LISBON -- In Columbiana County Municipal Court, a case against Charles Jonathan Ripley, 41, St. Clair Avenue, East Liverpool, was bound over to the county grand jury on a third-degree felony charge of domestic violence and misdemeanor menacing. The charges stemmed from an incident at an apartment in East Liverpool on April 29 when Ripley allegedly caused harm to a woman and broke items, with two or more previous convictions of domestic violence on his record. During booking, he allegedly threatened to assault a police officer.
A preliminary/pretrial hearing was set May 22 for Michael Lamont Jackson, 41, Boardman, charged with a fourth-degree felony improper handling of firearm in a motor vehicle and misdemeanors of engaging in prostitution, possessing criminal tools and restricted tinted glass. Jackson allegedly had a firearm in a black bag on the passenger seat during a traffic stop May 8 in East Palestine for a window tint violation. He had allegedly told police about a firearm in the door of the vehicle, but not about the one in the back pack. Jackson was also accused of making arrangements for sexual activity with an undercover agent posing as a female online in exchange for $100 and then traveling to East Palestine for the meeting.
A preliminary hearing was set May 15 for William L. Gist, 55, St. Clair Avenue, East Liverpool, charged with assault, a fifth-degree felony, for allegedly attempting to cause a harm to a female jail employee by throwing two dinner trays at her on May 1 while he was an inmate at the Columbiana County jail outside Lisbon.
Brent Lang, 43, Parma, was fined $500 and given a suspended 30-day jail term for possessing criminal tools and disorderly conduct, amended from engaging in prostitution. He was ordered to complete 40 hours community service and an online 12-hour prostitution course. Lang responded to an undercover ad of two females on a known prostitution website and arranged for sexual activity with the females in exchange for $60, traveling to East Palestine on March 11 for the meeting.
A pretrial was set July 27 for Charles L. Payne II, 42, Park Boulevard W, East Liverpool, charged with domestic violence for allegedly assaulting a woman on May 6 in East Liverpool. Due to a conflict of interest with the defendant and both judges, the Ohio Supreme Court will be asked to assign a visiting judge.
Sean McCarthy, 27, Commerce Street, Wellsville, was fined $800 and sentenced to 60 days in jail, with credit for 10 days served, for four counts of theft. He was also ordered to make restitution of $149.99 to Sabatini Shoes, $50 to Dollar General and $128 to a woman. Court documents said McCarthy failed to scan and pay for 16 items totaling $189 and hid the items in a stolen backpack at Calcutta Walmart on April 19. He was caught in the Arby's bathroom changing into the stolen clothes when police were called there for something else. He also had a pair of boots allegedly stolen from Sabatini Shoes. He also was accused of using deceptive measures to steal $128 from a juvenile through a cash app in East Liverpool. Another charge was for stealing items from the Dollar General on April 17 in East Liverpool.
Joseph A. Kelly, 65, Williams Avenue, East Liverpool, was fined $750 for a housing code violation for having a roof and windows covered with a tarp and housing wrap on May 23, 2022 on Williams Avenue, East Liverpool. A notice had been sent ordering repairs be made, but they had not been done as of September 2022.
Sentencing was set May 25 for Cheri A. Burke, 59, West Wilson Street, Salem, charged with theft for allegedly placing items in a reusable grocery bag and leaving Giant Eagle, Salem without paying, with the items valued at $39, on April 22.
A pretrial hearing was set May 18 for Tia Miller, 33, Martin Avenue, East Liverpool, charged with drug paraphernalia for allegedly possessing a digital scale with white residue on it during a traffic stop on June 17, 2022 in St. Clair Township. A probation violation hearing was also set for May 18 for allegedly violating her probation for a charge of drug paraphernalia from an April 2022 incident.
A temporary protection order violation against Andrew Rowell, 28, old Route 14, Columbiana, was dismissed without prejudice at the request of the prosecution.
A pretrial was set July 31 for Austin Loy, 25, Lacroft Avenue, East Liverpool, charged with a temporary protection order violation for being at a business in St. Clair Township on Jan. 13 and sending a text to a woman's employer, both in violation of a protection order filed against him. He was ordered to have no contact with the victim or her place of employment.
Charges of theft and possessing criminal tools against Amanda Marie Crespo, 36, Front Street, Negley, were dismissed with prejudice at the request of the state due to the failure of the Walmart asset protection office to cooperate with the prosecution. Crespo had been accused of using the wrong bar code for items totaling $371 at the self-checkout at the Calcutta Walmart on Sept. 21, 2022.
Charity Todd, 23, Salem Unity Road, Salem, was fined $350 and sentenced to 90 days in jail, with 89 days suspended and credit for one day served, for obstructing official business, amended from assault. Todd was accused of entering a vehicle through the passenger side and attempting to pull a woman out of her vehicle by her arm and hair on Oct. 30, 2022 on Salem Unity Road, Salem.
Matthew Stowers, 33, Denver Street, East Liverpool, was fined $1,000, with all but $50 suspended, for two counts failure to file a city income tax return for not filing city income tax returns in East Liverpool for 2020 and 2021.
A pretrial was set July 20 for Shelby Congrove, 47, state Route 45, Lisbon, charged with a miscellaneous wildlife violation for allegedly driving two males to an area in Madison Township on Oct. 5, 2022 and dropping them off to look for a deer in the field which a wildlife officer later learned was illegally shot by one of the men.
