Columbiana County Municipal Court
LISBON — In Columbiana County Municipal Court, a pretrial hearing was set for an East Liverpool man whose dropped firearm discharged and shot a woman in church. Steven Conkle, 61, Dakota Street, East Liverpool, charged with negligent assault, allegedly carried a handgun in a known-faulty holster to services at Pleasant Heights Baptist Church on May 15. The handgun reportedly fell from the holster and fell to the ground, firing a round on impact. A woman who was attending the service with Conkle was struck by the bullet and sustained a life-changing injury.
Kaleb Stillwell, 18, Orchard Street, East Liverpool, was bound over to the Columbiana County grand jury, charged with third-degree felony failure to comply and third-degree felony endangering children. He is also charged with two counts of no driver’s license, two counts of failure to control, lighted lights required and speed. Stillwell allegedly failed to stop for an attempted traffic stop on 11th Street in Wellsville and a chase pursued to state Route 7 where the vehicle crashed into a hill on May 14. Stillwell reportedly fled the scene and was later apprehended. A juvenile was a passenger in the vehicle during the pursuit.
Brad Symanski, 44, Youngstown, was bound over to the Columbiana County grand jury, on two counts of assault and three counts of harassment by an inmate — all charges are fifth-degree felonies. Symanski allegedly was in booking at the county jail and refused to be handcuffed. After reportedly refusing several times, Symanksi was pepper sprayed and assisted to the showers where he continued to fight with and spit on corrections officers on May 15.
Tia Miller, 33, Martin Avenue, East Liverpool, was bound over to the Columbiana County grand jury, charged with having weapons under disability. Miller allegedly admitted to possession of a handgun during a traffic stop on state Route 11 on May 12. The Ohio State Highway Patrol reportedly located the firearm and a magazine in Miller’s purse beneath the driver’s seat. A digital scale with white residue was also found in the vehicle. Miller was a fugitive from justice. A pretrial hearing was set for June 26 for Miller on charges of drug paraphernalia, speed and left of center.
Randy Marshall, 32, Calcutta Smith Ferry Road, East Liverpool, was bound over to the Columbiana County grand jury, charged with two counts of third-degree felony failure to comply and one charge of obstructing official business, a felony in the fourth degree. He was also charged with unauthorized use of a plate, no operator’s license, left of center, speed, stop sign, reckless operation and traffic control devices. Marshall allegedly refused to stop his motorcycle for a traffic stop after being observed going left of center several times on May 6 in St. Clair Township. Marshall allegedly drove off road and then fled on foot during the chase. He was fined $150 for no operator’s license for a previous incident.
Raymond Crow, 31, Lincoln Avenue, East Liverpool, was fined $900 and sentenced to 180 days in jail with credit for 60 suspended and 10 days credit for two counts of assault and endangering children.Crow was also ordered to perform 20 hours of community service and to have no contact with the victim. Crow assaulted a 14-year-old juvenile he was babysitting, slamming her to the ground and choking her at a residence on Clarks Mill Road in Hammondsville Jan. 5. The victim had dried blood around her mouth and marks on her neck.
A pretrial hearing was set June 5 for Angelina Pesa, 28, Youngstown, charged with domestic violence. Pesa allegedly punched, pushed and scratched a male resident in New Waterford on May 25. The man has visible injuries to his face, neck, both arms and legs.
A pretrial was set June 12 for Ronald Johnson, 57 Park Avenue, East Palestine, charged with domestic violence. Johnson allegedly choked a woman at his residence, who later fled the home and walked to the police department on May 24. The victim was wearing no shoes and had red marks on her neck when she arrived at the station.
A pretrial hearing was set Aug. 14 for Carol Cline-Policaro, 64, Alice Street, East Palestine, charged with domestic violence. Cline-Policaro allegedly hit a 16-year-old male at the home with a broom handle after an argument over chores.
A pretrial was set June 5 for Thomas Powell, 27, Allison Street, East Liverpool, charged with domestic violence. Powell allegedly threw a phone at a female at his residence, causing injury and told the victim he was going to “burn the house down.”
A pretrial hearing was set Aug. 7 for Miranda Forbes, 29, Independence Square, Wellsville, charged with endangering children. Forbes allegedly created a substantial risk to the health or safety of her minor children, ages 7 and 4, when officers found methamphetamine paraphernalia under a couch in her apartment during a maintenance check on May 12.
