Grand Jury

LISBON — An East Liverpool man was served Wednesday with a secret indictment for allegedly sexually assaulting a young teen for nearly a year starting in 2020.

John M. Deem, 30, Ray Street, was charged by the recent Columbiana County Grand Jury with rape, a first-degree felony, unlawful sexual conduct with a minor, a third-degree felony, and gross sexual imposition, a fourth-degree felony.

According to the indictment, all the charges cover the time period from Aug. 1, 2020 to May 31, 2021 and started when the child was 14 years old and ended when the child was 15 years old, involving sexual conduct and sexual contact by force or threat of force.

Arraignment is scheduled for 1 p.m. June 29 before Columbiana County Common Pleas Court Judge Scott Washam, with the case assigned to Judge Megan Bickerton.

Bond has been set at $75,000 cash or surety and Deem was ordered to have no contact with the victim or any possible state witnesses.

LISBON — In Columbiana County Municipal Court, a case against Brad Cutchall, 52, South Lincoln Avenue, Salem, was bound over to the county grand jury on a fourth-degree felony charge of burglary for allegedly attempting to enter a woman’s apartment in Salem without permission while she was present on June 8.

A pretrial was set Sept. 12 for Dustin Linder, 39, Alliance, charged with engaging in prostitution and possessing criminal tools. Linder allegedly arranged to have sexual activity with a female advertised on an undercover ad in exchange for $80, arriving in East Palestine on June 7 for the meeting.

A pretrial was set Aug. 31 for Luis Anthonio Arena, 52, Youngstown, charged with engaging in prostitution and possessing criminal tools for allegedly arranging to have sexual activity with a female advertised on an undercover ad in exchange for $50, arriving in East Palestine on May 21 for the meeting.

Alexis Stewart, 20, College Street, East Liverpool, was fined $150 for sale of tobacco products to person under 21 for selling a pack of cigarettes to a 19-year-old at Nikki’s Market in East Liverpool on May 30.

A pretrial was set Sept. 11 for Delores Lilly, 58, West Washington Street, Lisbon, charged with theft for allegedly shoplifting on June 8 at Dollar General, Lisbon, caught on video taking items from the frozen section. The items were put into another woman’s purse.

A pretrial was set Sept. 7 for William Merryman, 42, Clinton, Pa., charged with violating a temporary protection order for allegedly calling the protected person and making threats, then calling her cell phone 120 times on Dec. 16, 2016.

A pretrial was set Sept. 12 for Shane Kreefer, 37, Dunn Road, East Liverpool, charged with assault and disorderly conduct for allegedly being involved in a large fight at The Vault in downtown East Liverpool on May 6.

A pretrial was set Aug. 28 for Jeremy Athey, 47, Stanton Avenue, Columbiana, charged with criminal mischief for allegedly removing the graphics from the window at Stop Traffic Graphics on May 18 in Columbiana, which was caught on video.

A probation violation hearing was set June 22 for Tyler Laughlin, 28, Beaver, Pa., charged with drug paraphernalia, possession of drug abuse instrument and two counts endangering children for incidents in 2021 in East Liverpool.

Michael Sparks, 38, Niles, was fined $150 and sentenced to 90 days in jail, with 90 days suspended, for violating a protection order by sending text messages on Oct. 21, 2022 to a woman who had a protection order against him.

A probation violation hearing was set June 22 for Blaze Mellott, 21, Florence Street, East Liverpool, charged with domestic violence for a 2021 incident.

A pretrial was set Sept. 12 for Natasha Monteiro, 35, Vine Street, East Liverpool, charged with two counts of failure to pay city income tax for allegedly failing to pay income tax in East Liverpool for tax years 2020 and 2021.

A pretrial was set Aug. 31 for Jennifer White, 41, Bloomfield Drive, East Liverpool, charged with abusing harmful intoxicants for allegedly huffing from a compressed air can in her vehicle on June 8 in the area of Y & O Road and Lyle Road in St. Clair Township.

Donald Ferrebe, 68, Cain Street, East Liverpool, was fined $875 and sentenced to 90 days in jail, with 90 days suspended, for physical control. His driver’s license was suspended for 90 days, with driving privileges granted.

A pretrial was set Sept. 7 for Robert Loughlin, 68, state Route 45, Wellsville, charged with reasonable control.

Maria Torres, 26, Toronto, was fined $150 for driving under suspension.

A pretrial was set Oct. 5 for Zachariah Stabile, 32, Hubbard, charged with driving under suspension.

Thomas Hurst, 69, Speidel Road, Lisbon, was fined $300 for driving under suspension.

Tiffany Sattler, 31, Commerce Street, Wellsville, was fined $50 for speeding.

Miranda Shafer, 30, Center Street, Wellsville, was ordered to pay costs for driving under suspension and improper/expired registration.