Susan Erwin, no date of birth listed, Chester Avenue, East Liverpool, was fined $500 each for six counts of failure to pay city income tax, with all but $50 of the fine suspended for failing to pay East Liverpool city income tax from 2017 through 2022.
A pretrial was set July 25 for Samuel Hepfner, no date of birth listed, Cunningham Road, Salem, for charges of failure to register vacant structure and failure to pay vacant structure monitoring fee for a building in the 600 block of East State Street in Salem this year.
Bryan Witt, 35, Irondale, was fined $250 and sentenced to five days in jail for theft for failing to scan and pay for 48 items totaling $742 at the Calcutta Walmart.
A pretrial was set May 15 for David Sisco, 32, Sixth Street, Wellsville, charged with possession of drug abuse instrument, failure to comply, driving under suspension and improper passing. Sisco allegedly possessed a capped syringe during a traffic stop on May 7 in Wellsville when he allegedly fled on foot and then was caught.
A pretrial was set July 25 for Lucas Davis, 40, Cadmus Street, East Liverpool, charged with operating a vehicle under the influence of alcohol or drugs third offense, driving under suspension and marked lanes.
Daniel Bandzak, 54, Masury, was fined $415 and sentenced to 90 days in jail, with 87 days suspended, leaving three days to serve, for OVI first offense and speeding. He was permitted to buy out 40 hours community service and his driver's license was suspended for one year.
A pretrial was set July 24 for Jorden Fairfield, 24, Minerva, charged with OVI second offense, OVI breath second offense and park on highway.
Joshua McCaughtry, 32, Hookstown, Pa., was fined $390 and sentenced to three days in jail, with credit for three days served, for driving under suspension and marked lanes.
A pretrial was set July 24 for Jacob Lallo, 33, North Madison Avenue, Salem, charged with OVI first offense and OVI breath first offense.
An OVI charge against Matthew Jennings, 43, Sharpsville, Pa., was dismissed. He was fined $100 for open container.
A pretrial was set July 25 for Chad Hiles, 37, West School Avenue, Salem, charged with OVI second offense, OVI breath second offense, hit skip/leaving scene, driving under suspension and assured clear distance.
A pretrial was set July 27 for Lewis D. Miller, 34, state Route 45, Lisbon, charged with OVI second offense, OVI breath second offense, failure to control an open container.
Richard Woodford, 60, North Jackson, was fined $150 for a stop sign violation, with a driving under suspension charge dismissed.
Ruslan Pliev, 39, Wheeling, Ill., was fined $150 for unsafe vehicle, amended from speeding.
William Crosslin III, 29, Vienna, was fined $235 for driving under suspension, speeding and improper registration.
A pretrial was set May 25 for Donald Thornton, 62, Las Vegas, Nev., charged with speeding.

LISBON -- Recently in Columbiana County Common Pleas Court, Malcolm Gilford, 36, Cleveland, was sentenced to 18 months in prison, with credit for 44 days served, for possession of cocaine, a fourth-degree felony. Gilford was accused of possessing cocaine on May 19, 2021.
Also in Common Pleas Court:
-- Matthew Ward, 34, Michigan Avenue, East Liverpool, was ordered to serve 90 days in the county jail for resisting arrest and to serve an undetermined term at the Eastern Ohio Correction Center for third-degree felony domestic violence, with credit overall for 161 days already served in the county jail. After the EOCC term is completed, he'll be on probation for three years. The charges stemmed from a Nov. 29, 2022 incident in East Liverpool for assaulting a man.
-- Joshua Simpkins, 37, New Castle, Pa., was sentenced to six months in prison, with credit for two days served, for a lesser offense of attempted compelling prostitution, a fourth-degree felony. A charge of possessing criminal tools, a fifth-degree felony, was dismissed. Simpkins was deemed a Tier II sex offender requiring residence verification every 90 days for life. He was accused of soliciting sexual conduct from an undercover agent in exchange for money in East Palestine on June 11, 2022.
-- Connie Strader, 47, McCracken Road, Salem, was ordered to serve 90 days in the county jail for violating the terms of her probation for aggravated possession of drugs from a 2019 case involving hydrocodone. Her probation was dishonorably terminated.
-- Jessie Barcus, 26, Lacroft Avenue, East Liverpool, was ordered to the county jail for 180 days, with credit for 153 days served, for violating the terms of probation for a fifth-degree felony charge of possessing drugs from 2018. Probation was dishonorably terminated.
-- Amber Cox, 41, Aten Avenue, Wellsville, was sentenced to seven months in prison, with credit for 43 days already served, for aggravated possession of drugs, a fifth-degree felony. She possessed methamphetamine on June 22, 2020. The prison term was ordered served at the same time as a 12-month term she received recently for illegal conveyance of drugs of abuse onto the grounds of a specified governmental facility.
-- Robert Koch III, 39, Steubenville, was placed on probation for three years for trespass in a habitation, a fourth-degree felony, for an incident Aug. 29, 2021.
-- Courtney Wilms, 33, Center Street, Leetonia, was ordered to serve nine months in prison after violating her probation on three counts of theft and a fourth-degree felony of Medicaid eligibility fraud. She received credit for 104 days served in jail. Wilms was accused of stealing food assistance benefits from the Department of Job and Family Services from Feb. 12, 2015 through Feb. 28, 2018, OWF cash benefits from Feb. 1, 2015 to March 31, 2015 and medical assistance benefits from March 1, 2015 through Feb. 28, 2018. Also from October 2014 through Feb. 28, 2018, Wilms made false and misleading statements in applying for the Medicaid program.