A pretrial was set Aug. 14. for Nicole Vlaiku, 48, Alliance, charged with disorderly conduct. Police were called to Garwood Arena on April 28 in Columbiana to a report of an assault and observed Vlaiku through video engaging in fighting and causing an annoyance.
Cheryl Rakestraw, 42, Alliance, was fined $200, for assault. She was also ordered to serve 40 hours of community service and ordered to have no contact with the victim. Rakeshaw slapped a juvenile in the face during a family picnic on July 2, 2022. .
Danny McCool, 23, Chestnut Street Extension, Leetonia, was fined $300 for reckless operation and left of center amended form driving under the influence.
Randy Marshall, 32, Denver Street, East Liverpool, was fined $150 for no operator’s license.
A pretrial hearing was set Aug. 21 for Donna Glacken, 35, East Fourth Street, Salem, charged with driving under suspension and no headlights.
A pretrial hearing was set Aug. 22 for Christopher Knock, 47, Warren, charged with driving under suspension and unsafe vehicle.
A pretrial hearing was set for Aug. 22 for Lawrence McBride, 52, New Garden Avenue, Salem, charged with operating a motor vehicle while intoxicated and reasonable control.
A pretrial hearing was set Aug. 21 for Christy Rohn, 31, Benton Road, Salem, charged with driving under suspension and marked lanes.
Larry Higley, 32, Midland, Pa. was fined $425 for OVI and marked lanes.
Shalaina Kae Himons-Johnson, 27, Youngstown was fined $200 for driving under suspension and expired registration.
Benjamin Kuhlen, 26, Lincoln Way, Salem, was fined $300 for driving under suspension and brake lights.
Jacob Terry, 30, Richardson Avenue, Negley was charged $25 for driving under suspension
Jessica Flowers, 28, Washington Avenue, Wellsville, was fined $25 for driving under suspension.
A case of fourth-degree domestic violence against Dustin J. Martin, 36, Warren, was bound over to the grand jury. Martin is accused of choking the victim and throwing her to the floor, causing her loose consciousness, at Steubenville Pike Road home Jan. 21 while having multiple previous domestic violence charges filed against him.
A preliminary hearing was set for June 1 for Douglas E. Gill, 42, Youngstown Pittsburgh Road, New Middletown, charged with failure to register, a second-degree felony, for allegedly failing to register as a sex offender after being found living at an East Liverpool home May 4.
A preliminary hearing was set June 1 for Charles L. Wellman, 48, West Fourth Street, Salem, charged with domestic violation, a fourth-degree felony, for allegedly shoving a household member during an argument regarding a cell phone May 24.
A preliminary hearing/pretrial was set June 1 for Edward A. Torres, 41, Green Lane, East Liverpool, charged with obstructing official business, a fifth-degree felony, for allegedly barricading himself in a room while officers responded to a suicidal threat May 23 and found puddles of blood outside and inside the apartment. Torres allegedly refused to cooperate with officers responding to the incident. Torres was also charged with two counts of a protection order violation, menacing and assault after victim reported being physically harmed May 19 while she was gathering belongings from the residence while having a protection order against Torres in which he made threats to harm her.
An extradition hearing was set June 5 for Devon A. Sherwood, 23, Independence Square, Wellsville, charged as a fugitive from justice after being found March 10 to be fleeing from California on a sexual dissemination charge.
A pretrial was set June 1 for Brian Keith Talkington, 40, Niles, charged with a seatbelt violation.
A pretrial was set June 5 for Tim Rinestine, 52, Overlook Drive, Salem, charged with engaging in prostitution, possession of criminal tools and drug paraphernalia for allegedly responding to East Palestine May 24 in response to an ad posted online by a Mahoning Valley Human Trafficking Task Force agent in which he agreed to pay $140 for sexual conduct with an adult female and was found with a methamphetamine pipe and an open bottle of rum.
A pretrial and probation violation hearing was set June 8 for Sarah E. Kidder, 23, Continental Drive, Salem, charged with criminal trespass for allegedly being found in a condemned home in East Liverpool Nov. 18, 2022.
A pretrial was set Aug. 15 for Daniel J. McKinney, 64, Boardman, charged with unsecured load.
A pretrial was set Aug. 15 for Lauren-Sofi Margaret Latimer, 33, North Canton, charged with OVI first offense, OVI breath .17+ first offense, failure to control and expired registration.
A pretrial was set Aug. 17 for Peyton M. Wolfe, 22, Neeld Road, East Palestine, charged with driving under suspension following a traffic stop for which Wolfe was also fined $50 for expired tags. Wolfe is also charged with obstructing official business for a separate incident May 22 in Columbiana in which Wolfe attempted to elude an officer and was found to have entered a home through the back door.
