Grand Jury
LISBON — Shaun Uscianowski, 44, West 16th St., Salem, was served recently with a secret indictment for multiple felony drug charges resulting from a drug raid by the Columbiana County Drug Task Force and Salem police at his home on May 17, 2022.
The county grand jury issued the indictment earlier this year for aggravated possession of drugs, a third-degree felony, four counts of aggravated possession of drugs, a fifth-degree felony, and a fifth-degree felony possession of drugs charge. There are also specifications for forfeiture of money from a drug case for $22.
The indictment alleged that he possessed an amount of methamphetamine equal or greater than bulk amount but less than five times the bulk amount. He also possessed buprenorphine, THC, MDMA, methamphetamine and clonazepam.
Municipal
LISBON — In Columbiana County Municipal Court, a man who made threats during an incident in East Palestine in March that included trespassing at the sewage treatment plant faced sentencing after pleading no contest and being found guilty.
Alfred Ferrara, 59, Cleveland, was fined $800 and sentenced to 63 days in jail, with credit for 63 days already served, for inducing panic, obstructing official business, resisting arrest and criminal trespass. The trespassing at the treatment plant occurred on March 28 shortly after an incident that occurred earlier that day at the Original Roadhouse where former President Donald Trump’s chief strategist Steve Bannon was appearing live on his syndicated talk show related to the East Palestine train derailment.
According to police reports, Ferrara was involved in a physical altercation with another male patron and was physically removed from the restaurant by security personnel and reportedly threatened to “get his gun and shoot up the place” as he was being escorted out of the bar/restaurant. He was a passenger in a vehicle driven by a woman when they fled, going to the water and sewage treatment plant where the woman drove into the raw sewage storage tank and the vehicle got stuck.
Ferrera was able to free himself from the vehicle and hid behind a building and resisted arrest when police found him and became verbally irate and verbally abusive to officers, telling them his name was Frank.
Also in Municipal Court, a case against Jordyn Price, 25, McKee Road, Wellsville, was bound over to the county grand jury for a fourth-degree felony burglary charge for allegedly remaining at an Avondale, East Liverpool property to commit theft after being told to leave by the homeowner when he left for work.
A pretrial was set June 8 for Dean Milliron, 40, Bradshaw Avenue, East Liverpool, charged with weapons while intoxicated and domestic violence for allegedly threatening a woman he knows with a firearm on May 29 in East Liverpool, allegedly while intoxicated.
John Conley, 50, Freedom, Pa., was fined $750 and given a suspended 30-day jail term for engaging in prostitution and possession of criminal tools for arranging for sexual activity with adult females through an online undercover ad in exchange for $180 and traveling to East Palestine on March 7 for the meeting. He was also ordered to complete 40 hours community service and a 12-hour online prostitution prevention course.
Brad Ruozzo, 39, Lowellville, was fined $900 and sentenced to 180 days in jail, with 179 days suspended and credit for one day served, for engaging in prostitution, possessing criminal tools and possession of marijuana, amended from aggravated trafficking in drugs. He was ordered to complete 50 hours community service and a 12-hour online prostitution prevention course. Ruozzo arranged for sexual activity with a female through an online undercover ad in exchange for $120 and traveled to East Palestine on March 14 for the meeting with a baggie of marijuana.
Sean DeMatteis, 25, Waterford Road, New Waterford, was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and a 12-hour online education course. DeMatteis arranged for sexual activity with a female through an online undercover ad in exchange for $100 and traveled to East Palestine on Dec. 28, 2022 for the meeting.
William Aragon, 40, Independence Square, Wellsville, was fined $250 and sentenced to 180 days in jail, with 166 days suspended and credit for 14 days served for domestic violence for striking a woman on Aug. 8, 2021 in East Liverpool.
Indya Spann, 22, Commerce Street, Wellsville, was ordered to jail for 23 days for a probation violation on a drug paraphernalia charge, but was given credit for 23 days already served.
Raymond Edwards, 39, Wilbert Avenue, East Liverpool, was fined $825 and sentenced to 30 days in jail, with credit for 30 days served, for drug paraphernalia, driving under suspension, use of unauthorized plate and speeding.
A hearing was set June 5 for Anthony Baker Sr., 37, Sophia Street, East Liverpool, charged with a fifth-degree felony failure to verify change of address for allegedly failing to report his change of address in March as required for registered sex offenders.
A pretrial was set Aug. 17 for Nicole Hilton, 53, Lincoln Avenue, Lisbon, charged with disorderly conduct for allegedly yelling and causing a scene at the Hot Dog Shoppe in East Liverpool recently.
Anthony Hupp, 38, Failor Street, East Palestine, was fined $150 and sentenced to two days in jail, with credit for two days served, for disorderly conduct, amended from violation of a protection order. The charges stemmed from a Sept. 6, 2022 incident in East Palestine.
A pretrial was set Aug. 21 for Reva McCullough, 32, Midland, Pa., charged with no license, loud exhaust, theft and criminal trespass for allegedly trespassing and failing to scan and pay for one item valued at $168 at the Calcutta Walmart on May 26. The traffic charges stem from a traffic stop in April.
A pretrial was set Aug. 22 for Patti Fitzpatrick, 35, Merle Road, Salem, charged with possession of drug paraphernalia and disorderly conduct for allegedly possessing marijuana paraphernalia on May 28 in East Liverpool and for allegedly being intoxicated by both drugs and alcohol in the area of East Pershing Street and Southeast Boulevard in Salem on July 17, 2022.
Steve Erwin, 64, Chester Avenue, East Liverpool, was fined $500 on each of six counts of failure to pay city income tax, with all but $50 of the fine suspended if the defendant complies with the payment plan. The charges stemmed from failing to pay East Liverpool city income tax from 2017 through 2022.
Charges of litter and open areas were dismissed against Myron Youngblood, 42, Monroe Street, East Liverpool. The charges stemmed from Oct. 5, 2022 and Dec. 6, 2022 in East Liverpool, related to trash.
A pretrial was set Aug. 14 for Jasmin Young, 22, Y & O Road, East Liverpool, charged with operating a vehicle under the influence of alcohol or drugs first offense, OVI breath first offense and speeding.
A charge of driving under suspension was dismissed for Chelsea Musulin, 33, East Martin Street, East Palestine.
A pretrial was set Aug. 15 for James Pennock, 28, East Canton, charged with OVI first offense, OVI breath first offense, driving under suspension and park on highway.
Jazmine Caldwell, 24, Sharpsville, Pa., was fined $1,065 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for OVI, possessing marijuana and turn signals. Charges of driving left side, drug paraphernalia, open container and traffic control devices were dismissed. Her driver’s license was suspended for one year and she was ordered to complete 40 hours community service.
A pretrial was set Aug. 17 for Caitlin Reyes, 22, New Brighton, Pa., charged with failure to control.
A pretrial was set Aug. 24 for Aaron Laney, 47, Newgarden Avenue, Salem, charged with driving under suspension.
