated possession of drugs, a fourth-degree felony. Good possessed methamphetamine on Oct. 28, 2021.

— Richard Davison Jr., 38, Lincoln Street, Salineville, was placed on probation for two years after pleading guilty to possession of heroin, a fifth-degree felony. The sentence included 50 days in the county jail, but he received credit for 50 days already served. He possessed heroin on April 6, 2020.

— Justin Lee Vasquez, 32, whose address was listed as the county jail, but was previously Leetonia, was ordered evaluated by the Forensic Psychiatric Center of Northeast Ohio for competency. A motion for a probable cause hearing for a probation violation was filed. Vasquez had been convicted of fourth-degree felony domestic violence for causing harm to a woman on Aug. 20, 2021.

— Samson Anderson, 37, Youngstown, was sentenced to prison for nine months for fifth-degree felony importuning, fourth-degree felony attempted compelling prostitution and fourth-degree felony attempted unlawful sexual conduct with a minor. Charges of soliciting and possession of criminal tools were dismissed. He was also deemed a Tier II sex offender required to register his address with the sheriff’s office of the county where he resides after his release from prison. Anderson used his cell phone June 1-June 2, 2022 to solicit sexual acts from an undercover police officer posing as a 15-year-old female and 45-year-old female and traveled to East Palestine for the encounter on June 2, 2022.

— Mark Coleman, 55, Y & O Road, East Liverpool, was ordered to serve 12 months in prison for charges of improper handling a firearm in a motor vehicle, possession of drugs and aggravated possession of drugs after his probation was dishonorably terminated for violations. He received credit for 14 days served in jail. Coleman possessed cocaine and methamphetamine and had a firearm in a vehicle on Jan 16, 2021.

— William Dejesus, 27, Harrisburg, Pa., was placed on probation for three years, but ordered to serve 45 days in the county jail, with credit for seven days already serve, for improperly handling firearms in a motor vehicle, a fourth-degree felony, and a misdemeanor of illegal use or possession of drug paraphernalia. Dejesus possessed a loaded firearm in a motor vehicle and drug paraphernalia during a stop May 4, 2022.
