LISBON – In Common Pleas Court, Ashley D. House, 34, Hilltop Drive, Lisbon, pleaded guilty to two counts of illegal conveyance of drugs of abuse onto the grounds of a specified governmental facility, a third-degree felony; a third-degree felony charge of aggravated possession of drugs with a forfeiture specification; and another charge of aggravated possession of drugs, a fifth-degree felony. She requested immediate sentencing and was sentenced to two years in prison. House brought methamphetamine onto the grounds of the county jail on Dec. 15, 2020, and again on May 18, 2021, along with $234 in drug-related proceeds.
Brandon E. Hacker, 28, Cedar Ridge, Salem, pleaded guilty to assault, a misdemeanor, and domestic violence, a third-degree felony. He continued to immediate sentencing and was sentenced to a year in prison with credit for 135 days already served. Hacker had harmed Anna Lauren Thomas on both June 1, 2021, and Dec. 8, 2021.
Hope L. Mogg, 45, Youngstown, was placed on three years community control for possession of a fentanyl-related compound and possession of cocaine, each a fifth-degree felony, for drugs in her possession on Sept. 1, 2020. As part of Mogg’s community control, she was ordered to serve up to six months at the Eastern Ohio Correction Center.
Krissy L. Billiter, 29, Fairway Road, East Liverpool, was placed on four years community control and ordered to pay a $5,000 fine on each charge for aggravated trafficking in drugs, a third-degree felony, and aggravated possession of drugs, a third-degree felony. Billiter had methamphetamines for sale on June 14, 2020.
Elizabeth A. Taylor, 25, Summit Street, Salem, was sentenced to 100 days in jail for trespassing in a habitation and then placed on four-years community control, for her actions on March 18, 2021.
Scott D. Kaltenbach Jr., 45, whose address is currently listed as the county jail, stipulated to violating the terms of his community control, which was dishonorably terminated, and he was sentenced to 330 days in the county jail with credit for 137 days previously served.
Eric Joplin, Bridgeport, was sentenced to three years community control, including 90 days in the county jail with credit for 45 already served. Joplin had previously pleaded guilty to carrying a concealed weapon, a fourth-degree felony, for a handgun he was carrying on May 29, 2021. The Taurus 9-millimeter semi-automatic handgun was forfeited.
Steven Thomas Lightner, 22, South Lincoln Avenue, Salem, was placed on three years community control for failure to comply with an order or signal of a police officer, a third-degree felony, and grand theft of a motor vehicle, a fourth-degree felony. A charge of obstructing official business was dismissed. Lightner fled from authorities on Aug. 25, 2021, when he was found in a 2017 Ford Fusion belonging to Teneishia Coleman.
Marie L. Whitman, 50, Benton Road, Salem, was placed on three-years community control, including spending up to six months at the Eastern Ohio Correction Center, for aggravated possession of drugs, a fifth-degree felony. Whitman had methamphetamine on May 8, 2020.
Diego B. Gonzalez, 33, Youngstown, stipulated to violating the terms of his community control for a receiving stolen property charge, a fourth-degree felony. Gonzalez was sentenced to 110 days in jail with credit for 96 served and his community control was dishonorably terminated. Gonzalez had been found with a stolen 2020 Ford Fusion on Feb. 9, 2021.
Charges of grand theft of a motor vehicle, breaking and entering and two counts of theft were dismissed against Garritt G. Brown, 22, Hopedale, with the possibility reserved for them to be presented to the grand jury at a later time.

EAST LIVERPOOL – In East Liverpool Municipal Court, Anita J. Goatley, 56, Midland, Pa., was fined $350, required 40 hours community service and credited with a day in jail for theft and drug paraphernalia for a metal pipe with burn marks and a silver spoon with residue on Monday. The theft charge was for failing to scan and pay for 25 items totaling $293 at the Walmart on Nov. 14, 2020. An unsafe vehicle citation was dismissed.
Louis E. Ehlenbach, 63, Vale Street, was fined $400 and required 20 hours community service for possession of marijuana and drug paraphernalia for a pipe commonly used for smoking methamphetamines found on March 7.
Kira R. Jackson, 33, Vale Street, was fined $400, credited with two days served in jail and required 40 hours community service for resisting arrest and drug paraphernalia for a pipe commonly used for smoking crack cocaine found on March 12, when she slipped out of her handcuffs and resisted being put back into them.
Don D. Featherstone, 40, Monaca, Pa., was fined $350, credited with three days served in jail and required 20 hours community service for disorderly conduct public intoxication and petty theft for a license plate taken from a vehicle on April 22.
