Grand Jury

LISBON — Secret indictments issued by the Columbiana County Grand Jury that were issued recently include:

— Jesse Shiflett, 28, Youngstown, aggravated possession of drugs, a fifth-degree felony, for allegedly possessing methamphetamine on Feb. 22, 2022.

— Angel Hartley, 49, Palissey Street, East Liverpool, aggravated possession of drugs, a fifth-degree felony, for allegedly possessing oxycodone on Oct. 5, 2021.

— Shannon Landess, 41, 15th Street, Wellsville, grand theft, a fourth-degree felony, and telecommunications fraud, a third-degree felony, for allegedly stealing money from the Wellsville Volunteer Fire Department from March 11, 2016 to Dec. 5, 2022.

Municipal

LISBON — In Columbiana County Municipal Court, a pretrial has been set for March 9 for Glen Collins III, Longs Church Road, East Liverpool for two counts of violation of a protection order, two counts of violation of protective order fourth-degree felony and burglary fourth-degree felony. Collins allegedly broke into residence and refused to leave until the victim threatened to call the police on July 22. Collins also allegedly has repeatedly not complied with a protection order.

A pretrial was set for March 9 for Dominique Smith, 24, Warren for failure to comply, possession of marijuana, assault of a police officer, two counts of driving under suspension, restrictive tinted glass and speed. Smith allegedly was being treated for an overdose at East Liverpool Hospital when he became aggressive with staff. When deputies tried to restrain him, Smith struck a deputy with his hand. The traffic charges stem from traffic stops on Feb. 28 and Nov. 3, 2022.

Addison Sebastian, 24, Echo Drive, East Liverpool, was sentenced to 10 days in jail, fined $1,335 for endangering children, possession of marijuana, expired registration, driving under the influence, marked lanes and seat belt for being impaired with a 1-year-old child in the vehicle during a traffic stop Dec. 1 on state Route 11 in Elkrun Township. Her license was suspended for one year with driving privileges, and she was ordered to perform 20 hours of community service.

Andrew Lyle, 59, Chestnut Street, Leetonia, was sentenced to a 90-day suspended jail term, 20 hours of community service and fined $300 for obstructing official business for removing a vehicle that officers were attempting to seize for evidence in a hit-and-run case. Lyle left in the vehicle after he was advised the vehicle was going to be towed on Dec. 2.

Tammy Manley, 28, Risley Avenue, East Liverpool, was fined $125, sentenced to 25 days in jail and ordered to serve 40 hours of community service for menacing. Manley threatened to pepper spray another customer at Goodwill in Calcutta on Feb. 12. She was ordered to have no contact with the victim.

Shawn Harrison, 30, Dutchtown Road, Rogers, was sentenced to 180-day suspended jail term and fined $100 for violating a protective order involving a case in Franklin Township. He was ordered to have no contact with the victim.

A pretrial was set for March 9 for Michael Pierre, 37, Youngstown, charged with felony third-degree compelling prostitution, fourth-degree attempted prostitution and fifth-degree possessing criminal tools as well as with two counts engaging in prostitution for allegedly soliciting sexual activity from an adult female and a 15-year-old female through an undercover ad in exchange for $140 and traveling to East Palestine on Feb. 28. He was ordered to have no contact with any minor.

A pretrial was set for April 4 for Ammar Zyaed, 31, Youngstown, charged with engaging in prostitution, possessing criminal tools, drug paraphernalia and possession of drugs for allegedly soliciting sexual activity from an adult female through an undercover ad in exchange for $140 and marijuana and traveling to East Palestine on Dec. 12.

A pretrial was set for May 1 for Marc Ellis, 50, Lorey Road, charged with engaging in prostitution for allegedly soliciting sexual activity from two adult females through an undercover ad in exchange for $70 and traveling to Salem on June 12.

Melvin Hicks, 24, Youngstown was sentenced to 30 days in jail and fined $950 for engaging in engaging in prostitution, possessing criminal tools, obstructing official business and possession of marijuana for soliciting sexual activity from an adult female through an undercover ad in exchange for $140 and marijuana and traveling to East Palestine on Aug. 12. Hicks failed to follow verbal commands of the officers and attempted to flee on foot. Hicks also struggled with the officers and resisted their efforts to handcuff him.

Zachary Lamadanie, 28, was sentenced to a 80-day suspended sentence and fined $950 for engaging in prostitution, possessing criminal tools, open container and possession of marijuana for soliciting sexual activity from an adult female through an undercover ad in exchange for $140 and marijuana and traveling to East Palestine on Dec. 12.

Brenda Sorgman, 53, Duey Avenue, East Liverpool was fined $100, received a 28-day suspended jail term with credit for two days and 20 hours of community service for possession of a meth pipe.

Joseph Call, 65, Cornell Street, East Liverpool was fined $500 for theft for failing to scan $234 dollars worth of merchandise at the Walmart in Calcutta on Feb. 2.

A sentencing hearing was set for March 30 for Larry Perry, 68, Main Street, Leetonia, for criminal mischief.

A pretrial was set for May 22 for Amanda Crespo,36, Front Street, Negley charged with disorderly conduct.

A pretrial was set for May 15 for Kyle McCgurren, 22, Pennsylvania Avenue, Chester charged with improper passing.

Clint Williams, 57, Etruria Street, East Liverpool was fined $1,000 with all but $50 suspended for two counts of failing to pay city income tax in 2019 and 2020.

Tiffany DeHaven, 42, St. Clair Avenue, East Liverpool was fined $250 for stop sign school bus violation.

Kathy Palmer, 55, McCoy Avenue, East Liverpool was fined $250 for stop sign school bus violation.

