Grand Jury

LISBON — Stephanie A. Barnes, 34, Muncie, Ind., was served a secret indictment charging her with aggravated possession of drugs, a fifth-degree felony. On March 16, 2021, Barnes allegedly had methamphetamines in her possession. The indictment was issued by the grand jury this month.

Municipal

LISBON — A June 13 preliminary hearing was set in county Municipal Court for Clayton J. Whitman, 25, Adams Avenue, Salem, charged with felonious assault, a second-degree felony for allegedly attacking Robert Irey on Jan. 29, knocking him down for no reason and kicking him in the ribs. A misdemeanor assault charge involving the same alleged attack was dismissed.

Allen S. Vancooney, 26, South Union Avenue, Salem, was credited with 19 days in jail, sentenced to an additional 71 days in jail and fined $1,550 for carrying a concealed weapon, three counts of theft, criminal damaging and two counts of obstructing official business. On May 17, Vancooney allegedly had a fixed blade throwing knife concealed in his pocket without a sheath while talking to Salem investigators. On July 12 he went onto a North Lincoln Avenue home in Salem and stole a Ring Doorbell camera. On July 20, he went into his sister’s home in East Palestine, stole a pair of gloves and a registration for a motorcycle belonging to Deanna Stephenson, broke a window in her truck and then gave police false information to conceal his identity when he had a warrant in Stark County. In Center Township in December, Vancooney ran from a Lisa Lane home after someone reported a trespasser there and gave deputies false information about whether he had been at the home when he was stopped on East Lake Road.

Brian Nathaniel Detchon, 35, South Arch Avenue, Alliance, was credited with two days served in jail, sentenced to an additional day in jail, fined $1,030, had his license suspended for a year and required 20 hours community service for OVI first offense, speeding and a seat belt violation.

James Ronald Hurst, 33, North Sumner Street, East Palestine, was fined $975, had his license suspended for a year, required to attend a three-day counseling program and required 20 hours community service for OVI first offense and drug paraphernalia for a pipe with burnt marijuana residue. A driving under suspension citation was dismissed.

Courtney A. Wilson, 25, Euclid Avenue, Minerva, was fined $875, had her license suspended for a year, required to attend a three-day counseling program and ordered 20 hours community service for OVI first offense.

A May 23 pretrial was set for Joseph J. Schratt Jr., 49, Cleveland Street, Salem, charged with engaging in prostitution and possession of criminal tools for allegedly offering an undercover agent with the Mahoning Valley Human Trafficking Task Force $100 to engage in sexual conduct on Dec. 30.

A June 6 pretrial was set for George A. Poeta, 49, New Castle, Pa., charged with engaging in prostitution and possessing criminal tools for allegedly requesting three different sexual acts with a woman in exchange for $100 on March 7.

Trevor A. Lodge, 27, North Howard Avenue, Salem, was fined $500, required to pay Allison Heverly $400 in restitution and ordered 40 hours community service for criminal damaging for throwing a large boulder at Heverley’s vehicle when she was trying to leave on Nov. 14, 2019.

An April 25 pretrial was set for Shaun D. Fetters, 42, East Sparta, charged with disorderly conduct while intoxicated for allegedly being highly intoxicated at the Ace Hardware on Crestview Road in Fairfield Township, where he had walked in the cold after getting in an argument with the mother of his children.

Joshua Moreland-Whitmer, 36, U.S. Route 30, East Rochester, was fined $250, credited with a day in jail ordered 20 hours community service and required to pay $160 in restitution to Brayden Guyer for assault for punching Guyer during a road rage incident on Sept. 3 in Franklin Township on state Route 644 near state Route 518.

An April 11 pretrial was set for Robert W. Kennedy, 23, Haiti Road, Salineville, cited with driving under FRA suspension, use of unauthorized plate and failure to control.

A May 23 pretrial was set for Justyn Michael Lake, 21, state Route 164, Salineville, cited with driving under suspension and a taillights violation.

An April 26 pretrial was set for Dana L. McGilvary, 39, Ohio Avenue, Salem, cited with possession of drug abuse instrument for allegedly having an orange hypodermic needle in the bathroom of the Frola Motel.

Rome Allen Sims, 19, Canton, was fined $180 for driving under suspension and obstructed view.

Joseph A. Pedro, 56, Maplewood Drive, Columbiana, was fined $150 for driving under suspension.

Terrence L. Evans Jr., 22, Cleveland, was credited with two days served in jail and fined $250 for disorderly conduct amended from receiving stolen property for a stolen temporary tag.

An April 5 pretrial was set for John Russell Wagner, 35, West Wilson Street, Salem, cited with possessing drug abuse instrument for several syringes allegedly found with the help of K-9 Simon during a traffic stop in Salem on Saturday.

Benjamin Kuhlen, 25, East Lincoln Way, Lisbon, was fined $150 for driving under suspension.

Andrew J. Shafer, 43, Shady Lane, Lisbon, was fined $150 for driving under suspension.

Donald Tarleton, 65, Saltwell Road, Lisbon, was fined $150 and required 20 hours community service for assault for attempting to harm Cheryl Hudzik on Feb. 2, grabbing her by the shirt and pushing her.

Scott A. Bailey, 52, Short Street, Salem, was fined $200 and credited with three days in jail for disorderly conduct for yelling at the neighbor while standing in the middle of the Short Street in Salem while intoxicated on Friday.

A May 3 pretrial was set for Robert J. Davis III, 36, Dome Street, East Liverpool, charged with disorderly conduct for allegedly yelling and refusing to identify himself when deputies were called to the Frola Motel for a disturbance.

A June 6 pretrial Nicholas Alexander Yoskey, 18, Buffalo Road, Kensington, cited with OVI first offense, left of center and a headlights violation.

David M. Talbott, 31, Center Street, Wellsville was fined $500, credited with eight days in jail and required 40 hours community service for endangering children and possession of drug abuse instruments. In March of 2021, Talbott had 4-year-old child in the backseat of the vehicle without a car seat, when Talbott was a passenger during a traffic stop on Friday. Talbott also allegedly had a needle and a baggie of a white powdery substance in his shoe.

Duane A. Dostroph, 38, East Fifth Street, Salem, was fined $915, had his license suspended for a year, required to attend a three-day counseling program and ordered 40 hours community service for OVI first offense and slow speed.

An April 12 pretrial was set for Kerry L. Rouse, 46, Washington Street, Salem, cited with driving under OVI suspension.

A May 9 pretrial was set for Don Cledies Talbert III, 27, Taylor Road, Negley, charged with criminal mischief and telecommunications harassment for allegedly damaging a Ford-150 pickup belonging to Benard Clutter on Oct. 13 with damage including a windshield, driver’s door window, rear window and a taillight. He also reportedly left threats on Clutter’s phone.

Erin Taggart, 27, West Perry Street, Salem, was credited with 10 days served in jail and fined $250 for drug paraphernalia for having a black digital scale with residue and other contraband in the vehicle on Jan. 15.

Brandon K. Sanor, 36, Sebring, had charges of two counts of driving under suspension, two counts failure to control, a seat belt violation, two counts expired registration and unsafe vehicle all dismissed.

Andrew C. Lesher, 60, Beechwood Drive, Columbiana, was fined $530 for assured clear distance, left of center and three counts of driving under suspension.

A June 6 pretrial was set for Jacob Allen Strader, 23, McCracken Road, Salem, cited with driving under FRA suspension and speeding.
