Grand Jury
LISBON -- Gary Eddy, 40, Leslie Road, Rogers, was served recently with a secret indictment for four felony counts related to passing bad checks and forging checks.
Eddy was charged with two counts each of forgery and passing bad checks, both fifth-degree felonies, for allegedly defrauding Ron Connelly by writing bad checks and forging checks for $1,850 payable to American Custom Construction on Nov. 22, 2021 and Dec. 15, 2021.
He was served with the indictment in Licking County.
Municipal
LISBON -- In Columbiana County Municipal Court, a case against William Gist, 55, Broadway, Wellsville, was bound over to the count grand jury for violation of a protection order, a fifth-degree felony.
A case against Gist for misdemeanor domestic violence was reset for a status conference on April 17, with a jury trial set for April 19.
The felony charge stems from Gist allegedly attempting to contact a woman via cell phone and social media in violation of a protection order in March in Liverpool Township. The domestic violence charge stemmed from an incident Nov. 30, 2022 in East Liverpool when Gist allegedly physically harmed a different woman.
A preliminary hearing was set April 17 for Matthew Withers, 34, Steubenville, charged with third-degree felony compelling prostitution, fourth-degree felony attempted illegal sexual conduct with a minor, and fifth-degree felonies of importuning and possession of criminal tools. Bond was set at $30,000 and he was ordered to have no contact with any minor. Withers allegedly requested sexual conduct from an undercover agent posing as a 15-year-old female in exchange for $120, coming to Salem with his phone on April 8 for the meeting.
A pretrial was set June 20 for Roger Thomas, 59, Alliance, charged with engaging in prostitution and possessing criminal tools for allegedly responding to an undercover ad on a known prostitution website, arranging for sexual activity with a female in exchange for $140 and arriving in East Palestine on April 7 for the meeting with money and a cellular device. Thomas had already been charged with the same charges for a sex-for-hire incident in Salem on March 21, with both incidents involving separate agents from the Mahoning Valley Human Trafficking Task Force.
A preliminary/pretrial hearing was set April 17 for Kerri Steffel, 35, Barclay Avenue, Salem, charged with a third-degree felony domestic violence and misdemeanors of obstructing official business and criminal mischief for allegedly biting and striking a man during an incident April 8 in Salem, then refusing to cooperate with police, intentionally spitting on the divider in the cruiser and refusing to get out of the cruiser or enter the jail.
A preliminary hearing was set April 17 for Brian Detchon, 36, Alliance, charged with fifth-degree felony possession of drugs for allegedly possessing methamphetamine during a traffic stop Oct. 31, 2021 in Knox Township.
A pretrial was set April 17 for James Harvey Kirk, 24, Burney, Calif., charged with criminal damaging, resisting arrest, menacing, and disorderly conduct-presence of emergency facility person for an incident April 9 in East Liverpool. Police had been called for an assault on West Sixth Street and came across a man who had blood coming from his mouth and slurred speech and an officer could smell alcohol. He allegedly refused to give his information, then gave his name, which was Kirk, and was taken to East Liverpool City Hospital where he became aggressive, refused treatment and made several threats of physical harm to hospital staff. He allegedly continued to be aggressive, resisted arrest and kicked the inside of the cruiser door after his arrest. He was ordered to stay out of East Liverpool City Hospital unless it's an emergency.
A pretrial was set April 25 for David Earich, 36, Jefferson Street, Salineville, charged with aggravated trespass, aggravated menacing, cruelty to animals and resisting arrest for allegedly trespassing on a Market Street, Salineville property, kicking a woman's dog in the head with steel toe boots and making her and her children and neighbor fear he would cause them physical harm on April 8. When police attempted to stop him after the allegations, he refused to comply with commands and charged at an officer while armed with a knife, causing the officer to deploy a taser.
A pretrial was set April 20 for Joseph Moore, 26, Winona Road, Salem, charged with domestic violence for allegedly yelling at a woman and throwing his hands up at her before breaking her cane when she used it as a defensive tactic on him on April 7 on Winona Road. She told a deputy she was fearful for her life and fled to a relative's residence.
