LISBON — In Columbiana County Municipal Court, a preliminary hearing was set May 4 for Alan T. James, 45, Irondale, charged with two fourth-degree felony counts of assault of a police officer and misdemeanors of telecommunications harassment, resisting arrest and obstructing official business. Bond was set at $20,000 cash or surety and he was ordered to have no contact with Valley Drive In and have no firearm or ammunition.

The charges stemmed from an incident April 26 on state Route 39, Wellsville where deputies were called for a suspicious male parked at a business and not leaving. He was then observed standing next to a truck and trailer with a shotgun laying on the tailgate. When approached, he wouldn’t give his name and resisted when a deputy attempted to check him for weapons, ignoring multiple commands to stop reaching in his pockets and put his hands behind his back. Once handcuffed, he kicked a deputy multiple times and trapped another deputy’s arm in between his. The telecommunications charge stemmed from him allegedly continuing to send text messages to a victim April 25 after being told to stop, also in Wellsville.

A case against Chad Love, 36, Roller Road, Salem, was bound over to the county grand jury on charges of fourth-degree felonies of assault on a peace officer, obstructing justice and three counts of vandalism and misdemeanors of falsification and resisting arrest. Love on Feb. 6 allegedly gave a false name and ran away from officers trying to take him into custody in Leetonia after incidents when he allegedly damaged cars and ripped off the hand rail to the post office building and assaulted a police officer.

A pretrial was set June 22 for David Kane, 37, West Ninth Street, East Liverpool, charged with theft and criminal trespass for allegedly trespassing on a Hazel Run Road property and committing theft on Feb. 22.

Caleb VanCampen, 22, North Sumner, East Palestine, was fined $200 and sentenced to 180 days in jail, with 150 days suspended and credit for 15 days served, for two counts of theft. He was ordered to complete 20 hours community service. The thefts stemmed from him stealing a pint of paint and fleeing on foot from the Marietta Furniture Store, North Market Street, East Palestine on April 8 and from him stealing a sweatshirt out of a vehicle in East Palestine as the owner was watching, putting it on, then walking home. When police arrived, he answered the door wearing the stolen sweatshirt on April 11.

Daniel Ingram, 26, Prospect Street, Salem, was fined $425 and sentenced to 120 days in jail, with credit for 25 days served, for domestic violence and assault for punching a woman in the face and pushing her to the ground on April 12 in Butler Township and for grabbing her by the throat and choking her on Feb. 6. He was also ordered to time in jail, at the same time as this sentence, for violating his probation on a 2020 case.

A case against Joseph Frank, 50, Eric Drive, Lisbon, was bound over to the county grand jury for second-degree felony endangering children and misdemeanor domestic violence. Frank was accused of allegedly physically abusing a child, who had wounds and bruising from being beaten and who was lacking proper nutrition from having to stand at the dinner table while others sat to eat due to a points system by the defendant, according to an April 10 affidavit. The domestic violence charge stemmed from Frank allegedly hitting the boy with a belt, leaving serious welts and bruises on the boy’s body, arms, head and neck on April 6 in Lisbon.

A pretrial was set May 8 for Brian Patrick Conto, 58, Leslie Road, Rogers, charged with domestic violence for allegedly grabbing the back of a recliner and pushing it forward to force the elderly woman sitting in it to slide onto the floor during an incident April 26 in Rogers.

Alex Rabold, 30, Mercer, Pa., was fined $500 and sentenced to 90 days in jail, with 80 days suspended and credit for one day served, for engaging in prostitution and possessing criminal tools for answering an undercover ad on a known prostitution website and arranging for sexual activity with a female in exchange for $100, then driving to East Palestine on April 17 for the meeting.

Merle Schreffler, 47, Lisbon Street, East Liverpool, was fined $400 and given a suspended 180-day jail term for domestic violence, driving under suspension and tail lights. He was ordered to serve 20 hours community service. The incident involved a domestic on Aug. 2, 2022 in Liverpool Township and a May 2022 traffic stop.

