Grand Jury

LISBON -- Jeffery J. Wilson, 34, Ninth Avenue, East Liverpool, was served a secret indictment charging him with aggravated possession of drugs and aggravated trafficking in drugs, both second-degree felonies, accusing him of selling more than five times the bulk amount of methamphetamines on Feb. 12, 2021. Additionally, Wilson is charged with possession of cocaine, a fifth-degree felony, and improperly handling firearms in a motor vehicle, a misdemeanor for allegedly having both cocaine and a firearm in his vehicle on that same day. The indictment was issued by the grand jury in March.

Court News

LISBON -- In common Pleas Court, Serena L. Miller, 30, Pennsylvania Avenue, East Liverpool, pleaded guilty to illegal use of supplemental nutrition assistance program or WIC program benefits, a fourth-degree felony, for benefits allegedly stolen between March 1, 2019, and Sept. 30, 2020. She faces up to 18 months in prison and a $5,000 fine. Sentencing is set for June 17.

Tammy L. Johnson, 54, Sunset Boulevard, Salem, was sentenced to eight months in prison for aggravated possession of drugs, obstructing official business and illegal possession of drug paraphernalia, for her actions and drug-related items in her possession on May 12, 2021. She was credited with two days in jail served.

Aaron D. Sugar, 24, East Garfield Road, Petersburg, stipulated to violating the terms of his community control from two counts of aggravated possession of drugs he pleaded guilty to in August of 2020 for having psilocyn and morphine on May 25, 2019. Sugar will remain on community control until October of 2024.

Charlene M. Peace, 33, Mingo Junction, stipulated to violating the terms of her intervention treatment plan and it was dishonorably terminated. Peace was credited with 45 days already served and sentenced to an additional 75 days in jail. Peace had previously pleaded guilty to two counts of possession of drugs, each a fifth-degree felony, which had led to Judge Scott Washam placing her on the intervention in lieu of conviction plan in 2018.

Municipal Court

LISBON -- An April 7 preliminary hearing was set in county Municipal Court for Romen Kyle Bashline, 32, Richardson Avenue, Negley, charged with two counts of intimidation for allegedly making false claims against Deputy Jesse Smith, including on social media and placing a sign in front of his home that read "Jesse Smith - tell me I'm lying to my face - this is not a fight" and claiming another deputy Sgt. Brian Deack was flying a helicopter above his home.

An April 7 preliminary hearing was set for George E. Faulkner, 35, state Route 14, East Palestine, and Michelle C. Welch, 29, New Brighton, Pa., each charged with receiving stolen property, a fifth-degree felony, for allegedly driving a stolen 1998 Jeep Wrangler on Monday in Middleton Township, which belonged to someone in Boardman Township.

An April 7 preliminary hearing and pretrial was set for Brandon S. Gust, 23, New Garden Avenue, Salem, charged with tampering with evidence, a third-degree felony, for allegedly throwing a plastic baggie containing a crystal-like substance to the passenger, while he was getting out of the vehicle on orders of the Columbiana police in an attempt to hide it. Gust also is cited with OVI second offense, two temporary permit violations and a traffic control device violation.

James R. Zimmerman, 27, state Route 7, Columbiana, was fined $1,680, had his license suspended for a year, sentenced to three days in jail and required 40 hours community service for OVI, a seat belt violation, failure to control and driving under suspension.

Delmar R. Knauff, 58, Maple Street, Lisbon, was sentenced to 13 days in jail, fined $1,650 and had his license suspended for two years for two counts of OVI first offense, driving under suspension and a tail lights violation.

Pamela S. Risbeck, 46, Trinity Church Road, Lisbon, was credited with five days in jail, sentenced to five days in jail, fined $980, had her license suspended for a year and required 40 hours community service for OVI second offense, failure to control and a seat belt violation.

An April 11 pretrial was set for Casey Cunningham, 41, state Route 45, room four, Lisbon, charged with obstructing official business for allegedly refusing to answer the door of the room, attempting to enter the bathroom when members of the drug task force breached the door on Monday.

A May 12 pretrial was set for Brad A. Leas, 45, Weirton, W.Va., charged with engaging in prostitution and possessing criminal tools for allegedly requesting sexual activity from an undercover agent in exchange for $25 in Salem on Jan. 6.

Maranda M. Buck, 42, Robertsville, was fined $430 for driving under suspension and a seat belt violation.

Rusty E. Boyer, 22, Oak Street, East Liverpool, was sentenced to six days in jail and fined $250 for theft for taking two guitars and an amp valued at $300 from the backyard of his girlfriend's neighbor on Dec. 24.

Charlene A. Makowiecki, 56, Taylor Road, Rogers, was fined $250 for driving under suspension.

Kelly I. Herold-Hall, 49, Salem-Alliance Road, Salem, was fined $210 for driving under suspension, expired registration and expired temporary tag.

April L. Foutts, 53, Aliquippa, Pa., was fined $150 for drug paraphernalia for two digital scales and a meth smoking device found in her possession during a traffic stop on March 18 at the intersection of state Route 7 and 14 in Columbiana.

Tesa M. Stuart, 28, Lexington Avenue, Salem, was fined $75 for an equipment violation amended from a traffic control device violation.

An April 11 pretrial was set for Hannah R. Pierce, 21, Dogwood Circle, New Waterford, cited with driving under suspension.

A June 7 pretrial was set for Lisa G. Kerr, 65, Miller Road, Leetonia, cited with failure to control.

A seat belt violation was dismissed against Zachary Tyler Fowler, 34, West Fourth Street, Salem.

EL Municipal

EAST LIVERPOOL - An April 27 motion hearing was set in East Liverpool Municipal Court for Ryan Z. Montgomery, 37, Queens Way, cited with criminal mischief for leaving a large sticker on the windshield of a 2018 Toyota Camry owned by Rick Perez criticizing his parking at Walmart on March 22, 2020.

An April 19 pretrial was set for Joseph A. Deluca, 54, Eighth Street, charged in 1996 with driving alone with a permit, no turn signal, driving under suspension, illegal plates, failure to control and two counts of OVI.

George S Feezle III, 46, High Street, Washingtonville, waived his right to an extradition hearing so he can be returned to Pennsylvania where he is charged with simple assault.

Sarah E. Kidder, 22, Avondale Street, was fined $150 and required 20 hours community service for criminal trespassing for trespassing in a vacant house at 741 Cadmus St., on Thursday.

Austin L. Wells, 26, Duke Road, was fined $240 and required 40 hours community service for driving under suspension and speeding.

Jessica Moore, 32, Ashbaugh Lane, was fined $190 for no license and speeding.

Antwane G. McMeans Jr., 22, Youngstown, was fined $190 for driving under suspension and a turn signals violation.

Richard M. Lowe, 28, New Cumberland, W.Va., was fined $190 for driving under suspension and speeding.

David C. Tilton, 41, Dunn Street, was fined $190 for driving under suspension and lanes of travel.

Rydge Hale, 19, Steubenville, was fined $40 for speeding.

The following failed to appear: Kala Buckle, 22, Wilbert Avenue, speeding; Michael McCormick, 26, Toronto, speeding, Michael Conzett, 25, Rigby Street, driving under suspension; Sarah M. A motion hearing was set for April 19 for Edmund L. Halstead, 53, Steubenville Pike, Salineville, cited with driving under suspension.
