LISBON -- John R. Wagner, 36, state Route 165, East Palestine, was served Tuesday with a secret indictment issued by the Columbiana County Grand Jury last month for a fifth-degree felony charge of failure to fulfill violent offender database duties. The indictment alleged that Wagner was a violent offender required to register his address with the sheriff's office and failed to do that on Feb. 21.
