Grand Jury

LISBON — Holly M. Dinsio, 46, Youngstown, was served a secret indictment from March 2019 charging her with grand theft of a motor vehicle, a fourth-degree felony. The charge alleges she had a vehicle owned by Enterprise Holdings, a 2017 Hyundai Accent without their permission between June 21 and Nov. 13, 2018.

Angela M. Weaver, 34, Sprucevale Road, East Liverpool, was served a secret indictment charging her with illegal conveyance of drugs of abuse onto the grounds of a specified governmental facility, a third-degree felony, and aggravated possession of drugs, a fifth-degree felony. The indictment, issued by the grand jury in April, accuses Weaver of having methamphetamines at the county jail on Jan. 5, 2021.

Ahmed Al Wishah, Weirton, W.Va., was served a secret indictment charging him with improper use of a certificate of title, an unclassified felony, and petty theft, for allegedly selling or transferring a vehicle without delivering the certified title on Nov. 5, 2021 through Dec. 29, 2021, and depriving Howard Ammon of the $800 down payment on Dec. 29, 2021.

EL Municipal

EAST LIVERPOOL – A May 24 pretrial was set for Lisa M. Lamp, 38, Echo Dell Road, charged with theft for allegedly failing to scan 18 items totaling $127 on April 15.

Megan J. Gregg, 32, 20th Street, Wellsville, was fined $150 for driving under suspension.

A May 24 pretrial was set for Kathleen Barnes, 34, Dewey Avenue, cited with marked lanes, drug paraphernalia and possession of marijuana, for allegedly having a glass container with marijuana and a burnt glass pipe on April 15. A probable cause of a probation violation hearing was set for Barnes from a prior theft conviction.

Terry L. Adkins Coil, 23, Calcutta Smithferry Road, was fined $50 for speeding.

Five counts of failure to file or pay city income tax citations were dismissed against Arthur D. Keyser, St. Clair Avenue. The charges were for failing to file a return in 2017 through 2021.

Municipal

LISBON – In county Municipal Court, Delbert M.A. Rhoderick, 62, Hadley, Pa., waived his right to a preliminary hearing and was bound over to the grand jury on charges of compelling prostitution, a third-degree felony; attempted unlawful sexual conduct with a minor, a fourth-degree felony; and possession of criminal tools, a fifth-degree felony. A motion by Rhoderick’s defense attorney to modify his bond to allow him to have contact with his children was denied by Judge Tim McNicol. On April 13, Hadley allegedly made an arrangement with an agent from the Mahoning Valley Human Trafficking Task Force for sex with a 15-year-old runaway foster child in exchange for $280. In addition, he allegedly brought the phone he used to set up the meeting, three contraceptives and a bottle of Dr. Pepper the girl requested.

A June 27 pretrial was set for Mark W. Holmes, 57, Prospect, Pa., charged with engaging in prostitution, possessing criminal tools and drug paraphernalia. On April 10, Homes allegedly arrived in East Palestine after making arrangements with an undercover officer with the MVHTTF for sex with a woman in exchange for $20 and crack cocaine. Holmes arrived in his semi-truck and had about 3.16 grams of suspected cocaine, marijuana and two crack pipes in his possession, along with contraceptives and the phone used to make the arrangements. He was fined $100 for possession of marijuana.

An April 28 pretrial was set for Decarlo Melford Massengale, 29, Cleveland, cited with OVI second offence, driving under OVI suspension and two lights displayed.

A May 10 pretrial was set for Kevin Donald Nichols, 55, East Fifth Street, Salem, charged with engaging in prostitution and possessing criminal tools for allegedly making arrangements for sexual acts with a woman in exchange for $160 and driving to the meeting location in East Palestine on Wednesday.

A June 30 pretrial was set for Gregory J. Coury, 62, Arnold, Pa., charged with engaging in prostitution and possession of criminal tools for allegedly arriving in East Palestine on April 5 after making arrangements to engage in sexual activity for in exchange for compensation with someone from the MVHTTF.

Kimberly D. Jackman, 50, Tomahawk Drive, Negley, was fined $230 for driving under FRA suspension, failure to control and a seat belt violation.

James D. Little, 19, North Ellsworth Avenue, Salem, was fined $200 for sale of tobacco products to person under 21 for selling a pack of Marlboros to an 18-year-old at the Quaker Village in Salem on April 6.

Sue Ann Leclerc, was fined $200 for sale of tobacco products to person under 21 for selling Marlboro cigarettes to an 18-year-old on April 6 at the Barnetts in Salem.

Laurence P. Norton, 56, Rochester Road, East Rochester, was fined $150 for a miscellaneous wildlife violation for killing or attempting to kill a coyote while utilizing a motor vehicle on March 3.

A May 19 pretrial was set for Elizabeth A. Morris, 30, South Main Street, Columbiana, cited with driving under FRA suspension and failure to display a valid sticker.

Chardonnay Marie Hammond, 26, Youngstown, was fined $100 for possession of marijuana.

Korrik X. Dannemiller, 19, Monroe Street, Salem, was fined $75 for reckless operation.
