LISBON — In Columbiana County Municipal Court, a case against Jason Fitzsimmons, 48, Woodville Road, Leetonia, was bound over to the county grand jury on charges of fourth-degree felony attempted, fifth-degree felonies of importuning and possessing criminal tools and misdemeanors of operating a vehicle under the influence of alcohol or drugs second offense and OVI breath second offense.
Fitzsimmons allegedly contacted a female he believed to be 15 years old via Facebook Messenger on an undercover social media account, soliciting sexual conduct from the female and arriving in East Palestine on March 20 for the meeting intoxicated.
A preliminary hearing was set April 10 for Dalton Owen, 22, Northside Avenue, East Liverpool, charged with fourth-degree felony domestic violence for allegedly strangling a woman with his hands, restraining her and chasing her down the street on April 1 in East Liverpool. Bond was set at $75,000 cash or surety and he was ordered to have no contact with the victim.
A preliminary/pretrial hearing was set April 10 for Allen Cleghorn, 43, Moore Street, East Liverpool, charged with third-degree felony domestic violence and misdemeanor theft for allegedly cutting up a bed and couch with a knife and making threats while holding the knife April 2 in East Liverpool. He also allegedly stole kitchen cabinets from a property in East Liverpool on March 17.
A pretrial was set April 10 for Nicholas Allen Anderson, 29, Wilbert Avenue, East Liverpool, charged with domestic violence for allegedly striking a woman in the face several times with his closed fist on March 31 in East Liverpool. Bond was set at $50,000 cash or surety and he was ordered to have no contact with the victim.
A sentencing hearing was set April 10 for Joseph A. Long, 46, Ohio Avenue, Salem, who pleaded guilty to assault and was ordered to have no contact with the victim. Long was accused of getting into a verbal altercation with a woman on April 2 in Salem and throwing a box of medical gloves at her.
A pretrial was set June 26 for Judy K. Stratton, 66, South Lincoln Avenue, Salem, charged with domestic violence for allegedly scratching a male at a Perry Township residence on April 1.
A pretrial was set April 10 for Cameron Yarwood, 44, listed as homeless in Salem, charged with domestic violence for allegedly getting into a physical altercation with a male on March 31 in Salem.
Beth Wakefield, 57, Lang Street, East Liverpool, was fined $100 for theft for failing to scan and pay for $213 worth of items from the Calcutta Walmart on Oct. 27, 2022.
An assault charge was dismissed for Sheila Backus, 57, Harding Avenue, East Liverpool, who had been accused of assaulting a male on Jan. 13 in Wellsville.
Kasey Blackburn, 31, last known address Canal Street, East Rochester, was fined $500 and sentenced to 180 days in jail, with 172 days suspended and credit for eight days served for aggravated menacing and violation of a protection order. He was also ordered to perform 100 hours community service, have no contact with the victim and to take a parenting course. Blackburn attempted to make forcible entry into the Canal Street residence and violated a protection order on Oct. 18, 2022. Four additional protection order violations and charges of aggravated menacing and domestic violence were dismissed related to similar violations last fall.
A pretrial was set April 10 for Richard Chludzinski, Walnut Street, Rogers, charged with two counts prohibitions concerning companion animals and a single count of obstructing official business for allegedly shooting two dogs to death on March 31 in Rogers, allegedly after one attacked a cat and the other got out of the kennel. When asked about the two dogs, he allegedly wouldn’t provide anymore information about them to deputies investigating who shot the dogs or where they were, an affidavit said.
Kurt Smith, 46, New Middletown, was fined $750 and given a suspended 90-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to complete 20 hours community service and a 12-hour education course. Smith arranged for sexual conduct with a female in exchange for $180 after answering an undercover ad on a known prostitution website, traveling to East Palestine on Oct. 31, 2022 for the meeting.
Darren Fout, 39, Reynoldsburg, was fined $750 and given a suspended 30-day jail term for engaging in prostitution and possessing criminal tools. He was ordered to forfeit $80 to the Mahoning Valley Human Trafficking Task Force, complete 40 hours community service and complete impulse control counseling. Fout responded to an undercover ad on a known prostitution website and arranged for sexual activity with a female in exchange for $80, traveling to East Palestine on March 23 for the meeting.
A pretrial was set April 10 for Robert E. Chester, 52, West Pershing Street, Salem, charged with domestic violence for allegedly causing physical injuries to a woman during a physical altercation on March 31 in Salem.
Steven Halliday, 63, state Route 267, East Liverpool, was fined $200 and sentenced to 90 days in jail, with 87 days suspended, leaving three days to serve for theft for failing to scan and pay for $151 worth of items at the Calcutta Walmart on Jan. 14. He was also ordered to complete 20 hours community service and stay out of Calcutta Walmart.