A pretrial was set Aug. 17 for Kimberly L. Wellman, 52, West Fourth Street, Salem, charged with domestic violence for allegedly causing harm to a household member during an altercation regarding a cell phone May 24 in Salem.
A pretrial was set Aug. 22 for Eric J. Jordan, 45, East Pidgeon Road, Salem, charged with driving under suspension.
A pretrial was set Aug. 22 for Christopher P. Knoch, 46, Warren, charged with driving under suspension and unsafe vehicle.
A pretrial was set Aug. 22 for Miranda N. Tharp, 27, Leavittsburgh, charged with driving under suspension, speed and a seatbelt violation.
Aaron Jordan Ward, 28, Youngstown, was sentenced to 180 days in jail (175 suspended), fined $400, placed on two years probation and ordered to complete 60 hours community service and anger management and general mental health evaluations as well as have no contact with the victims for telecommunications harassment and disseminating sexual images of another person for sending sexually graphic videos of himself with one of the victims to the other victim via social media Feb. 11.
Raymond D. Stidfole, 26, Oak Grove Road, Wellsville, was sentenced to 180 days in jail (100 suspended, three credited), fined $350, placed on five years probation and ordered to complete 500 hours community service, anger management and general mental health evaluation and a parenting course, as well as have no contact with the victim for having been found at the East Liverpool City Hospital with a child that had numerous injuries.
Shawn McGhee Jr., 23, Steubenville, was fined $300 for driving under suspension, speed, open container and a seatbelt violation.
Katelin R. Hurst, 31, Old State Route 154, New Waterford, was sentenced to 90 days in jail (87 suspended), fined $975, had her licensed suspended for one year, placed on two years probation and ordered to complete 20 hours community service and substance abuse evaluation for OVI first offense and failure to control. A charge of distracted driving was dismissed.
Collan McClaine Craig, 23, state Route 534, Salem, was sentenced to 180 days in jail (170 suspended), fined $1,300, had his license suspended two years, placed on two years probation and ordered to complete 20 hours community service and substance abuse evaluation for OVI, driving under suspension and marked lanes.
Melanie L. Gorby, 39, state Route 170, Negley, was sentenced to 90 days in jail (89 suspended, one credited), fined $300, placed on two years probation and ordered to complete 40 hours community service, anger management and general mental health evaluation and pay $1,080.65 with no contact with the victim for striking the victim’s truck with a baseball bat Dec. 31, 2022 at a Negley home.
Cacandra I. Seddon, 42, East Third Street, Salem, was sentenced to two days in jail (credited) and fined $150 for obstructing official business for attempting to impede officers from serving a warrant at a Perry Township home March 6.
Tony J. Blendenbacher, 28, Hartley Road, Alliance, was fined $180 for failure to control and a seatbelt violation.
Angelo Vincent Sposato, 19, Eagle Drive, East Liverpool, was sentenced to 30 days in jail (27 suspended), fined $790, had his license suspended for one year, placed on two years probation and ordered to complete 40 hours community service for underage OVI and left of center.
Michael S. Kalin, 19, Bellview, Pa., was sentenced to 90 days in jail (suspended), fined $750 and ordered to complete 20 hours community service and an online anti-prostitution course for responding to East Palestine Dec. 29, 2022, in reference to an online ad posted by a Mahoning Valley Human Trafficking Task Force agent in which he agreed to provide a $100 Walmart gift card for sexual conduct with an adult female and daughter.
Douglas Barnes, 42, Ravine Street, East Liverpool, was fined $30 for improper backing.
Joseph Mark Savin Jr., 27, Old Irondale Road, Wellsville, was fined $350 for driving under suspension.
Cherri A. Burke, 60, West Wilson Street, Salem, was sentenced to 60 days in jail (suspended), fined $150, placed on two years probation and ordered to complete 30 hours community service and have no contact with the Salem Giant Eagle for stealing $39.56 worth of items April 22.
Gina M. Maniscalco, 26, Jefferson Avenue, Salem, was sentenced to two days in jail (credited) and fined $100 for disorderly conduct intoxication.
Gary V. Jackson, 59, Lisbon Canfield Road, Leetonia, was charged with two days in jail (credited) and fined $200 for disorderly conduct amended from domestic violence for causing physical harm to a victim March 18.
Donald Matthew Thornton, 62, Las Vegas, was fined $150 for equipment violation amended from speed.