Joseph David Lucas, 54, Mentor, was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools and ordered to complete 20 hours community service. Lucas responded to an undercover ad on a know prostitution website and arranged for sexual activity with a female in exchange for $100 and arrived on Nov. 28 in East Palestine for the meeting.

A pretrial was set July 20 for Mark Morgan, 41, Purinton Avenue, East Liverpool, charged with two counts of aggravated menacing for allegedly threatening two Beaver Local school personnel during an incident at the school on Nov. 22, 2022.

A pretrial was set July 18 for Arlana Dishler, 21, Industry, Pa., charged with theft for allegedly failing to scan and pay for 62 items totaling $279 at the Calcutta Walmart on April 4.

A pretrial was set May 8 for Randi Beagle, 31, Denver Street, East Liverpool, charged with domestic violence for allegedly attempting to harm a woman by grabbing her glasses off of her face and scratching her on April 25 in East Liverpool. Bond was set at $5,000 cash or surety and she was ordered to have no contact with the victim.

A pretrial was set May 4 for Nathan Elkins, 34, Baden, Pa., charged with obstructing official business for allegedly giving a false name to police investigating an incident in St. Clair Township on April 19.

A pretrial was set May 4 for Matthew E. Withers, 34, Youngstown, charged with criminal trespass for allegedly hiding in a shed on a Waddell Street, Leetonia property that he was supposed to stay away from on April 25.

Jack Lanterman, 89, Garfield Road, Salem, was fined $150 for disorderly conduct, amended from menacing, for threatening two people at the Salem GetGo on East State Street on Oct. 25, 2021.

A pretrial was set July 18 for Angela Hess, 41, East Fourth Street, East Liverpool, charged with disorderly conduct for allegedly refusing to leave East Liverpool City Hospital and making unreasonable noise in the emergency department on April 21.

Sentencing was set May 9 for Bryan Witt, 35, Irondale, who pleaded no contest to theft for allegedly failing to scan and pay for 48 items totaling $742 at the Calcutta Walmart.

A pretrial was set July 20 for Lisa Boyd, 57, Main Street, Wellsville, charged with complicity for allegedly picking up a woman’s wallet and giving it to someone else on Oct. 24, 2022 in Wellsville.

Chelsea Simpson, 29, West North Avenue, East Palestine, was fined $100 and given a 30-day jail term for disorderly conduct, amended from domestic violence. She was ordered to complete 20 hours community service. She struck a man in the side of the face with her cell phone during a physical altercation April 19 in East Palestine.

A pretrial was set July 20 for William Brush, 38, Austintown, charged with engaging in prostitution and drug paraphernalia for allegedly responding to a posted undercover ad on a known prostitution website and making arrangements for sexual acts with a female in exchange for $120 to $180. He also allegedly said he would bring narcotics and was found with a crack cocaine pipe and a rock of crack cocaine when he arrived for the meeting in East Palestine on April 26. Documents said Brush had been in Salem for a sex-for-hire situation on April 6.

Kristi McGarry, 29, Canfield, was fined $200 and sentenced to 180 days in jail, with 170 days suspended and credit for 10 days served, for obstructing official business and possession of drug abuse instruments. She was ordered to perform 20 hours community service. McGarry possessed a hypodermic needle and provided false information to investigators serving a search warrant at a residence on Sunset Drive, Wellsville on Feb. 12, 2022.

A pretrial was set May 1 for Hunter Cosgrove, 20, state Route 45, Lisbon, charged with failure to obtain permission and two counts miscellaneous wildlife for allegedly trespassing on a Madison Township property to retrieve a deer on Oct. 5, 2022, possessing a wild turkey when he had not reported harvesting it in 2022 and hunting geese out of season.

A pretrial was set May 18 for Jamie Jo Short Rambo, 35, South Market Street, East Palestine, charged with possession of drug abuse instruments, obstructing official business and drug paraphernalia for allegedly possessing spoons used for preparing narcotics with narcotics still present, crack cocaine pipes, a digital scale with residue, five hypodermic syringes and a container with an unknown substance on April 25 in East Palestine. Rambo also was aware of a missing girl and exchanging messages with her and wasn’t answering the door when law enforcement came to the residence looking for the girl.