Jerry Mathes, 48, Woodland Drive, Columbiana, was fined $250 and given a suspended 30-day jail term for disorderly conduct, amended from theft, for failing to scan and pay for $212 worth of items at Salem Walmart on Dec. 22, 2022. He was also ordered to complete 20 hours community service.
Jennifer Michaels, 27, Wilbert Avenue, East Liverpool, was fined $100 for disorderly conduct for fighting with her neighbor in East Liverpool on March 29 after the neighbor claimed she called her kids’ names.
Barbara Homan, 34, Wilbert Avenue, East Liverpool, was fined $100 for disorderly conduct for fighting with her neighbor in East Liverpool on March 29 after claiming she called her kids’ names. She was also fined $30 for loud exhaust.
A pretrial was set June 15 for Joseph Quinn, 20, Orchard Street, East Liverpool, charged with criminal mischief, drug paraphernalia and disorderly conduct for allegedly possessing a crack pipe and being located next to a car in East Liverpool on April 1, claiming he was getting something for a friend. Police found the inside of the vehicle was thrown around. The disorderly conduct charge stemmed from his alleged intoxication.
A pretrial was set April 10 for Jeffrey Powers, 39, Newell, W.Va., charged with theft and two counts criminal trespass for allegedly stealing items from the Calcutta Walmart in January and being trespassed from Walmart. He also allegedly trespassed in a vacant apartment in East Liverpool in November.
Felony charges of failure to verify address and failure to provide notice of change of address were dismissed against William Earl Barnes, 31, last known address Avondale Street, East Liverpool, because he was already indicted on the charges through the county grand jury.
Danielle Billman, 48, Canton, was fined $400 and sentenced to 20 days in jail, with credit for two days served, for possession of drug abuse instruments and illegal use or possession of drug paraphernalia. Billman possessed a loaded syringe and other drug paraphernalia with residue during a traffic stop on April 1 in Columbiana.
Thomas Seitz, 57, Coolidge Street, East Liverpool, was fined $1,000 and sentenced to 180 days in jail, with 170 days suspended, leaving 10 days to serve, for operating a vehicle under the influence of alcohol or drugs. A charge of failure to stop after an accident was dismissed. His driver’s license was suspended for two years. He was also ordered to complete 20 hours community service.
Justin Rydarowicz, 21, Fork Road, Leetonia, was fined $625 for OVI second offense and possession of marijuana drug paraphernalia for possessing a glass smoking pipe on Jan. 31 during a traffic stop in Fairfield Township. He was sentenced to 180 days in jail, with 157 days suspended, credit for 18 days served on electronically monitored house arrest and ordered to spend five days in jail for OVI and for a probation violation in another case. He was ordered to complete 60 hours community service.
Joaquin Johnson, 21, Blakely Street, East Liverpool, was fined $1,475 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served for a driver intervention program for physical control, failure to control, disorderly conduct, obstructing official business, resisting arrest and possessing marijuana. He was also ordered to complete 40 hours community service. Johnson resisted arrest after waking up during a call on Nov. 1, 2022 in East Liverpool regarding a person passed out behind the wheel of his vehicle. His driver’s license was suspended for 180 days.
Emily Borucki, 19, Boardman, was fined $920 and sentenced to 90 day in jail, with 87 days suspended and credit for three days served for a driver intervention program for OVI and speeding. A charge of endangering children was suspended. Her driver’s license was suspended for one year, with driving privileges granted. She was also ordered to complete 40 hours community service. The endangering charge stemmed from other teens being in the vehicle with her at the time of the OVI traffic stop Jan. 15 in Columbiana.
Richard Douglass, 82, Latta Road, East Palestine, was fined $100 for a miscellaneous wildlife charge for shooting at skunks in a field from the roadway on Nov. 29, 2022 in the East Palestine area.
A pretrial was set June 26 for Tyler McCoy, 25, U.S Route 30, Kensington, charged with OVI first offense, OVI breath first offense and speeding.
A pretrial was set June 27 for Davante Lashondre Jackson, 30, Wilbert Avenue, East Liverpool, charged with drug paraphernalia, no license and use of unauthorized plate for allegedly possessing a rolled up dollar bill with residue on it during a traffic stop March 27 in St. Clair Township.
A pretrial was set June 20 for Nathan Wylie, 37, Enon Valley, Pa., charged with OVI breath first offense and reckless operation.
Christopher Craft, 29, Mill Street, Rogers, was fined $150 for driving under suspension.
Christopher David Judge, 36, Pennsylvania Avenue, East Liverpool, was fined $200 plus court costs after pleading no contest to a tail lights violation and use of unauthorized plate. Charges of driving under suspension were dismissed.
A pretrial was set June 13 for Cameron Posey, 19, West North Avenue, East Palestine, charged with driving under suspension.