Robert F.M. Cornman, 54, Dodge Street, was fined $200, credited with three days served in jail and required 20 hours community service for a stop sign violation, lighted lights required and drug paraphernalia for having a burnt pipe commonly used for smoking narcotics on Dec. 29. A no motorcycle license citation was dismissed.
Jasmine Griffin, 19, Moore Road, was fined $250 and required 20 hours community service for no license amended from driving under OVI suspension.
James V. Elliott, 31, Vernia Street, was fined $250 and required 60 hours community service for theft for taking kerosene from Sheetz in Calcutta three times in late November and early December.
A theft charge against Paula S. Thomas, 47, New Cumberland, W.Va., was dismissed. Thomas had been accused of failing to scan and pay for $55 in merchandise at Walmart.
A May 26 status conference was set for Ronald A. Greathouse, 53, Main Street, Wellsville, charged with theft for allegedly failing to scan or pay for 24 items totaling $274 at Walmart on Jan. 13.
A June 9 status conference was set for Christopher A. Dorsey, 41, Erie Street, charged with aggravated menacing for allegedly threatening to shoot Michelle Brown if she called the police, while he was holding a gun in his hand on Dec. 2.
A June 23 pretrial was set for Justin M. Sprout, 41, Sophia Street, cited with lighted lights required and drug paraphernalia for allegedly having a burnt glass pipe.
A June 23 pretrial was set for Dewayne L. Toothman, 39, East Fourth Street, cited with driving under FRA suspension, fictitious plate and improper registration.
A June 23 motion hearing was set for Adriana Diaz, 32, state Route 267, charged with theft for allegedly failing to scan and pay for 10 items totaling $99 at the Walmart.
A May 5 pretrial was set for Trey I. Shields, 22, Lincoln Street, cited with no license.
The following failed to appear: Jeremy R. Cranston, 34, Penn Avenue, cited with disorderly conduct; Tia R. Miller, also known as Tia R. Adkins, 32, Martin Avenue, cited with driving under suspension, fictitious plates and failure to file application; and Koby D. Plum, 20, Orchard Grove Avenue, cited with marked lanes.
Municipal
LISBON — In Columbiana County Municipal Court, Rodger Wilkoski, 55, Warren, was fined $750, ordered to spend 10 days in jail and complete 40 hours community service for failure to comply with the order or signal of a police officer, obstructing official business and menacing.
The charges related to his actions in a construction zone on West Salem Street at North Pearl Street, Columbiana on Oct. 18, 2021 when he drove through a closed road more than once, not yielding to lights and sirens or orders of police officers and threatened to have someone find police officers while they were off duty. As part of his sentence, he was also ordered to send an apology letter to the Columbiana Police Department and Officer Bryan Granchie.
A preliminary hearing was set May 5 for Alec Berardi, 21, Coraopolis, Pa., charged with a third-degree felony for having weapons while under disability, with bond set at $5,000 cash or surety, for allegedly having a loaded handgun under the passenger seat where he was seated during a traffic stop in Columbiana on April 27.
A preliminary/pretrial hearing was set July 11 for Timothy Hickman, 63, Bell School Road, East Liverpool, charged with operating a vehicle under the influence, failure to control, improper/expired registration, marked lanes and a felony of improper handling of a firearm. Hickman was allegedly involved in a traffic crash on state Route 11 on April 26, with a gun allegedly located in the center console loaded but without a round in the chamber.
Dakota Tomlinson, 26, Alice Street, East Palestine, was fined $600 for underage consumption, theft and possession of drug abuse instrument for two separate incidents in East Palestine. Tomlinson stole a bottle of vodka from the Circle K on North Market Street and was found intoxicated while underage on May 29, 2016. He possessed a hypodermic syringe on North Market Street on Aug. 3, 2021. A charge of use/possession of drug paraphernalia related to a glass pipe on Aug. 3, 2021 was dismissed with a stipulation to probable cause.
Christopher Delaney, 53, New Castle, Pa., was fined $800, ordered to complete 20 hours community service and a 12-hour online course on preventing prostitution for charges of engaging in prostitution, possessing criminal tools and possession of drugs. Delaney showed up in East Palestine on March 11 for a pre-arranged meeting after answering an undercover ad posted by the Mahoning Valley Human Trafficking Task Force on a known escort website and requesting a sex act in exchange for $50. He also possessed marijuana.
Derno Lynn McCary, 34, New Castle, Pa., was fined $750, ordered to complete 20 hours community service and a 12-hour online course on preventing prostitution for charges of engaging in prostitution and possessing criminal tools. McCary showed up in East Palestine on Feb. 24 for a pre-arranged meeting after answering an undercover ad posted by the Mahoning Valley Human Trafficking Task Force on a known escort website and requesting a sex act in exchange for $60.
