LISBON -- A Lisbon man charged for selling and possessing drugs was sentenced recently to prison for four to six years plus an additional one-year term for multiple felony counts related to a traffic stop last year.
Robert A. Harroff, 34, Pritchard Avenue, appeared for sentencing in Columbiana County Common Pleas Court before Judge Megan Bickerton. He was sentenced to four to six years for second-degree felony aggravated trafficking in drugs and aggravated possession of drugs and 12 months on charges of improperly handling firearms in a motor vehicle, a fourth-degree felony, having weapons under disability, a third-degree felony, and a fifth-degree felony of possession of drugs. A drug paraphernalia charge was dismissed. The terms of four to six years and 12 months were to be served consecutively. He was also fined $7,500.
The charges stemmed from Harroff allegedly transporting a loaded firearm in a vehicle and possessing drug paraphernalia and drugs during a traffic stop in Columbiana on May 15, 2022. At the time, Harroff was prohibited from having a firearm due to a previous drug conviction. The drug charges involved an amount of methamphetamine more than five times the bulk amount but less than 50 times the bulk amount and the drug tramadol.

-- Joshua Rudder, 32, Birch Road, East Liverpool, was sentenced to 42 months in prison after pleading guilty to charges in two separate indictments for two counts failure to comply with the order or signal of a police officer, tampering with evidence, and having weapons while under disability, all third-degree felonies, and a fourth-degree felony charge of improperly handling firearms in a motor vehicle. The sentences for the two cases were ordered served consecutively, for the total of 42 months or three and a half years. He received credit for 71 days served in jail and his license was suspended for 10 years in each case, to be served consecutively, for a 20-year license suspension. In the first case, Rudder fled from police attempting a traffic stop on Feb. 25, 2022, crashed on Hibbetts Mill Road after losing control, and threw a drug pipe out of the door during the chase. The other case stemmed from Rudder fleeing from police and having a loaded firearm in the vehicle during a traffic stop in Columbiana County on April 28, 2022.
-- John Clunen, 40, East Fifth Street, Salem, was placed on probation for three years for a third-degree felony domestic violence charge and ordered to stay away from the victim. Clunen had entered a guilty plea in January to prosecutor's information for the charge for harming or attempting to harm a person on Nov. 19, 2022.
-- Marcia Maria Smith, 44, Iriquois Trail, Negley, was sentenced to 30 days in the county jail for attempted illegal conveyance of drugs of abuse onto the grounds of a specialized government facility, a fourth-degree felony, followed by three years probation. The charge was originally a third-degree felony for attempting to bring drugs into a facility on Oct. 6, 2021.
-- Bryan Jeffries, 34, Cannons Mill Road, East Liverpool, was placed on probation for four years and ordered to spend up to six months in the Eastern Ohio Correction Center for a third-degree felony charge of aggravated possession of drugs. For a money forfeiture, he was ordered to forfeit $500 to the state of Ohio, with the balance of $1,050 going to the county Drug Task Force. He was also given a mandatory $5,000 fine. Jeffries had been charged for possessing methamphetamine and the money on April 30, 2021.
-- Joseph M. Parker, 39, East Martin Street, East Palestine, was sentenced to eight months in prison, with credit for five days served, for aggravated trafficking in drugs, a fourth-degree felony, and aggravated possession of drugs, a fifth-degree felony, for selling and possessing methamphetamine in an amount less than bulk on March 5, 2021.
-- Justin Barrett, 38, Sophia Street, East Liverpool, was sentenced to 18 months in prison for having weapons under disability, a third-degree felony, and fifth-degree felonies of aggravated possession of drugs and possession of drugs. On Jan. 11, 2022, Barrett possessed methamphetamine and pregabalin and had a firearm which he was prohibited from having due to a previous felony conviction.
-- Brenna Perkins, 29, Morris Road, Lisbon, was sentenced to 18 months in prison for aggravated possession of drugs, a third-degree felony, for possessing methamphetamine on Feb. 4, 2021. The prison term was ordered served at the same time as an 18-month prison term Perkins began serving in January for a drug case in Stark County. She was also fined $5,000.
-- Cornelius Booth, 46, Youngstown, was placed on probation for three years for a lesser-included offense of trafficking in drugs, a fourth-degree felony, along with an order to forfeit $410. Booth was originally charged with aggravated trafficking in drugs, with a forfeiture specification, for offering to sell methamphetamine and having $410 in his possession on March 5, 2021.
