Grand Jury

LISBON — Kevin Wayne Hutto, 31, Holliday Street, East Liverpool, was served two secret indictments. One, issued by the grand jury in August, charges him with aggravated possession of drugs, a fifth-degree felony, for allegedly having methamphetamines on Jan. 25, 2020. The second indictment charges Hutto with two counts of aggravated possession of drugs, both fifth-degree felonies, and two counts of misdemeanor possession of drugs. On Feb. 26, 2020, Hutto allegedly had methamphetamines, amphetamines, clonazepam and diazepam. The second indictment was issued by the grand jury in February.

Cylee J. Barnes, 22, Seigler Road, Salineville, was served a secret indictment charging her with theft from a person in a protected class, a fourth-degree felony, and forgery, a fourth-degree felony. Between March 5, 2020 through April 14, 2020, Barnes allegedly stole at least $1,000, but less than $7,500, including the forging of personal bank checks belonging to an elderly or disabled person, Amanda L. Blazer. The indictment was issued by the grand jury in March.

Norman Bender, 47, Aten Avenue, Wellsville, was served a March secret indictment charging him with burglary, a third-degree felony. On Feb. 9, Bender allegedly broke into an occupied structure to commit a theft offense.

Court News

LISBON — Jonathan F. Butts, 43, Jennings Avenue, Salem, pleaded guilty in Common Pleas Court to illegal assembly or possession of chemicals for the manufacture of drugs, a third-degree felony, and aggravated possession of drugs, a fifth-degree felony. He faces up to four years in prison, and a $12,500 fine. Sentencing is set for June 14. The charges were for drugs, including the chemicals needed to manufacture methamphetamines, Butts had on Nov. 4, 2019.

Jordan M. Franklin, 25, Main Street, Wellsville, pleaded guilty to two counts of domestic violence, each a fourth-degree felony, for harming Heather Nichole Craft, a family member on Oct. 17, 2020 and on Dec. 29, 2020, when Franklin already had a 2018 conviction for domestic violence in East Liverpool Municipal Court. He faces up to three years in prison and a $10,000 fine at a sentencing hearing set for May 27.

Taylor L. West, 23, Oak Street, Leetonia, pleaded guilty to trespass in a habitation, a fourth-degree felony, and lesser included offense of burglary, one of the three charges he initially faced. West faces up to 18 months in prison and a $5,000 fine at sentencing on May 24. West had trespassed into Pramita Systems LLC, Vine Avenue, Salem, seeking drugs on May 4, 2020.

Cameron E. Boggs, 30, Washington Street, East Liverpool, stipulated to violating the terms of community control for charges of theft and misuse of credit cards. Boggs’ community control was dishonorably terminated and he was ordered to pay $5,700 in restitution to the victim by way of promissory note. Boggs had initially withdrawn funds totaling $11,816 from the account of Darrel Locke, over about a month in 2016, between April 21 and May 22.

Brandon S. Myers, 46, stipulated to violating the terms of his community control from a previous possession of drugs conviction for having a smoking device containing crack cocaine in his sweatshirt pocket on Nov. 15, 2016. Community control was dishonorably terminated.

Neil P. Barber, 45, South Lincoln Avenue, Salem, pleaded guilty to aggravated possession of drugs and was immediately sentenced to six months in prison. Barber had methamphetamines on June 3, 2020.

Municipal

LISBON — In county Municipal Court, Jamie Tice, 20, East Sixth Street, Salem, was bound over to the grand jury on a charge of felonious assault for allegedly striking his mother in the face with a fist, causing her to seek medical attention for suspected broken bones around her eye socket and nose on March 9.

A March 29 preliminary hearing and pretrial was set for David W. McKeivier, 18, Homeworth Road, Homeworth, charged with tampering with evidence and cited with OVI first offense, loud exhaust and possession of marijuana. On Saturday, McKeivier allegedly threw a bag containing suspected marijuana out of the vehicle on the passenger side.

A March 30 preliminary hearing was set for Benjamin R. Phillips Jr., 45, East Perry Street, Salem, charged with domestic violence for allegedly punching Kassandra Seddon in eye and kicking her in the chin, when he has a prior domestic violence charge.

A May 3 pretrial was set for Erin Lei Rassmussen, 33, Granville, charged with OVI third offense, a stop sign violation and endangering children for allegedly having her 6-year-old daughter in the vehicle with her on Wednesday.

Lester D. Russell, 39, Irondale, was fined $1,600, had his license suspended for a year, sentenced to six days in jail and ordered 40 hours community service for OVI first offense, two counts of driving under suspension, a windshield violation and left of center.

An April 13 pretrial was set for Ernesto Santay, 26, Maple Street, Salem, charged with OVI first offense and driving under suspension.

