Grand Jury

LISBON — A Rogers teen accused of allegedly trespassing in a property to commit theft on Sept. 5 was served recently with a secret indictment.

Camren Sisco, 18, Pancake Clarkson Road, was charged by the Columbiana County Grand Jury with burglary, a second-degree felony.

Also recently served with a secret indictment was Shawn Boyle, 31, Lincoln Avenue, East Liverpool, charged with aggravated possession of drugs, a fifth-degree felony, for allegedly possessing methamphetamine on Dec. 20, 2021.

Municipal

LISBON — In Columbiana County Municipal Court, a case against John Jesse Slates, 75, Richmond, was bound over to the county grand jury on charges of misdemeanor engaging in prostitution and third-degree felony compelling prostitution, fourth-degree felony attempted unlawful sexual conduct with a minor, and fifth-degree felonies of possessing criminal tools and importuning.

Slates allegedly drove to Salem on Jan. 6 to meet an undercover agent posing as a 15-year-old girl for sexual conduct in exchange for $150.

A preliminary hearing was set Jan. 23 for Gage Gough, 28, Ambrose Avenue, East Liverpool, charged with burglary, a fourth-degree felony, for allegedly forcefully entering an East Liverpool residence on Oct. 28, 2022 and stealing a safe which contained money, two loaded handguns and personal papers. Bond was set at $10,000 cash or surety and he was ordered to have no contact with the victim or his residence.

David Gerchak, 55, Youngstown, was fined $300 and given a suspended 30-day jail term for two counts of disorderly conduct, amended from engaging in prostitution and possessing criminal tools. He also forfeited $120 to the Mahoning Valley Human Trafficking Task Force, was ordered to perform 20 hours community service and was ordered to complete a 12-hour preventing prostitution course. Gerchak was accused of driving to Salem on Aug. 24, 2022 to meet an undercover agent for sexual conduct in exchange for $120.

A preliminary hearing was set Feb. 27 for Marc Schmucker, 41, Bristolville, charged with third-degree felony compelling prostitution and fifth-degree felony possessing criminal tools for allegedly soliciting sexual activity in exchange for money with an undercover agent posing as a female online and traveling to East Palestine on Jan. 12 for the meeting.

A pretrial was set Jan. 26 for Camren Sisco, 18, Pancake Clarkson Road, Rogers, charged with telecommunications harassment, criminal trespass and criminal damaging for allegedly shattering a car window with a brick after trespassing on an East Liverpool property on Dec. 20 and sending a threatening message the same day.

A pretrial was set Jan. 26 for Michael Riley, 34, Avon Lake, charged with violating a protection order for allegedly sending a message to a woman on social media Dec. 10, 2022 and showing up at her apartment complex in Salem on Jan. 4 while under a protection order filed against him.

A pretrial was set Jan. 26 for Tricia Watson, 39, East Third Street, Salem, charged with domestic violence for allegedly getting into a verbal altercation with a man and throwing a picture at him on Jan. 14 in Salem.

Henry J. Mills, 53, Grant Street, Salem, was ordered to pay $65 restitution to Phillip Cibula after pleading no contest to receiving stolen property for taking steel, metal and copper items from Cibula’s Lisbon Road property and selling them at Solomon’s Scrap Yard. The state agreed to dismiss multiple cases against Mills, who agreed to pay the costs of the matters. Charges in the dismissed cases included: criminal mischief and possession of drug paraphernalia for allegedly damaging the window of a sheriff’s cruiser on Sept. 3, 2022, with the drug charge stemming from a traffic stop on Sept. 2, 2022; illegal use or possession of drug paraphernalia during a traffic stop on Oct. 13, 2021; illegal use or possession of drug paraphernalia during a traffic stop on Jan. 15, 2022; two traffic counts of obstructed plates and traffic charges of marked lanes and excessive muffler noise.

Sheila Johnson, 62, West Washington Street, Lisbon, was fined $100 and received a suspended 30-day jail sentence for endangering children. She was ordered to complete 20 hours community service. Johnson had two children, ages 2 and 4 years old, as back seat passengers in her vehicle when involved in a traffic crash while under the influence on Oct. 21, 2021 in Elkrun Township.

Gayle Blystone, 51, Pennsylvania Avenue, East Liverpool, was fined $2,000, with $1,950 of the fine suspended, for four counts of failure to file city income tax returns for tax years 2015 through 2018 in the city of East Liverpool.

Lelly Groleau, 36, state Route 170, East Palestine, was fined $925 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for operating a vehicle under the influence of alcohol or drugs and reasonable control. Her driver’s license was suspended for a year and she was ordered to complete 20 hours community service. She was also fined $150 and sentenced to 30 days in jail, with 27 days suspended and credit for three days served, for disorderly conduct, amended from domestic violence. She was accused of attempting to harm two people during a domestic incident Dec. 14, 2022 in East Palestine.

Duane Barnes, 52, state Route 45, Lisbon, was fined $725 and sentenced to 10 days in jail for OVI, driving under suspension and possessing marijuana. His license was suspended for two years.

Corey Minor, 22, Newell, W.Va., was fined $1,125 for OVI, failure to stop after an accident and no license, with a charge of failure to control dismissed. He was sentenced to 180 days in jail for the OVI and failure to stop, with 177 days suspended and credit for three days served in a driver intervention program for the OVI and 176 days suspended and credit for four days served for failure to stop. His license was suspended for a year and he was ordered to perform 50 hours community service.

Tommy Hancock, 55, North Market Street, Lisbon, was fined $875 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for OVI. His driver’s license was suspended for a year, with driving privileges granted and he was permitted to buy out 10 hours of community service.

A pretrial was set March 28 for Michael Jarrett II, 36, Homewood Avenue, Salem, charged with OVI first offense, OVI breath and marked lanes.

A pretrial was set March 30 for Matthew Withers, 34, Waddell Street, Leetonia, charged with illegal use or possession of drug paraphernalia and criminal trespass for allegedly trespassing in a Waddell Street property, being found hiding in a closet with meth pipes in his possession on Jan. 16.

A pretrial was set Jan. 23 for Robert Barrett, 38, West Ninth Street, East Liverpool, charged with obstructing official business, illegal use or possession of drug paraphernalia, driving under suspension, use of unauthorized plate and no seat belt for allegedly possessing two suspected narcotics smoking devices and other drug paraphernalia and attempting to hide the vehicle registration during a traffic stop Jan. 16 in Lisbon. He’s also facing an extradition hearing on Jan. 23 as a fugitive from justice from West Virginia for a parole violation

Traci Golden, 50, Wyoming Avenue, East Liverpool, was fined $250, with $200 of the fine dismissed, for a rental permit violation. A violation for RV parking was dismissed. Golden failed to renew her rental license for a property on Belmar Street, East Liverpool in June 2021 and an RV was parked in front of the residence in violation of the city zoning code.

Brandon Bell, 52, Akron, was fined $150 for an equipment violation, amended from speeding.

A pretrial was set April 6 for Bryon Potter, 37, East Perry Street, Salem, charged with suspended license and a tail light violation.

A driving under suspension charge was dismissed against Joshua Gaumer, 22, Hammondsville.

Dale Felger Jr., 41, Taylor Road, Negley, was fined $150 for driving under suspension.