Grand Jury
LISBON -- Two people were served recently with secret indictments for charges stemming from 2022 drug raid in Salineville.
Austin Ford, 23, Foundry Hill Road, Salineville, and Morgan Kaser, 21, Carrollton, were each charged with third-degree felonies of trafficking in cocaine and possession of cocaine, fourth-degree felony possession of fentanyl-related compound, and two counts of fifth-degree felony aggravated possession of drugs, all with specifications for forfeiture of money in a drug case.
Drugs involved included; cocaine in an amount equal or greater than 10 grams, but less than 20 grams; fentanyl-related compound in an amount equal or greater than 1 gram but less than 5 grams, oxycodone and 6-MAM (6-monoacetylmorphine). The forfeiture specification health with $111.
The Columbiana County Drug Task Force executed a search warrant at a Foundry Hill Road, Salineville property on Jan. 27, 2022, seizing a handgun, two rifles, crack cocaine, fentanyl, methamphetamine, cocaine, pills, several phones, drug paraphernalia and some cash.

-- Chad Brewer, 40, Darlington Road, Negley, second-degree felony aggravated possession of drugs and third-degree felony tampering with evidence, for allegedly possessing methamphetamine in an amount equal or greater than five times the bulk amount, but less than 50 times the bulk amount and tampering with evidence on July 18, 2021.
Municipal
LISBON -- In Columbiana County Municipal Court, Daniel Hale, 66, Cuyahoga Falls, was fined $750 and sentenced to seven days in jail, with credit for two days served, for engaging in prostitution and possessing criminal tools. He was also ordered to forfeit $140 to the Mahoning Valley Human Trafficking Task Force. Hale was accused of requesting sexual conduct from an undercover agent in exchange for $140 and traveling to Salem on Feb. 22 for the meeting.
Brandon Trimble, 37, Beaver, Pa., was fined $1,000 and sentenced to 180 days in jail, with 178 days suspended and credit for two days served, for engaging in prostitution and possessing criminal tools. He was also ordered to complete 40 hours community service. Trimble was accused of responding to an undercover ad of two females on a known prostitution website, arranging for sexual activity with the two females in exchange for $160 and traveling on Feb. 19 to East Palestine for the meeting.
Keyatta Riley, 36, Youngstown, was fined $500 and sentenced to 14 days in jail, with credit for 14 days served, for soliciting and possession of criminal tools for offering sexual activities to an undercover agent in exchange for money and arriving on Nov. 12 in Columbiana for the meeting.
A theft charge against Joseph M. Perkins, 22, Morris Road, Lisbon, was dismissed at defendant's costs at the request of the prosecutor who indicated the victim did not want to proceed. Perkins had been accused of taking a cell phone, identification card and cash app card last summer in Lisbon.
Hunter Congrove, 20, state Route 45, Lisbon, was fined $500 and sentenced to 120 days in jail, with credit for 39 days served, for two counts of aggravated menacing for pointing a shotgun at two women during an argument at a Wellsville residence on March 22. He was also sentenced to jail time for a probation violation, to be served at the same time as the sentence in the aggravated menacing case.
Kory Flowers, 31, Washington Avenue, Wellsville, was fined $200 and given a suspended 90-day jail term for theft. Flowers was also ordered to complete 20 hours community service and stay out of Walmart in Calcutta. He was accused of purposely tag switching items, altering the cost to lower items he was scanning, failing to render proper payment for 29 items totaling $184 at Calcutta Walmart.
A pretrial was set July 27 for John T. Swagger Jr., 31, Boardman, charged with criminal trespass for allegedly being at a residence on Wilbert Avenue, East Liverpool on May 1 while on the trespass list for the Columbiana Metropolitan Housing Authority.
A pretrial was set Aug. 7 for Jacob Clark, 31, Trinity Church Road, Lisbon, charged with violating a protection order for allegedly texting a woman's cell phone number on April 28 and showing up at her work while there's a protection order between the two parties.
Stefani Anderson, 32, Chester, W.Va., was fined $200 and given a suspended 180-day jail term for theft and ordered to perform 40 hours community service and to stay out of Walmart in Columbiana County. Anderson was accused of changing the price on items by using a 30-cent Kool Aid tag to scan her merchandise, failing to scan and pay for 14 items totaling $80 at Calcutta Walmart on Feb. 13.
