LISBON — In Columbiana County Municipal Court, a case against Kazon Carter, 23, Commerce Street, Wellsville, was bound over to the county grand jury on charges of disruption of public services, a fourth-degree felony, and misdemeanors of aggravated menacing, assault and obstructing official business.

On July 24 in Wellsville, Carter allegedly slapped a woman in the face after an argument and threatened her. While she was on the phone with 911, he allegedly grabbed her phone and disconnected the call. On Aug. 16 in Wellsville, Carter allegedly started to run to avoid being taken into custody after police stopped him regarding a warrant, with police giving multiple commands for him to stop before tasing him.

A preliminary hearing/pretrial was set Jan. 26 for James Artrup Jr., 34, New Castle, Pa., charged with escape, a fifth-degree felony, and misdemeanors of obstructing official business and resisting arrest for an incident Oct. 13, 2021 in East Palestine when he had a warrant for his arrest and fled on foot from a scene when another person was being arrested. Artrup was also fined $750 for marked lanes, expired license, and three counts driving under suspension.

Xavier Deanthony Calhoun, 24, Warren, was fined $750 and ordered to complete 20 hours community service for engaging in prostitution and possessing criminal tools for soliciting a sex act in exchange for $40 from an agent posing as a female online and arriving Oct. 19 in East Palestine for the meeting.

A pretrial was set March 30 for Jason Lopez, 41, Houston, Texas, charged with engaging in prostitution and possessing criminal tools for allegedly coming to East Palestine on Jan. 8 to meet an alleged female escort after answering an ad on a known prostitution website.

A pretrial was set April 6 for Channing Paul Spiegel, 45, Canton, charged with engaging in prostitution and possessing criminal tools for allegedly arranging to have sexual activity with a female in exchange for $140 after answering an undercover ad online and arriving Jan. 13 in East Palestine for the meeting.

A pretrial was set April 6 for Ollie Patrick Jr., 52, Mineral City, charged with engaging in prostitution and possessing criminal tools for allegedly requesting sexual conduct from an undercover agent in exchange for $140 and arriving in Salem on Jan. 13 for the meeting.

A pretrial was set April 3 for Samuel O’Brien, 52, Spencer, W.Va., charged with engaging in prostitution and possessing criminal tools for allegedly arranging to have sexual activity with a female in exchange for $100 after answering an undercover ad, then arriving Dec. 28 in East Palestine for the meeting.

A pretrial was set April 6 for Justin Palmer, 43, Slippery Road, Pa., charged with engaging in prostitution and possessing criminal tools for allegedly soliciting sexual activity in exchange for $140 from an undercover agent posing online as a prostitute and her adult daughter, then arriving in Salem for the meeting on Jan. 13.

A pretrial was set April 3 for Robbie Hunt, 60, Purinton Avenue, East Liverpool, charged with operating a vehicle under the influence first offense, OVI breath first offense, marked lanes and no seat belt.

A pretrial was set April 3 for Emily Borucki, 19, Youngstown, charged with endangering children, OVI first offense, OVI breath first offense and speeding for allegedly having a 16-year-old and 17-year-old in the vehicle while under the influence in Columbiana on Jan. 15.

A pretrial was set Feb. 2 for Johnathan Thorne, 29, West Salem Street, Columbiana, charged with OVI third offense, OVI refusal with prior within 20 years, driving under suspension and improper/expired registration.

Seaton Ruffner, 39, East Fifth Street, Salem, was fined $250 and sentenced to 90 days in jail, with 87 days suspended and credit for two days served, leaving one to serve, for obstructing official business and disorderly conduct. He was ordered to complete 20 hours community service. Ruffner refused to comply with officers’ commands due to intoxication at Waterworth Memorial Park in Salem on Jan. 15.

Shelly Logan, 60, Bayshore Drive, Columbiana, was fined $750, with $700 suspended, for three counts of weed height violations for high grass at three properties on Avondale Street in East Liverpool in August 2022.

A pretrial was set April 3 for Samantha Crawford, 36, West Main Street, Salineville, charged with assault and criminal trespass for allegedly assaulting a woman by kicking her in the head and trespassing at a Salineville property on Jan.4.

A pretrial was set Jan. 23 for Scott Bailey, 52, state Route 45, Salem, charged with violating a protection order for allegedly calling the victim’s cell phone on Oct. 1,4 and 5, 2022 and leaving voicemails for her to call him in violation of a protection order issued in April 2022.

Billie Higgins, 47, Allison Street, East Liverpool, was fined $1,000, but with $950 suspended, for two counts of failure to file city income tax return in April 2020 and 2021.

Sentencing was set March 14 for Dylan Walsh, 21, Lacroft Avenue, East Liverpool, who pleaded no contest to drug paraphernalia for possessing a burnt glass pipe during a traffic stop on Jan. 10 in St. Clair Township.