Jesse Lyle, 36, Calcutta Smithferry Road, East Liverpool was fined $150 for disorderly conduct.

Charity Todd, 23, Salem Unity Road Salem, was fined $45 for speed.

A pretrial was set for March 16 for Joshua Davis, 22, E. Perry Street, Salem for restricted tinted glass.

A preliminary hearing was set March 9 for Chelsea Baker, 32, Brightview, East Liverpool, charged with domestic violence, a fourth-degree felony, for allegedly striking a relative in the face and having to be pulled off of the person and then allegedly assaulting another person who helped pull her off of the first victim on Feb. 20 in East Liverpool.

A pretrial was set March 13 for Jessica Morris, 45, Market Street, East Liverpool, charged with domestic violence for allegedly striking a man with a crutch on the foot he had just had surgery on and also striking him in the hand with a vase during a domestic on March 2 in East Liverpool.

A pretrial was set March 13 for Mason Angus Jones, 31, Ohio Avenue, East Liverpool, charged with two counts domestic violence for two separate incidents with the same woman. He allegedly struck a woman in the head with a crutch multiple times and hit her in the hand with the crutch during a domestic on March 2 in East Liverpool. He also allegedly pushed the woman and punched her in the face during a domestic on Jan. 7 in East Liverpool.

John Plavka, 51, Alliance, was sentenced to 87 days in jail, with credit for 87 days served, for engaging in prostitution, possessing criminal tools and illegal use or possession of drug paraphernalia for responding to a posted undercover ad and arranging for sexual activity with a female in exchange for $20 and requested a cab ride from Hanoverton to Lisbon from a fictitious cab company with the cab driven by an undercover officer on Dec. 6, 2022. He also possessed methamphetamine and a meth pipe.

Mary Elizabeth Kiehl, 38, state Route 558, Leetonia, was fined $350 and sentenced to three days in jail, with credit for three days served, for theft and driving under suspension. She stole a box of lighters off of the counter at a store on South Lincoln Avenue, Salem on Feb. 19.

A domestic violence charge was dismissed against Tyler Austin, 31, Wells Avenue, Wellsville, at the request of the state due to the victim’s failure to cooperate. Austin allegedly threatened a woman during an incident in East Liverpool on July 8, 2022.

Timothy Smith, 33, Woodsdale Road, Salem, was fined $850 and sentenced to 18 days in jail, with credit for 18 days served, for driving under suspension, possessing marijuana, soliciting, possessing criminal tools and possession of drug paraphernalia for soliciting sex for hire in exchange for $300 from an undercover ad and traveling to East Palestine for the meeting on Oct. 9, 2022. He also possessed marijuana and a pipe.

A pretrial was set March 13 for Michael Delp, 46, East Eighth Street, Salem, charged with aggravated menacing, obstructing official business and illegal use or possession of drug paraphernalia for allegedly threatening a woman with a gun which she didn’t see and threatened to harm her with a green kitchen knife during an incident March 2 in Salem. He also allegedly failed to listen to police when they asked him to come to the door and possessed drug paraphernalia. Bond was set at $10,000 cash or surety and he was ordered to have no contact with a female victim and to have no firearms or weapons.

Brandon Phillips, 20, South Egypt Road, Salem, was ordered to serve 30 days in jail, with credit for eight days served, for a probation violation on a charge of illegal use or possession of drug paraphernalia for possessing drug paraphernalia on May 7, 2022. He was also sentenced to eight days in jail, with credit for eight days served, for criminal damaging for kicking off the door to the little free library at Centennial Park in Salem on April 13, 2022.

Robert Harroff, 34, state Route 46, New Waterford, was fined $150 for disorderly conduct, amended from receiving stolen property, for allegedly being caught in a stolen car on Aug. 6, 2022 in East Liverpool.

A charge of failure to maintain property was dismissed against Kirk Sandoe, 44, East Washington Street, Lisbon, who had been charged on Oct. 24, 2022 for tires, trash, junk and car parts in his Lisbon yard.

A pretrial was set May 25 for Angelo Sposato, 19, Eagle Drive, East Liverpool, charged with operating a vehicle under the influence of alcohol or drugs first offense, OVI breath first offense and left of center.

James D. Parker, 74, Transfer, Pa., was fined $520 and sentenced to 10 days in jail, with credit for 10 days served, for DWI, no license and speeding for a 2003 case. His license was suspended for one year.

Jeffrey Knoblock, 24, Taylor Road, Rogers, was fined $100 for possession of marijuana.

Jamie Stacy, 45, West Garfield Road, Columbiana, was fined $75 for an equipment violation, amended from speeding.

A pretrial was set May 22 for Jennifer Eskew-Park, 36, Pritchard Avenue, Lisbon, charged with driving under suspension and failure to dim headlights.

A pretrial was set May 30 for Nicole Carr, 35, Ambrose Avenue, East Liverpool, charged with driving under suspension and illegal operation of dealer’s motor vehicle.

A pretrial was set May 11 for Arys Petties, 26, Prospect Street, Salem, charged with driving under suspension.

A pretrial was set May 23 for Raheem Silva, 30, Youngstown, charged with two counts driving under suspension, and single counts of restricted tinted glass and speeding.

A pretrial was set May 11 for Naci Mae Smith, 37, Lisbon Street, East Liverpool, charged with speeding.

A pretrial was set March 13 for Malcolm Gilford, 36, Cleveland, charged with possession of drug paraphernalia for possessing a plastic baggie with unknown pills inside during a traffic stop on March 2 in Perry Township.

James Reese, 41, Pennsylvania Avenue, Columbiana, was fined $80 for no license and expired tag.