A pretrial was set July 25 for Stephanie Griffin, no age listed, Euclid, charged with multiple housing ordinance and vacant structure violations in Salem, including removal of placard, nuisance, exterior door locks violation, inadequate sanitation, hazardous or unsanitary yard area, faulty weather protection, unfit dwelling, window violation and failure to pay vacant structure monitoring fee. The charges from March 31 involve a condemned residence at 264 W. Wilson St., Salem.
Barbara Thompson, 58, Walnut Street, East Liverpool, was fined $100 for an open areas charge for a housing violation related to maintaining fences on a Walnut Street, East Liverpool property on May 3, 2022 and continuing through the present.
Megan Rohbeck, 23, West Sixth Street, East Liverpool, was fined $2,500 with all but $50 suspended for five counts of failure to pay city income tax for not paying East Liverpool city income tax from 2018 through 2022.
Raymur Sicklesmith, 54, Burrows Avenue, East Liverpool, was fined $2,500 with all but $50 suspended for five counts of failure to file city income tax for not filing East Liverpool city income tax returns for 2015 through 2020.
Craig Smith, 42, Alpha Street, East Liverpool, was fined $1,500 with all but $50 suspended for three counts failure to file city income tax return for not filing East Liverpool city income tax returns for 2019 through 2021.
A pretrial was set July 24 for Alicia M. Brown, 53, Lemon Street, East Liverpool, charged with three counts of failure to file income tax for allegedly not filing East Liverpool city income tax returns 2019 through 2021.
Travis Milliron, 37, Highland Avenue, Salem, was fined $400 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served, for resisting arrest, disorderly conduct and drug paraphernalia. He was ordered to complete 20 hours community service. Court documents said Salem police officers saw him in the road in the 100 block of Vine Street under some type of intoxication on Nov. 15, 2022. He had been warned earlier about walking in the road and tried to walk away from police, who found a plastic bag containing mushrooms in his pocket.
A pretrial was set July 24 for Christine Christian, 46, Waterford Road, East Palestine, charged with theft for allegedly stealing a pack of whiskey shots from Rogers Food & Fuel in Rogers on May 28, 2022.
A pretrial was set July 17 for Beverly Sexton, 48, Cherry Street, Salem, charged with theft for allegedly placing $59 worth of items in her purse and leaving Salem Giant Eagle without paying on May 1. She was ordered to stay out of Giant Eagle.
Mark Wutz, 65, Kibler Road, New Waterford, was fined $250 and given a suspended 180-day jail term for telecommunications harassment, along with being ordered to complete 40 hours community service and have no contact with three people. Wutz was accused of sending text messages to the victim on Feb. 18 and Feb. 20 in East Palestine after previously being told on June 23, 2022 not to have contact with her.
A pretrial was set July 18 for Javelle Frank Anderson, 27, Youngstown, charged with two counts driving under suspension and a single count of speeding.
A pretrial was set July 18 for Alison Jackson, 47, St. Clair Avenue, East Liverpool, charged with operating a vehicle under the influence of alcohol or drugs first offense and turn signal violation.
A pretrial was set July 18 for Michael D. Hall, 33, Desellem Road, Lisbon, charged with OVI, failure to control, criminal damaging and possession of marijuana drug paraphernalia for charges related to an incident April 28 in Fairfield Township involving a damaged Jeep and possession of a smoking pipe.
A pretrial was set May 11 for Izaac Devon-Joseph Chalmers, 24, Pittsburgh Street, Columbiana, charged with driving under suspension and speeding.
A pretrial was set July 18 for Steve Johnson, 62, Homewood Drive, Salem, charged with OVI first offense and speeding.
A pretrial was set July 17 for Richard Chludzinski, 49, Walnut Street, Rogers, charged with failure to stop after an accident, driving under suspension and improper passing.
A pretrial was set July 11 for Joey-Lynn Wells Corfee, 34, Tower Road, Salem, charged with attempted for allegedly possessing pills and failing to provide the prescription to police after a traffic stop on March 31 in Unity Township.
Darren Phillips, 61, West South Range Road, Salem, was fined $100 for unsafe vehicle, amended from failure to yield.
Christopher Swartz, 43, Wintersville, was fined $300 for speeding and no license amended from driving under suspension.
A pretrial was set July 18 for Ronald Melott, 46, Lacroft Avenue, East Liverpool, charged with driving under suspension.
