Columbiana County Municipal Court

LISBON — In Columbiana County Municipal Court, a pretrial hearing was set Aug. 31 for Stephen Thomas, 36, Seventh Avenue, East Liverpool, charged with aggravated menacing and unlawful restraint. Thomas allegedly pulled a gun on a woman in the Calcutta Walmart parking lot after accusing the woman of hitting his vehicle on May 26. Thomas reportedly held the woman at gunpoint and advised he was making a citizen’s arrest and instructed the woman to hand over her keys or he would shoot her. He then allegedly opened her car door and attempted to remove her keys from the ignition. He retreated to his vehicle when officers arrived and advised law enforcement that the firearm was dismantled in the back of his vehicle.

A pretrial hearing was set June 22 for Jeffery Powers, 39, Abby Court, Newell, charged with theft and criminal trespass. Powers allegedly failed to scan for three items totaling $54 dollars at the Calcutta Walmart on May 31. Powers was reportedly previously trespassed from the store and was wanted for a warrant out of Kentucky. Kentucky plans to extradite Powers.

A pretrial hearing was set June 12 for Charlotte Frazee, 47, Mineral City, charged with possession of a drug abuse instrument. Frazee was allegedly found with a hypodermic needle under her seat after law enforcement investigated a suspicious vehicle in Salem on May 31.

Douglas Robinson, 46, Pennsylvania Avenue, East Liverpool, was fined $450 and sentenced to 90 days in jail with credit for three served and 87 suspended for no operating license and OVI. A charge of failure to control was dismissed.

A pretrial hearing was set June 8 for Logan Kilpatrick, 20, Salem-Alliance Road, Salem, charged with domestic violence. Kilpatrick allegedly choked a male at his residence. Officers observed red marks and minor bruising on the man’s neck.

Jeri Sommers, no age given, Benton Road, Salem, was fined $300 on three counts of prohibitions concerning companion animals. Sommers was also sentenced to 90 days suspended and ordered to not own, care or provide for any companion animal. A Columbiana County humane agent observed 13 dogs and seven cats in Sommer’s care from Sept. 1 to Oct. 22 that were confined in inhumane conditions and without adequate water. The animals had matted fur, fleas and urine scalding on their paw pads. A veterinarian examined the animals and concluded the environment and conditions had caused suffering to the animals.