Sarah Dobbins, 37, Wilbert Avenue, East Liverpool, was fined $150 for a parental responsibility violation after her young child left the residence while she was sleeping on April 20 in East Liverpool, which had happened before.

Garritt Brown, 23, Hopedale, was fined $150 for prohibitions against violations of board for a nuisance violation filed by the Columbiana County General Health District for a Bayard Road, Minerva property on Dec. 27, 2022.

Robert Farkas, 46, Hawley Avenue, Salem, was fined $150 and sentenced to two days in jail, with credit for two days served, for disorderly conduct for causing a disturbance in the area of Cleveland Street in Salem on Aug. 23, 2022.

Casey Carter, 31, East Liverpool Road, East Liverpool, was fined $250 and sentenced to 45 days in jail, with credit for nine days served, for obstructing official business for delaying a probation officer at Columbiana County Municipal Court from collecting a proper urine sample from her on April 18 during an ordered drug screen. The sentence was to be served at the same time as another case.

Nicholas Stockford, 29, Newgarden Avenue, Salem, was fined $100 and sentenced to 20 days in jail, with credit for seven days served, for criminal trespass for trespassing on July 8, 2022 in East Liverpool.

Salvatore Meli, 46, Center Street, Wellsville, was fined $150 for driving under suspension. He was also fined $250 and sentenced to 17 days in jail, with credit for 17 days served, for domestic violence for an incident from 2017.

Bradley Soliday, 36, Bayard Road, Minerva, was fined $250 and sentenced to 90 days in jail, with 78 days suspended and credit for 12 days served, for possessing drug abuse instruments. He was ordered to perform 50 hours community service. Soliday had a syringe on Sept. 25, 2022 in East Rochester.

Samuel Holshue, 21, Pleasant View Drive, Lisbon, was fined $1,075 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served for a driver intervention program, for operating a vehicle under the influence, failure to control and driving under suspension, with a seat belt violation dismissed. His driver’s license was suspended for one year and he was ordered to perform 40 hours community service.

A pretrial was set John Raymond Fry, 64, Justison Road, East Palestine, charged with OVI first offense, driving under suspension, left of center and distracted driving.

A pretrial was set July 17 for Terry Fone, 55, Holiday Street, East Liverpool, charged with OVI first offense.

A pretrial was set July 24 for Justin Schnur, 40, St. Clair Avenue, East Liverpool, charged with OVI second offense and failure to control.

A court trial was set May 18 for Eric Puckett, 38, Alliance, charged with driving under suspension.

A pretrial was set July 24 for Ronald Boyer, 50, Wilson Street, Salineville, charged with possessing marijuana and driving under suspension.

Susan Baxter Thompson, 61, Lower Elkton Road, Leetonia, was fined $150 for an equipment violation, amended from failure to control.

John Meyer, 23, St. Louis, Mo., was fined $150 for an equipment violation, amended from a stop sign violation.

Timothy Beagle, 64, East Main Street, East Palestine, was fined $150 for no license, amended from driving under suspension.

James Schmidt, 40, North Lima, was fined $150 for driving under suspension and expired plate.

Travis Riggs, 41, Monroeville Heights, Salineville, was fined $150 for driving under suspension.

Joshua Gallimore, 35, East Liverpool Road, East Liverpool, was fined $250 for no license, failure to display valid sticker and reckless operation

Shawn Paulin Sr., 44, Toronto, was fined $500 for two counts driving under suspension, and charges of unauthorized plate and loud exhaust.

John Valentine, 44, Uhrichsville, was fined $245 for driving under suspension, traffic control devices and speeding.

Jason Young, 46, Youngstown, was fined $150 for speeding.

Thomas Ellis, 46, Brilliant, was fined $100 for an equipment violation, amended from speeding.

A speeding charge against Daniel Thompson, 34, New Philadelphia, was dismissed.
