Grand Jury
LISBON — David Lee Evans, 31, Hillcrest Road, Wellsville, was served a secret indictment charging him with aggravated possession of drugs, a fifth-degree felony, for allegedly having methamphetamines on Jan. 3. The indictment was issued by the grand jury in June.
Court News
LISBON — Codey A. Mobley, 26, Chester Avenue, Wellsville, pleaded guilty in Common Pleas Court to burglary, second-degree felonies; domestic violence, a third-degree felony; escape, a third-degree felony; and misdemeanor charges of criminal damaging and resisting arrest. Sentencing is set for Aug. 12. Mobley faces up to 14 years in prison and a $36,750 fine. On Dec. 2, Mobley is accused of harming Sarah A. Berdine at an Independence Square apartment, when he has been previously convicted of domestic violence three times, as well as breaking her TV, punching holes in the wall and then attempting to break free while police were taking him into custody on Dec. 13.
Municipal
LISBON — A July 1 preliminary hearing and pretrial was set in County Municipal Court for Jay Thomas Kelly, 58, state Route 518, Hanoverton, charged with compelling prostitution, a third-degree felony; importuning and possessing criminal tools, both fifth-degree felonies; and a misdemeanor soliciting charge. On Sunday, Kelly allegedly attempted to arrange for sex acts for money from a 38-year-old woman and an 18-year-old woman, which were undercover profiles of agents. Additionally, he allegedly asked the girl to ask her 15-year-old friend to have sex with him, indicating he would like to have sexual relations with someone as young as 12 or 13 years old. He reportedly offered the young teen, who was also an undercover agent with the Mahoning Valley Human Trafficking Task Force, $50 for sex acts, requested photos of her chest and went on Tuesday to pick her up. Kelly is being held on a $25,000 cash or surety bond.
Paul Joseph Schrag, 32, Toledo, was bound over to the grand jury on charges of attempted unlawful sexual conduct with a minor, possessing criminal tools, disseminating matter harmful to children and importuning. On May 24, Schrag allegedly initiated a conversation with someone he believed to be a 15-year-old girl, sent her an obscene photo of himself and requested she meet him for a sexual encounter on May 25.
Daniel J. Evans, 44, Jefferson, was bound over to the grand jury on charges of possessing criminal tools and compelling prostitution for allegedly offering to pay an undercover agent posing as a 16-year-old foster care run away $100 for sexual acts on June 14 and attempting to meet the girl to carry out the deal on June 16.
A July 1 preliminary hearing was set for Terry R. Miller, 41, Center Drive, North Lima, charged with theft for allegedly taking a 2020 Toyota Camry without the owner’s permission on Oct. 1.
Laura C. Blake, 54, Bentley Drive, Salem, was bound over to the grand jury on charges of tampering with evidence and possession of drugs. On June 15, Blake allegedly had a co-defendant remove a clear plastic baggie containing a rock substance out of her bra and place it in her mouth while they were in the back of a highway patrol cruiser, which she then swallowed when ordered to spit it out.
A July 6 preliminary hearing was set for Michael D. Merriman, 36, First Street, Wellsville, charged with two counts of domestic violence for allegedly throwing things at Skylla McLaughlin, hitting her arm when she attempted to block him and locking her out of the house.
A July 1 preliminary hearing was set for Heather M. Leaf, Cleveland Street, Salem, charged with possession of drugs, a fifth-degree felony, for allegedly having fentanyl found by K-9 Simon during a traffic stop on Dec. 12, 2019.
Julie Ann Waggoner, 33, Sumner Street, East Palestine, was fined $1,125, had her license suspended for a year, required to attend a three-day counseling program, sentenced to two days in jail and required 40 hours community service for OVI first offense, failure to control and endangering children for having her 13-year-old son in the vehicle when she was intoxicated on March 27.
An Aug. 26 pretrial was set for Sydney P. Huffnagle, 28, state Route 558, Leetonia, charged with OVI first offense, driving under suspension, left of center and a seatbelt violation.
Miranda Lynn Richards, 24, West Clark Street, East Palestine, was fined $875, had her license suspended for a year, required to attend a three-day counseling program and required 40 hours community service for OVI first offense.
