LISBON — A Carrollton man who led Columbiana Police on a high-speed chase in 2020 filed an appeal to challenge his recent 18-month prison sentence for failure to comply with an order or signal of a police officer.

Counsel for Russell A. Morckel, 55, Carrollton, filed the appeal Thursday through the Seventh District Court of Appeals to challenge the sentence issued June 7 in Columbiana County Common Pleas Court for the third-degree felony charge.

The sentence was ordered served consecutive to time being served for a Licking County case, with credit for 17 days served. On Sept. 14, 2020, Morckel fled from Columbiana police on South Main Street and state Route 344 where he allegedly reached speeds exceeding 90 mph before entering Leetonia.

Also in Common Pleas Court:

— Chad Ryan, 45, Dover, pleaded guilty to attempted compelling prostitution and attempted unlawful sexual conduct with a minor, both fourth-degree felonies, and importuning, a fifth-degree felony. Sentencing has been scheduled for Sept. 8, with a possible maximum sentence of up to 18 months in prison. Ryan allegedly intended to purchase sex with an agent posing as a mother and her 14-year-old daughter, with Ryan offering $800 but agreeing on the price of $1,000 before traveling to East Palestine for the meeting in May 2021.

— David Willis, 57, East Main Street, Salineville, pleaded guilty to having weapons under disability, a third-degree felony, with sentencing set for Sept. 8. Willis had a handgun in his possession on April 18, 2021 in Columbiana County, but was prohibiting from possessing a firearm due to a previous conviction for aggravated assault in 2005.