A pretrial was set Feb. 23 for Andrew Shafer, 43, Shady Lane, Lisbon, charged with expired license plates, driving under suspension and use of unauthorized plate.

A pretrial was set March 30 for Dale Lowe, 32, New Middletown, charged with driving under suspension.

A disposition hearing was set Jan. 24 for Brianne Flaharty, 28, Birch Road, East Liverpool, who pleaded guilty to possession of drug abuse instruments for possessing a syringe during a traffic stop in East Liverpool on Oct. 25, 2022.

Steven Swartz, 29, North Benton, was fined $925 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driver intervention program, for OVI and park on highway. His driver’s license was suspended for a year, with driving privileges granted.

A pretrial was set March 30 for Joshua Rudder, 32, Birch Road, East Liverpool, charged with illegal use or possession of drug paraphernalia for allegedly possessing smoking devices during a traffic stop Jan. 16 in Lisbon. He was also fined $30 for a seat belt violation.

Dalton Lee Owens, 20, Globe Street, East Liverpool, was fined $975 and sentenced to 90 days in jail, with 87 days suspended and credit for three days served in a driving intervention program for OVI and failure to control. His driver’s license was suspended for a year, with driving privileges granted, and he was ordered to complete 40 hours community service.

Thomas Sentinek Jr., 45, Spillway Road, Lisbon, was fined $425 and sentenced to 90 days in jail, with 87 days suspended, for OVI and failure to control. His driver’s license was suspended for a year, with driving privileges granted. He was ordered to complete 40 hours community service.

Phillip Cline, 49, West Wilson Street, Salem, was fined $400 and sentenced to 60 days in jail with credit for nine days served for two counts unauthorized use of a motor vehicle for opening the door to someone else’s vehicle and getting inside on Jan. 8 in Salem when police were called for a person breaking into vehicles on West Wilson Street and also entering another vehicle on Jan. 6 in Salem.

Justin Gibbs, 35, Cleveland Street, Salem, was fined $500 and sentenced to 90 days in jail, with 78 days suspended and credit for 12 days served, for domestic violence. He was ordered to complete 20 hours community service. Gibbs slapped a woman in the face during a domestic Jan. 4 in Salem.

Shauna Iudice, 36, Manchester, New Hampshire, was fined $150 and sentenced to 14 days in jail, with credit for eight days served, for possessing drug abuse instruments for having a syringe in her possession Jan. 9 in Salem.

A pretrial was set March 28 for Michelle Chafins, 55, Imperial Drive, East Liverpool, charged with OVI first offense.

A pretrial was set April 11 for Tristan Apinis, 37, Cleveland Street, Salem, charged with possessing drug abuse instruments and possession of drug paraphernalia for allegedly possessing two syringes and a clear vile containing an unknown white substance during a traffic stop on Jan. 13 in Salem.

A court trial was set Feb. 14 for James Hanlon, 36, Ohio Avenue, East Liverpool, charged with no driver’s license.

A pretrial was set April 6 for James Schmidt, 39, South Avenue Extension, North Lima, charged with suspended license, expired plate and illegal use or possession of drug paraphernalia for allegedly possessing two drug pipes during a traffic stop on Dec. 30 in Lisbon.

A pretrial was set April 4 for Elias Hall, 30, Mogadore, charged with possession of drug abuse instrument for allegedly possessing a syringe during a traffic stop in Salem on Jan. 13.

A pretrial was set March 27 for Jeffrey Gatrell, 52, Stookesberry Road, Lisbon, charged with use of unauthorized plate and improper/expired registration.

Cruz Rivas Hernandez, 41, Carrollton, was fined $105 for no temporary permit/no adult and traffic control devices.

A pretrial was set Jan. 26 for Kevin Easterday, 65, Montgomery Street, East Liverpool, charged with violating a protection order for allegedly following a woman who has a protection order against him on Jan. 13 in Wellsville.

Richard Faloba, 53, Lisa Lane, Lisbon, was fined $150 and was sentenced to 10 days in jail, with credit for 10 days served, for illegal use or possession of drug paraphernalia for having a baggie of suspected crystal methamphetamine in his pocket at his residence on Jan. 6 during a welfare check.

A pretrial was set March 27 for Grover Willhoft, 29, Albright Avenue, Columbiana, charged with illegal use or possession of drug paraphernalia for allegedly using a rolled up $10 bill to snort a pill on Dec. 24, 2022 in Columbiana.

A pretrial was set April 4 for Christopher Brink, 42, Franklin Avenue, Salem, charge with possession of drug paraphernalia for allegedly possessing a bag for the storage of drugs during a traffic stop Jan. 13 in Salem.