A July 8 pretrial was set for Charles R. Bowers, 46, Pineview Drive, East Liverpool, charged with assault for allegedly striking Allen Miller in the face and back of the head several times on June 15, leading to him being transported by ambulance
Tonia Louann Hays, 77, Jimtown Road, East Palestine, was fined $300, had her license suspended for a year and required to attend a three-day counseling program for failure to control and reckless operation amended from OVI first offense.
Jillian J. Coppock, 23, West Wilson Street, East Palestine, was credited with two days served in jail, sentenced to an additional eight days in jail, fined $500 and required 40 hours community service for driving under suspension and possession of drug abuse instruments for a syringe she had hidden inside of her body on March 27.
Evan P. McMullen, 51, U.S. Route 30, Minerva, was fined $150 for disorderly conduct amended from domestic violence for slapping Olivia McMullen’s hand, grabbing and pulling at her while attempting to gain access to a firearm while he was intoxicated on March 20.
Janus J. Hinton, 42, Asbury Park, N.J., was credited with nine days in jail for falsification and disorderly conduct for when he was found laying on blankets in a yard with knives and a wrench next to him, screaming and refusing to give Columbiana police his actual name on June 14.
An Aug. 3 pretrial was set for Michael P. Souers, 34, Cleveland Avenue, Salem, charged with possessing drug abuse instruments and illegal possession of drug paraphernalia for allegedly having a burnt metal cap and a hypodermic needle on June 15.
Tobias M. Menough, 43, Lisbon-Canfield Road, Salem, was credited with a day in jail, sentenced to an additional two days in jail and required 40 hours community service for possession of drug abuse instruments for a syringe in his pants pocket containing suspected illegal drugs.
A Sept. 9 pretrial was set for Timothy W. Homan, 54, Grant Street, Salem, cited with obstructing official business for allegedly fleeing from police on Tuesday in Lisbon when they were attempting to stop him for his own safety.
Barbara J. Beatty, 60, New Brighton, Pa., was fined $300 for reasonable control and hit-skip.
Donald J. Cornwell, 21, Youngstown, was fined $250 for driving under suspension.
A Sept. 9 pretrial was set for Jeremy Thomas Crihfield, 34, Continental Drive, Salem, cited with driving under suspension.

Tara L. Montgomery, of Toronto, was sentenced to $150 plus costs on a charge of illegal plates. A review hearing was set at 1 p.m. July 16.
A trial is scheduled at 12:30 p.m. Aug. 12 for Dewey Bunnell, of Riverside Avenue in Wellsville, on charges of domestic violence, assault, criminal damaging and two counts of aggravated menacing.
Cheyenne L. Kunder, of North Shadylane, was sentenced to $350 plus costs, 40 community service sanction hours and 60 days in jail (suspended) on a petty theft charge. Her review hearing is set for 1 p.m. Sept. 10.
Shawn M. Cunningham, of East Eighth Street, was sentenced to $760 plus costs, 180 days in jail (100 imposed) and 40 community service sanction hours on five petty theft charges. His review hearing is set at 1 p.m. Feb. 11.
Michael A. Russell, of Riverside Avenue in Wellsville, was set at noon July 15 for trial on criminal trespass and violating a protection order charges.
A revocation hearing has been set at 12:30 p.m. July 15 for Willie L. Curry, of Smithfield Street.
Thomas E. Brown, of Gaston Place, was sentenced to $150 plus costs, 20 community service sanction hours and 30 days in jail (one imposed) on a disorderly conduct charge reduced from assault. His review hearing is set at 1 p.m. Sept. 17.
Matthew C. Ward, of Michigan Avenue, was sentenced to $150 plus costs on charges of resisting arrest and probation violation and sentenced to an imposed 15 day jail sentence. He is set for review at 1 p.m. Feb. 11.
Brandi Cope, of Lower Elkton Road in Columbiana, was sentenced to $100 plus costs on driving under suspension and lights required charges. She is set for review at 1 p.m.. Oct. 8.
Candida R. Slager, of Beechwood Street, was sentenced to $100 plus costs and 30 days in jail (imposed) on theft and criminal trespass charges. She is set for a review at 1 p.m. Feb. 11.
