Grand Jury
LISBON — A secret indictment issued by the Columbiana County Grand Jury this year was served Monday to Kristen Moore, 49, East High Street, Lisbon, for two counts of tampering with evidence, a third-degree felony, and a misdemeanor of endangering children. All the charges stem from activity from Aug. 16, 2022 to Nov. 15, 2022, with the endangering children charge involving a child who was 10 years old when the risk to the child’s health began.
Traci Wells, 45, North Lincoln Avenue, Salem, was served Tuesday with a secret indictment issued by the Columbiana County Grand Jury in January for aggravated possession of drugs, a fifth-degree felony, for allegedly possessing methamphetamine on May 29, 2022.

LISBON — In Columbiana County Municipal Court, a preliminary hearing was set June 1 for an East Liverpool man for an alleged two-day assault on his domestic partner that left the victim with serious injuries. JC Marcum, 51, Avenue, East Liverpool is charged with second-degree felonious assault. Marcum allegedly punched, kicked, headbutted and pushed a woman at his residence on May 16 and May 17. The victim received medical treatment at East Liverpool City Hospital for her injuries which included jaw and orbital fractures and broken teeth.
Todd Hawthorne, 40, Garner Avenue, East Liverpool, was bound over to the county grand jury, charged with fifth-degree felony possession of drugs. Garner was an inmate at the county jail when a corrections officer allegedly discovered a playing card folded in half with a crystal meth substance in it in Garner’s cell on Feb. 15.
Lonnie Barker, 39, Irish Ridge Road, was bound over to the county grand jury on a charge of first-degree felony burglary and a preliminary hearing was set for June 1 for a charge of second-degree assault. Barker allegedly forced his way into a residence on Foulks Drive in East Liverpool on May 9 and dragged a female outside and threw her to the ground. Also on May 9, Barker allegedly headbutted the victim, knocking out two teeth, inflicting facial injuries and causing her to lose consciousness at his residence. Barker was released on a $25,000 surety bond and ordered to have no contact with the victim.
A preliminary hearing was set June 22 for Valerie Barker, 38, Irish Ridge Road, East Liverpool, charged with fifth-degree felony obstructing justice. Barker allegedly failed to disclose firearms during a search warrant investigating a burglary/assault charge against her husband Lonnie Barker on May 11. Multiple firearms were seized from the residence.
A preliminary hearing was set June 1 for Dustin Michaels, 25, state Route 170, East Palestine, charged with fifth-degree felony possession of drugs. Michaels was arrested on an outstanding warrant and allegedly had cocaine in his pants pocket on March 7.
Kristopher Simpson, 28, state Route 7, New Waterford, was bound over to the grand jury, charged with third-degree felony intimidation. During a traffic stop, Simpson allegedly made several threats to a Salem officer while being arrested for operating a vehicle under the influence on May 14.
Anthony Norman, 53, Phelps Road, Bristolville, was fined $750 for engaging in prostitution and possessing criminal tools. Norman agreed to exchange $140 for sexual activity after making contact with an undercover agent and traveled to Salem on March 14 to do so.
Michael Lyle, 43, South Middle Street, Columbiana, was fined $500 for engaging in prostitution. A possessing criminal tools charge was dismissed. Norman agreed to exchange $80 for sexual activity through an undercover ad and traveled to Salem on Feb. 28 to do so.
A pretrial hearing was set June 12 for Jason Kraner, 47, New Castle, Pa., charged with engaging in prostitution and possessing criminal tools. Kraner allegedly agreed to exchange $200 for sexual activity through an undercover ad and traveled to East Palestine on May 11 to do so.
A pretrial hearing was set June 8 for Christopher Wasson, 29, Tallmadge charged with engaging in prostitution and possessing criminal tools. Wasson allegedly agreed to exchange $140 for sexual activity through an undercover ad and traveled to East Palestine on May 20 to do so.
Martin McGuire, 57, West Calla Road, Salem was fined $1,225 and sentenced to 180 days with 150 suspended, 30 imposed and credit for five days served for endangering children, failure to reinstate, stop sign and OVI sentenced to 180 days with 150 suspended, 30 imposed and credit for five days served. McGuire was also ordered to perform 40 hours of community service. McGuire was driving while intoxicated with a minor in the vehicle on Continental Drive in Salem on May 17.
Megan McElroy, 29, Maple Hill Road, Salineville, was fined $700 and sentenced to 12 days time served for possession of drugs, obstructing official business, unauthorized use of plate and no operator’s license. McElroy gave a fake name to a St. Clair Township officer on May 1. A razor blade and both cleaned and used needles were found in her car.
A pretrial hearing was set Aug. 15 for Frank Williams, 52, Orchard Grove Avenue, East Liverpool, charged with five counts of failure to pay city income tax (2019-2023).
Whitney Almay,33, Dunn Road, East Liverpool was fined $200 for marked lanes and driving under suspension.
Lisa Johnson, 44, Toronto, was fined $500 for driving under suspension.
A pretrial hearing was set July 24 for Ryan Pritt, no age given, Lisbon Street, East Liverpool, charged with failure to control dogs and driving under suspension.
A pretrial hearing was set Aug. 17 for Rosie Faulkner, 35, West Martin Street, OVI, marked lanes, traffic control devices.
Justin Spack, 29, Arch Street, Salem, was fined $300 for disorderly conduct and drug paraphernalia.
Staci Shaw, 36, Riley Avenue, East Liverpool was fined $600 for driving under suspension, non-compliance and lighted lights amended from failure to yield.
A charge of rental permit regulation was dismissed against Hellen Dalrymle, 58, Trentvale Street, Eats Liverpool.
Sarah Parent, 20, Youngstown, was fined $250 for failure to stop for a school bus.
Corey Vernon, 44, Youngstown, was fined $150 for regulation lights amended from left of center.
David Buzzard, 49, Ohio Avenue, East Liverpool, was fined $300 for disorderly conduct, drug paraphernalia and obstructing official business.
A pretrial hearing was set Aug. 7 for Tina Tennant, 62, Bolivar Road, Wellsville, charged with operating a vehicle under the influence and failure to control.
A pretrial hearing was set June 6 for David Ernst, 18, Alliance, charged with speed.
