Municipal Court

LISBON – In county Municipal Court, Nicholas J. Edwards, 32, West Eighth Street, Salem, was bound over to the grand jury on a charges of assault on a peace officer and disorderly conduct for allegedly attempting to fight others in the Foundry bar on South Broadway in Salem and then attempting to harm Patrolman T. English by trying to headbutt him on March 11.

A May 26 pretrial was set for Michael Allen Wilson, 51, U.S. Route 30, East Rochester, charged with engaging in prostitution, possession of criminal tools and possession of marijuana. On Sunday, Wilson allegedly responded to an advertisement and arranged to have sex with a female escort in exchange for $50 and methamphetamines.

An April 25 pretrial was set for Randy D. Jones, 50, Densmore Avenue, East Liverpool, cited with OVI first offense and marked lanes.

A May 12 pretrial was set for Christopher W. McCartney, 45, Center Avenue, Lisbon, cited with OVI first offense and back up lights required.

A May 3 pretrial was set for Robert J. Davis III, 36, Morrison Street, Lisbon, charged with OVI first offense and reckless operation.

A May 19 pretrial was set for Levi Lawrence Sharp, 27, Youngstown, cited with OVI first offense and failure to display a valid sticker.

An OVI charge against Jason E. Dietrick, 47, Poland, was dismissed.

Brandon M. Penrod, 25, Steubenville Pike, Lisbon, was fined $975, had his slicense suspended for a year, required to attend a three-day counseling program, sentenced to three additional days in jail and required 20 hours community service for OVI first offense and failure to control.

Dakota Lee Powell, 26, state Route 39, Wellsville, was fined $375, had his license suspended for a year and sentenced to six days in jail for OVI first offense.

Joshua D. Veglia, 41, Bank Street, East Liverpool, was fined $250, credited with two days in jail and required 20 hours community service for aggravated menacing for threatening to have his current girlfriend cause harm to his ex-girlfriend on Dec. 22. An obstructing official business charge was dismissed.

Kaelynn N. Patrick, 21, Township Line Road, Wellsville, was fined $300, credited with a day in jail and required 20 hours community servicer for resisting arrest and disorderly conduct for using offensive language toward police repeatedly after they pursued a vehicle onto her property in February and pulling away from police when they were taking her into custody.

Matthew S. Vogan, 58, Slippery Rock, Pa., was fined $250, credited with two days in jail and required 40 hours community service for domestic violence for threatening to harm his wife, Josie Vogan and grabbing her wrists leaving bruises on Dec. 19.

A May 31 pretrial was set for Joseph M. White, 45, Monaca, Pa., cited with driving under suspension and two lights displayed.

Christian L. Plunkett, 27, West Main Street, East Palestine, was fined $250 for driving under FRA suspension.

A March 28 pretrial was set for Nicholas S. Faulk, 32, 18th Street, Wellsville, cited with driving under FRA suspension, driving under suspension and use of an unauthorized plate.

An April 26 pretrial was set for Niki Deanne Gibbs, 42, Victor Street, Salineville, charged with disorderly conduct for allegedly walking the roadway intoxicated twice on Friday.

A May 5 pretrial was set for Deanna M. Donnadio, 33, Youngstown, cited with drug paraphernalia for allegedly having a key to the glove compartment of the vehicle she was riding in with suspected crack cocaine and paraphernalia inside the compartment on March 11.

A March 31 pretrial was set for Levi A. Shields, 25, Midland, Pa., charged with possessing drug abuse instruments and criminal mischief for allegedly entering a trailer on Lisa Lane on Sunday, fleeing out the back door while damaging the trailer which was previously boarded up. Additionally, he was reportedly found to have a syringe in his backpack left in the back room of the trailer.

Anna M. Greeneisen, 39, Benton Road, Salem, was fined $150 for disorderly conduct amended from obstructing official business for pulling away from an officer with the Columbiana County Drug Task Force on Aug. 12 after being warned multiple times to stop.

Joshua S. Marquis, 28, North Market Street, Lisbon, was fined $100 for possession of a controlled substance.

A May 5 pretrial was set for Monique R. Jimperson, 29, South Main Street, Columbiana, cited with driving under FRA suspension.

John E. Seddon IV, 37, Barclay Avenue, Salem, was fined $100 for barking dog.

A March 28 pretrial was set for April L. Foutts, 53, Aliquippa, Pa., charged with illegal use of drug paraphernalia for allegedly having digital scales and a pipe for smoking methamphetamines in her possession on Friday.

Robert John Shivers, 63, Black Road, Lisbon, was fined $150 for driving under suspension.

A driving under suspension citation against Nicholle Renee Moore, 39, Youngstown, was dismissed.

A May 19 pretrial was set for Rick Clayton, 63, Poland, cited with stopped school bus.

An April 12 pretrial was set for Bryan Barker, 20, Beaver Pa., cited with underage consumption and open container for his alleged drinking and open container in the vehicle on March 13.

Walter E. Crow Jr., 26, Youngstown, was fined $75 for open container for two bottles of Budweiser and a can of Budweiser in the vehicle on Monday.

Luke R. Hanagan, 21, Beaver, Pa., was fined $75 for open container for having multiple cans of Miller Light on March 13.

East Liverpool Municipal Court

EAST LIVERPOOL — A March 24 preliminary hearing was set for David J. Haught Jr., 36, Florence Street, charge with breaking and entering for allegedly entering an abandoned Bluff Street home at 2 a.m. Monday carrying three backpacks containing tools, a hunting knife and a zipper bag containing miscellaneous coins and jewelry. His bond is set at $5,000 cash or surety.

A May 12 pretrial was set for Amanda E. Rowley, 34, Vine Street, East Liverpool, charged with OVI second offense, no license, failure to control and resisting arrest.

A May 19 pretrial was set for David J. Young, 44, Bloomfield Avenue, charged with assault and unlawful restraint for allegedly harming Natosha Miller by hitting her in the face on Sunday and then not allowing her to leave the vehicle that he was driving.

Caleb A. Hoggard, 19, McKinnon Avenue, pleaded guilty to theft and was sentenced to 60 days in jail and required to pay $100 in restitution to Love Your Neighbor. Hoggard had grabbed antique glass jar of change from the business and started running on March 15. He was also found in violation of his probation he was on from a prior conviction of assault.

An April 25 pretrial was set for Dean A. Leisure, 52, and Bobbi Sue Leisure, 47, St. George Street, cited with littering/deposit of garbage and storage of furniture for allegedly allowing litter and indoor furniture to accumulate in the weather on their property in May and not remedying the situation.

A May 19 pretrial was set for Roy E. Jackson, 43, Toledo, charged with telecommunication harassment and public intoxication for allegedly being highly intoxicated on St. Clair Avenue at 1 a.m. Monday. The telecommunication harassment charge stemmed from alleged text messages sent in October to Triss Jackson.

A March 31 probation violation hearing was set for Pamela J. Kelly-Tate, 52, Cadmus Street, on prior convictions of theft and two counts of drug abuse instrument from 2021.

A March 24 pretrial was set for Clinton Davis, 52, Michigan Avenue, charged with obstructing official business for allegedly hiding on the floor between his bed and dresser when deputies were attempting to take him into custody on a warrant in January.

A March 24 probable cause of a probation violation hearing was set for Zachary A. Petty, 24, Ravine Street, convicted of assault in January.