A pretrial was set April 20 for William Long, 48, Globe Street, East Liverpool, charged with assault. Bond was set at $20,000 cash or surety and he was ordered to have no contact with the victim. Long allegedly grabbed the male victim by the neck and threw him to the ground and started hitting him in the face and choking him after a confrontation on April 9 at Fireside Lake Campground in East Rochester.
A pretrial was set April 20 for Angela Marie Hess, 41, West Fourth Street, East Liverpool, charged with assault. Bond was set at $5,000 cash or surety and she was ordered to have no contact with the victim. Hess allegedly shoved a woman down resulting in her falling and breaking through a chair on April 7 in East Liverpool.
Anthony Greathouse, 32, Church Street, Salineville, was fined $150 for disorderly conduct, amended from domestic violence, for causing physical harm to a male by striking him in the side of the face and neck on July 4, 2022 in Salineville.
Spencer Hulett, 36, state Route 344, Salem, was fined $250 and sentenced to 90 days in jail, with 88 days suspended and credit for two days served, for obstructing official business. He was ordered to perform 10 hours community service and ordered to have no contact with the Foundry in Salem. Hulett failed to follow commands from Salem police and lied about his involvement in a fight in Salem on Oct. 9, 2022.
A pretrial was set June 26 for Caleb VanCampen, 22, North Sumner, East Palestine, charged with theft for allegedly stealing a pint of paint and fleeing on foot from the Marietta Furniture Store, North Market Street, East Palestine on April 8. He was ordered to stay out of the store.
Oliver Aeschbacher, 34, Saltwell Road, Lisbon, was fined $225 for reasonable control and disorderly conduct, amended from obstructing official business, with a charge of failure to stop after an accident dismissed. Aeschbacher refused to cooperate with an investigation into a motorcycle accident in Leetonia on Aug. 11, 2022. He fled the scene and refused to say who picked him up from the crash.
Matthew Juillerat, 32, Youngstown, $500 and sentenced to 90 days in jail, with credit for 90 days served, for theft and criminal trespass for trespassing on a South Egypt Road, Salem property and stealing a utility trailer on Aug. 5, 2022,
Brandon Farmer, 38, East State Street, Salem, was fined $905 and sentenced to 180 days in jail, with 174 days suspended and credit for three days served in a driver intervention program, leaving three days imposed, for operating a vehicle under the influence of alcohol or drugs and tinted glass. His driver's license was suspended for one year, with driving privileges granted, and he was ordered to complete 20 hours community service.
Daniel Wallace, 28, Midland, Pa., was fined $920 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program for OVI and speeding. His driver's license was suspended for one year and he was ordered to complete 40 hours community service.
A pretrial was set June 26 for James Hamilton, 57, Leetonia Road, Leetonia, charged with OVI first offense and marked lanes.
Kathy Kennedy, 48, last known address Creek Road, New Waterford, was fined $1,425 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for OVI, failure to control, possessing marijuana, possessing drug abuse instrument, drug paraphernalia and no license. Her driver's license was suspended for one year and she was ordered to complete 50 hours community service. Kennedy possessed drug paraphernalia and a hypodermic needle during a traffic crash on Nov. 12, 2022 in Fairfield Township.
A pretrial was set June 29 for Danny Schultz, 25, Cliff Drive, Salem, charged with illegal use or possession of drug paraphernalia for allegedly possessing a cut straw with unknown white residue inside that he admitted was for narcotic use after being taken into custody for a warrant at April 7.
A pretrial was set April 17 for Jaclyn Koch, 39, Adams Road, East Palestine, charged with drug paraphernalia for allegedly possessing a cut straw with white residue in her purse and multiple loose pills in her glove box during a traffic stop April 3 in St. Clair Township.
Charles Smith, 42, Dewey Avenue, East Liverpool, was fined $150 for possessing marijuana.