A pretrial was set May 23 for John Plavka, 50, Knox School Road, Minerva, charged with driving under suspension, engaging in prostitution and possessing criminal tools for allegedly answering an undercover ad placed by the Mahoning Valley Human Trafficking Task Force on an known escort website, requesting sexual conduct in exchange for $60 and coming to a pre-arranged spot in Salem on April 26.
A pretrial was set July 12 for Michael Tullis, 45, Youngstown, charged with engaging in prostitution and possessing criminal tools for allegedly answering an undercover ad placed by the Mahoning Valley Human Trafficking Task Force on a website used for prostitution, requesting sexual conduct in exchange for money and showing up for a pre-arranged meeting in East Palestine on April 27.
John Kelly, 56, state Route 154, Lisbon, was bound over to the grand jury after waiving a preliminary hearing for a third-degree felony charge of operating a vehicle under the influence refusal with a prior within 20 years, along with a charge of driving under suspension.
A pretrial was set May 9 for Larry Foster, 66, Mulberry Street, Rogers, charged with possession of drug abuse instruments and possession of marijuana for allegedly possessing a hypodermic needle and baggie of a green leafy substance believed to be marijuana when brought to the Columbiana County jail by East Liverpool Police on April 28.
A pretrial was set May 5 for Jeanna Murray, 40, Dyke Road, Rogers, charged with headlights required and illegal use or possession of drug paraphernalia for allegedly possessing drug paraphernalia during a traffic stop on state Route 14, Columbiana, on April 28.
A preliminary/pretrial hearing was set May 5 for Carl Moore, 43, New Cumberland, W.Va., charged with tampering with evidence, illegal use or possession of drug paraphernalia and possession of marijuana for alleged possession of drug paraphernalia and drugs stuffed into his belt line in his pants during a traffic stop on April 28 on state Route 14, Columbiana, while he was the front seat passenger.
A pretrial was set May 5 for Amy Weyand, 48, Depot Street, Rogers charged with assault and domestic violence, with bond set at $5,000 cash or surety. She was ordered to have no contact with the victims in the case, John Kearns and Gloria Lykens. During a domestic on April 26 on Depot Street, Rogers, Weyand allegedly tried to harm Kearns by grabbing him by the previously injured shoulder/collar bone area and allegedly struck Lykens in the head.
Corbin Detwiler, 40, Walnut Street, Rogers, was fined $300, received credit for two days already served in jail and was ordered to complete 50 hours community service for criminal mischief and disorderly conduct. Detwiler stood in the middle of a street in Rogers on March 13 and wasn’t complying with deputy orders, then placed toilet paper over a camera in a booking cell at the Columbiana County jail on March 14.
A pretrial was set May 5 for Paul Hartman, 40, East Martin Street, East Palestine, charged with domestic violence, with bond set at $50,000 cash or surety and an order to have no contact with the victim, LeeAnn Bermudez-Shaulis. Hartman allegedly called her names, pulled her hair and attempted to harm her during an incident April 26 at the East Martin Street residence in East Palestine, leaving several scratches on her face and red marks on her right ear.
A charge of permitting unclean habitation was dismissed by the village of Salineville against Marcia Hutton, 46, East Main Street, Salineville, who had been accused of refusing to clean up the premises of trash tires and other debris on Feb. 16.
Destiny Powell, 24, Lake Milton, was fined $500 for two counts of disorderly conduct, amended from selling, purchasing and distributing, for possessing pills when officers arrived at the Frola Motel in Lisbon on Oct. 13, 2019 to serve an arrest warrant.
Justin Seibert, 38, Fairfield School Road, Columbiana, was fined $1,075, given credit for three days for a driving program, ordered to complete 40 hours community service and had his license suspended for a year for OVI, driving under suspension and speeding.
Tiffany Potts, 34, South Lincoln Avenue, Salem, was fined $875, ordered to serve six days in jail, but with credit for three of those days at a driver intervention program, and ordered to complete 20 hours community service for OVI first offense.
A pretrial was set May 31 for Nicholas Scala, 28, Mantua, charged with driving under suspension and assured clear distance ahead.
Zachary Westover, 23, was fined $350 for traffic control devices and physical control, amended from OVI. He was ordered to complete 10 hours community service.
Kenneth Bragg, 29, Youngstown, was fined $135 for speeding and no license amended from driving under suspension.
Kathryn Sims, 33, West 14th Street, Salem, was fined $150 for driving under suspension.
Jared Yerby, 38, Beaver Falls, was fined $350 for driving under suspension.
Jan Williard, 70, Homeworth Road, Alliance, was fined $100 for lighted lights required, amended from stopped bus.
Clayton Richards, 22, North Canton, was fined $250 for speeding and ordered to complete 20 hours community service and a remedial driving course.
