Grand Jury

LISBON — Secret indictments issued by the Columbiana County Grand Jury and recently served included:

— Steven Summers, 47, Vale Street, East Liverpool, fourth-degree felony possession of cocaine for allegedly possessing cocaine on April 1, 2022 in an amount equal to or exceeding 5 grams, but less than 10 grams.

— Dawn Johnson, 51, Youngstown, two counts nonsupport of dependents, a fifth-degree felony, for allegedly failing to pay child support for two children from March 7, 2021 to March 5, 2023.

— Richard Short, 55, Rose Drive, Lisbon, failure to verify address, a fourth-degree felony, for allegedly failing to provide his address on Feb. 27 as required of a registered sex offender.

Municipal

LISBON — In Columbiana County Municipal Court, a case against Tierney Steiginga, 25, Walnut Grove Drive, New Waterford, was bound over to the county grand jury for fourth-degree felony assault after an incident on state Route 14 in Columbiana.

Steiginga was a passenger in a car that reportedly almost hit a Columbiana City police officer and the vehicle he had pulled over prior on state Route 14 near Homestead Drive on April 27. While conducting the first traffic stop, the officer reported another vehicle came within inches of striking the stopped car. The officer then pursued the other vehicle which eventually stopped at JDS Landscape. While the officer was attempting to detain the driver, Steiginga allegedly approached the officer aggressively and tried to intervene. Steiginga was then wrestled to the ground and allegedly scratched the officer as she resisted. Steiginga was also charged with resisting arrest and obstructing official business.

A pretrial hearing was set May 25 for Raymond Crow Jr., 31, Lincoln Avenue, East Liverpool, charged with assault and endangering a child. Crow allegedly assaulted a female and her 14-year old daughter at a residence in Washington Township on Jan. 5. The adult female reported she had been assaulted and officers noted a lump on her head. The juvenile female said she had been slammed to the ground and choked. Officers noted red marks on her neck and dry blood was visible around her mouth.

Kelsey McKormack, 32, Pine Street., Leetonia, was fined $150 and sentenced to 90 days in jail and 20 hours of community service. McKormack failed to scan $125 in items at the Salem Walmart.

David Libtay, 22, state Route 14, Columbiana, was fined $750 and sentenced to 50 days in jail with credit for 40 days for two counts of driving under suspension and unauthorized use of a plate.

Seth Mora, 29, New Brighton, Pa., was fined $915 and 180 days in jail with 177 suspended and credit for three days served and 29 hours of community service for operating a vehicle under the influence and failure to control. Mora was also ordered to attend a three-day driving prevention course.

Todd Zarack, 52, Midland, Pa, was fined $750 for engaging in prostitution and possessing criminal tools. Zarack, talking to an undercover agent, agreed to exchange $60 for sexual activity on April 1 and traveled to Unity Township to do so.

Charges of resisting arrest and disorderly conduct were dismissed against Marci Mancuso, 38, Waddel Street, Leetonia.

Brian Ours, Seventh Avenue, East Liverpool, was fined $150 and sentenced to 30 days in jail with 29 suspended and credit for a day served and 20 hours of community service for disorderly conduct. Ours was found intoxicated by responding officers. He was being pinned down by two male subjects who told officers that Ours was being combative.

David Sisco, 32, Tenth Street, Wellsville, was fined $400 and 20 hours of community service for driving under suspension, failure to comply, improper passing and possession of drug-abuse instruments. Sisco was observed by officers passing a car on a double-yellow line. He fled on foot after officers attempted to pull him over. A glass smoking pipe and a capped syringe were found in his possession when he was apprehended on May 8.

Joshua Hansen, 32, Barberton, was fined $250 for violating an order of protection after he contacted the restricted person from a blocked number on July 5.

A pretrial was set Aug. 10 for Adam Wiles, 27, N, Market, Street, Lisbon, charged with OVI, speed and driving under suspension.

A pretrial was set June 5 for Lucas Keck, charged with marked lanes and texting while driving and failure to comply. Keck allegedly failed to pull over for a traffic stop after an officer observed the marked lanes violation on May 13. The pursuit reached speeds of 90 miles per hour before officers called off the chase for safety reasons. He was later apprehended at a residence.

Zachariah Heston, Alliance, 27, was fined $250 and sentenced to 90 days in jail with credit for one day served after an amended charge of telecommunications harassment to attempted telecommunications harassment after posting a photo of a female on social media.

Mariah McClellan, 32, Trish Ridge Road, East Liverpool, was fined $875 and 90 days in jail with 87 suspended and credit for three days served and 40 hours of community service for OVI. She was also ordered to attend a three-day driving prevention program.

Gary Mills, 53, Youngstown, was fined $750 and sentenced to 90 days in jail with credit for 24 days served, for engaging in prostitution and possessing criminal tools. Mills contacted a female on social media and offered to exchange drugs for sexual activity. He was arrested by officers after traveling to New Waterford to do so on April 22. He had both methamphetamine and adderall in his possession.

Hunter Congrove, 20, state Route 45 was fined $450 and sentenced to 10 days in jail with credit for 10 days served for two counts of wildlife violations and failure to obtain permission. Congrove hunted canada geese out of season.

Carol Jackson, 57, West Park Avenue, Columbiana, was fined $1,075, 20 hours of community service and 90 days in jail with 87 suspended and credit for three days served for OVI, driving under suspension and failure to control. She was also ordered to attend a three-day driving prevention class.

A pretrial was set Aug. 8 for Kyle Farley, 32, Cortland, charged with engaging in prostitution and possessing criminal tools. Farley allegedly agreed to exchange sexual activity for $100 during a conversation with an undercover agent and traveling to Salem on April 25.

A pretrial was set Aug. 15 for Robert Stoffer, 67, New Castle, Pa., charged with OVI, engaging in prostitution and possessing criminal tools. Stoffer allegedly agreed to exchange $100 for sexual activity and traveling to Salem after answering an undercover online ad on May 12.

A pretrial was set May 30 for Myron Youngblood, 42, Monroe Street, East Liverpool, charged with littering, possession of marijuana, criminal trespass, open areas and a garbage/trash/litter adjacent property violation. Youngblood allegedly was found sleeping in the Market Street Lofts in East Liverpool on several occasions. The other charges stem from garbage and trash allegedly piled up in the alley next to his apartment and a call officers responded to Youngblood’s residence on Dec. 6 when he allegedly was found to be in possession of marijuana and cooking/heating his home with a wood-burning grill.
