Grand Jury

LISBON — A Negley man accused of failing to pay child support was served recently with a secret indictment for two felony counts.

Joseph L. Murphy, 44, Taylor Road, was charged by the Columbiana County Grand Jury with two counts of nonsupport of dependents, a fifth-degree felony, for allegedly failing to pay support for two children from Dec. 6, 2020 to Dec. 4, 2022.

Municipal

LISBON — In Columbiana County Municipal Court, a case against Christopher Brink, 42, Franklin Avenue, Salem, was bound over to the county grand jury for a third-degree felony tampering with evidence charge and a misdemeanor drug paraphernalia charge for allegedly possessing a plastic bag used for the storage of dangerous drugs during a traffic stop in Salem on April 6. During the traffic stop, Brink allegedly crumpled and threw a piece of evidence behind him while exiting the vehicle.

A pretrial was set July 10 for Michael Fowler, 51, West Clark Street, East Palestine, charged with two counts of domestic violence for allegedly threatening two people and striking them during a domestic on June 24 on West Clark Street, East Palestine.

Michael Clark, 43, East Rochester, was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and a 12-hour education course. Clark arranged for sexual activity with a female through an undercover ad on a known escort website in exchange for $180, traveling to East Palestine on Oct. 3, 2022 for the meeting.

A pretrial was set July 3 for Duane McCaslin, state Route 558, Leetonia, charged with assault for allegedly striking another person in the face stemming from a road rage incident prior to a traffic crash on June 11 on state Route 14, Washingtonville.

A pretrial was set July 10 for Gerald Gray, 33, Alliance Salem Road, Salem, charged with domestic violence and criminal mischief for allegedly throwing or pushing a woman down the stairs on the front porch of a Salem residence and emptying the air out of the victim’s vehicle tires while intoxicated on June 24.

A pretrial was set July 10 for Jerry Tharp, 64, Conser Drive, Salem, charged with domestic violence for allegedly grabbing a woman by the face and shoulder and threatening to kill her on June 21 in Perry Township.

Judy Stratton, 66, South Lincoln Avenue, Salem, was fined $150 for disorderly conduct, amended from domestic violence, for scratching a man in the chest during a domestic on April 1 in Salem.

Madelyn Hairston, 36, North Street, Beloit, was fined $250 and sentenced to 30 days in jail, with 30 days suspended, for disorderly conduct, amended from domestic violence. She was ordered to complete 20 hours community service and have no contact with the victim. Hairston had been accused of striking a juvenile on Dec, 13, 2021.

A pretrial was set July 6 for Mark Foden, 53, Erie Street, East Liverpool, charged with driving under suspension and two counts of theft for allegedly failing to scan and pay for six items totaling $136 from the Calcutta Walmart on June 23 and for 66 items totaling $851 also from Calcutta Walmart on May 26.

Elliot Richard, 32, Beaver Falls, Pa., was fined $100 for disorderly conduct for jumping in and out of traffic and challenging vehicles traveling on Lisbon Street, East Liverpool on April 10, while also punching himself and screaming.

Julya Prendergast, 31, Mechanicstown, was fined $100 and sentenced to three days in jail, with credit for three days served, for drug paraphernalia for possessing a cut straw with residue in her purse during a traffic stop in East Liverpool in 2019.

A pretrial was set Sept. 18 for Dwayne Salisbury, 50, Corning, charged with operating a vehicle under the influence of alcohol or drugs first offense, OVI refusal with prior within 20 years, use of unauthorized plate and reasonable control.

A pretrial was set Sept. 19 for Tabitha Morris, 42, North Lincoln Avenue, Salem, charged with operating a vehicle without a valid license.

Matthew Jerome, 37, Park Avenue, East Liverpool, was fined $250 for driving under suspension and failure to yield.

A probation violation hearing was set July 6 for Denis Palacios Jr., 20, Cedar Street, Salem, on a charge of underage consumption.

Gabriel Richards, 25, state Route 154, Lisbon, was fined $350 for speeding.

Garrett Winn, 19, Alice Street, East Palestine, was fined $100 for driving under suspension.

Angel Lopez, 50, Youngstown, was fined $330 and sentenced to 180 days in jail, with 180 days suspended, for no seat belt, driving under suspension and no license, amended from driving under suspension. He was ordered to complete 80 hours community service and obtain a driver’s license.

Martin Barckhoff, 40, Joy Lane, East Liverpool, was fined $25 for unsafe vehicle, amended from speeding.

A pretrial was set Aug. 24 for Dominick Lisk, 19, Rainbow Road, East Liverpool, charged with reasonable control.

Jason Yacoub, 34, Youngstown, was fined $150 for unsafe vehicle, amended from speeding.

Herbert Price, 51, Middlefield, was fined $100 for no license.

Caleb Reynolds, 19, Spaite Drive, East Palestine, was fined $250 for driving under suspension.

A pretrial was set Sept. 18 for Matthew Fisher, 40, Canton, charged with driving under suspension and speeding.
