LISBON — An East Liverpool man who allegedly had a knife while under detention and possessed drugs on March 1, 2022 was served Wednesday with a secret indictment issued by the Columbiana County Grand Jury.

Ryan Blystone, 44, Claiborne Street, was charged with a fourth-degree felony charge of possession of deadly weapon while under detention and a misdemeanor possession of drugs. The indictment said the drug on March 1, 2022 was buprenorphine.

LISBON — In Columbiana Municipal Court, a preliminary hearing was set for May 25 for Brad Symanski, Youngstown, charged with two counts of fifth-degree felony assault. Symanski allegedly spit on two correctional officers after refusing to be handcuffed while he was an inmate at the county jail on May 15.

A pretrial hearing was set for July 25 for Dalton DeWitt, 29, Chagrin Falls, charged with engaging in prostitution, possessing criminal tools, two counts of failure to comply and two counts of obstructing official business. DeWitt allegedly answered an undercover ad and agreed to exchange $140 for sexual activity. DeWitt allegedly arrived at the meeting place in East Palestine on May 12 and was stopped by a marked law enforcement unit but refused to exit the vehicle. Officers reported that when they attempted to unlock the vehicle from the inside, DeWitt removed the officer’s hand and blocked officers’ attempts to shut off the running vehicle. A taser was deployed and officers reportedly tried to unlock the car again and again Dewitt allegedly impeded. DeWitt then allegedly rolled up the windows on the officers and drove away. He was later apprehended at a KOA campground.

A preliminary hearing was set May 30 for Curtis Gearhart, 39, Pine Hollow Road, Lisbon, charged with tampering with evidence, a third-degree felony. Gearheart allegedly refused to turn over his cell phone to be searched regarding a case involving three overdoses in Lisbon on May 7. Gearheart allegedly erased the files from his phone before officers could take custody of it.

A preliminary hearing was set June 8 for Ryan Blystone, 44, Wilbert Avenue, East Liverpool, charged with fourth-degree felony domestic violence. Blystone allegedly slapped a female, causing her mouth to bleed, and pushed her against a wall, causing additional injuries, at his residence on Dec 12.

A preliminary hearing was set June 5 for Christopher West, 29, West Pershing Street, Salem, charged with fourth-degree felony domestic violence. West allegedly punched, choked and dragged a pregnant woman in his residence on May 13. Officers noted bruising around the woman’s eyes.

A pretrial hearing was set for Aug. 22 for Jason Bynum, 36, Saginaw, Texas, charged with engaging in prostitution, possessing criminal tools and drug paraphernalia. Bynum allegedly answered an undercover ad and agreed to exchange $60 for sexual activity and agreed to purchase cocaine for $80. Bynum also allegedly arrived at the meeting in East Palestine in a truck that had radioactive material in it used for examining wells and pipelines. A dollar bill with whole residue was found in the truck.

Anthony Wagoner, 42, Walnut Street, Rogers, was fined $1,170 and sentenced to 26 days in jail and 50 hours of community service and was fined $1,170 for two counts of theft, two counts of criminal trespass, criminal damaging, drug paraphernalia, criminal trespass, driving under suspension, unsafe vehicle, no operator’s license. He was also ordered to pay $1,300 restitution to the victim within 365 days and $342 to another victim. On Dec. 15, officers responded to a residence at Clarks Mill Road in Washington Township about a breaking and entering. Officers found a door that had been kicked in and observed security footage of Wagoner on the property. Wagoner was also photographed on Hazel Run Road in Washington Township with another victim’s stolen property in the back of his truck on Feb. 22. On March 4, Wagoner was pulled over on East Liverpool Road in St. Clair Township and a burnt glass pipe with residue was found.

Francisco Morales, no age given, New York, N.Y., was fined $300 and sentenced to five days in jail with three served for public indecency and disorderly conduct. Morales was intoxicated when he exposed his genitals while urinating and defecating on the ground in public view on North Market Street in East Palestine on May 15.

Roberto Martinez-Drinidad, no age given, New York, N.Y., was fined $100 for disorderly conduct for being intoxicated in public on North Market Street in East Palestine on May 15.

Stephen Flannery, 40, Niles, was sentenced to 90 days in jail with 89 suspended and credit for one day served and fined $750 for engaging in prostitution and possessing criminal tools. Flannery solicited an undercover agent over the phone and agreed to exchange $200 for sexual activity and traveled to Salem to do so.

Austin Reed, 24, Austintown, was fined $900 and sentenced to 30 days suspended in jail for engaging in prostitution, possession of drugs and possessing criminal tools. Reed answered an undercover ad and agreed to exchange marijuana and $120 for sexual activity and traveling to East Palestine to do so.

A pretrial hearing was set May 25 for Ashley Sheppard, 21, Salem-Alliance Road in Salem, charged with assault. A juvenile reported to West Branch school employees that Sheppard allegedly struck her with open fists all over her body on March 31. The juvenile had visible injuries to her face and legs.

Brittany Ward, 29, Michigan Avenue, East Liverpool, was sentenced to 90 days in jail with 88 suspended and credit for two days served for theft. Ward changed the prices on 28 items for $147 dollars at the Calcutta Walmart on Feb. 12. Ward was also ordered to serve 22 hours of community service and to stay out of Walmart.

A pretrial hearing was set May 30 for William Aragon, 41, Independence,Square, Wellsville, charged with aggravated menacing. Aragon allegedly made threats of bodily harm toward a female and her family after a disagreement on July 7.

Ta-Ron Tisdale, 28, North Shady Lane, East Liverpool, was sentenced to 60 days in jail and fined $1450 for failure to comply. Tisdale failed to stop when police attempted to pull him over on state Route 267 in East Liverpool on May 17. Police pursued Tisdale who later stopped his car and fled on foot.

George Poling, no age given, was fined $415 and sentenced to 90 days in jail with 87 suspended and three served as well as 60 hours community service for OVI and marked lanes.

Rachel Hartley, 36, state Route 45, Lisbon, was fined $100 for driving under suspension.

A pretrial hearing was set Aug. 21 for Zaeem Malik, 18, Canfield charged with speed.

A pretrial hearing was set Aug. 14 for Perry Allen, 28, West Fourth Street, East Liverpool, charged with OVI and reasonable control.

Megan Rogers, 30, Knox Road, Homeworth, was fined $100 for unlawful tag amended from failure to confine dogs.

Alan Murphy, 31, New Castle, Pa., was fined $380 dollars for speed, not wearing a seatbelt and no operator’s license.

Alex Jones, 32, East Main Street, East Palestine, was fined $200 for wrongful entrust.

Joshua Mason, 31, York, Pa., was sentenced to 180 days in jail and fined $1,000 for operating a motor vehicle while under the influence. His driving privileges were suspended for two years.

Michael Young, 42, Moore Street, East Liverpool, was fined $150 for unauthorized use of a plate and animals at large.

John Deem, 30, Ray Street, East Liverpool, was fined $725 for no operator’s license, driving under suspension and unauthorized use of a plate.

A pretrial hearing was set for Aug. 10 for Ashley Painter, 39, New Garden Road, Salem, charged with failure to stop after an accident and improper passing.

A pretrial hearing was set for Aug. 15 for Sally Stanley, 57, Leslie Road, Lisbon, charged with OVI and left of center.

A pretrial hearing was set July 20 for Robert Cruz, 29, Columbia Street, Leetonia, charged with OVI and slow speed.

Charges of driving under suspension were dropped against Michael Weaver, no age given, Canton.