Samuel M. Barker IV, 33, Austintown, was fined $975, had his license suspended for 180 days, required to attend a three-day counseling program and ordered 40 hours community service for speeding, a right of way violation and physical control amended from OVI first offense.

Mark A. Bailey, 56, Wine Street, Minerva, was fined $925, had his license suspended for a year, required to attend a three-day counseling program and ordered 40 hours community service for OVI first offense and a stop sign violation.

Tasha E. Higgins, 36, Wilbert Avenue, East Liverpool, was sentenced to 75 days in jail and her drug-court participation was terminated. Higgins had been placed on drug court for charges of obstructing official business, criminal trespassing, drug paraphernalia and four counts of endangering children. One of the charges was for fleeing from police on Jan. 2, 2019 in the Intermodal Facility with a 5-year-old child in the vehicle and while leaving an 11-year-old home alone, sick with a fever. She also fled in a vehicle on June 6, 2020 with three children in the vehicle, which ended in a crash and with deputies finding drug paraphernalia in the vehicle.

Emily A. Potts, 33, South Ellsworth Salem, was fined $825, credited with two days in jail and required 30 hours community service for three counts of endangering children for leaving a 1-year-old child and a 6-year-old child in the care of a 9-year-old child when she went to a Christmas auction in another town on Dec. 5.

An April 19 pretrial was set for Adam C. Wilson, 49, Oak Street, Salem, charged with OVI first offense and failure to control.

Christopher L. Joy, 36, Danbury Avenue, Wellsville, was sentenced to 15 days in jail for obstructing official business for helping hide Codey Mobley on Dec. 13 by blocking the door when police attempted to leave after arresting Mobley, which gave Mobley a chance to escape police custody while in handcuffs creating a search effort that lasted hours.

An April 26 pretrial was set for Frank R. Dimuzio, 54, Lakeview Drive, Hanoverton, charged with OVI first offense, marked lanes and obstructing official business for allegedly refusing to get out of the vehicle so a field sobriety test can be conducted.

An April 12 pretrial was set for David A. Breault, 29, Limaville, cited with driving under OVI suspension.

An April 29 pretrial was set for Michael W. Thomas, 51, state Route 45, Wellsville, charged with domestic violence for allegedly pushing Darla Thomas into a doorknob while he was intoxicated and arguing on Friday.

Timothy A. Hicks Jr., 29, state Route 172, Lisbon, was fined $250, credited with four days in jail and required 40 hours community service for assault amended from domestic violence for smacking Alicia Hicks three times in the mouth.

John R. Wolfe Jr., 38, state Route 172, East Rochester, was credited with three days served, sentenced to seven days in jail, fined $350 and required 50 hours community service for domestic violence for threatening to kill Nicole Russell by choking the life out of her.

Brandon Joe Cartwright, 32, Carrollton, was credited with two days in jail, sentenced to eight additional days in jail, fined $250 and required 40 hours community service for domestic violence for elbowing Meranda Vinson in the face multiple times, as well as threatening to punch and kill her.

Vonda K. Lanney, 54, Spillway Road, Lisbon, was fined $925, had her license suspended for a year, required to attend a three-day counseling program and ordered 30 hours community service for OVI first offense and speeding.

An April 22 pretrial was set for Evan P. McMullen, 50, U.S. Route 30, Minerva, charged with domestic violence for allegedly slapping Olivia McMullen while he was intoxicated, grabbing and pulling on her in an attempt to gain access to a firearm on Saturday.

Drake S. McAllister, 21, Knox School Road, Homeworth, was credited with 15 days in jail, sentenced to an additional 15 days in jail, fined $250 and required 30 hours community service for domestic violence for grabbing Roger Poling by the neck, choking him and threatening to kill him more than once on March 7.

A March 30 pretrial was set for Antonio D. Deleon, 27, Market Street, Columbiana, charged with domestic violence for allegedly choking and pinning the arm of his wife, Heather Deleon on Friday.

An April 19 pretrial was set for Alicia M. Bell, 30, Georgetown Road, Salem, charged with domestic violence for allegedly biting Mary Jackson in the neck during an argument Saturday.

A March 30 pretrial was set for Rick J. Willis, 30, Spring Street, Salineville, cited with possession of criminal tools and criminal damaging. Willis is alleged to have broken a window to a home by using a small, long metal bar attempting to open a window on Friday.

An April 26 pretrial was set for David M. Talbott, 30, Center Street, Wellsville, charged with endangering children and possession of a drug abuse instrument. Talbott allegedly had 4-year-old child in the backseat of the vehicle without a car seat, when Talbott was a passenger during a traffic stop on Friday. Talbott also allegedly had a needle and a baggie of a white powdery substance in his shoe.

An April 20 pretrial was set for Steven Smith Jr., 30, Aten Avenue, Wellsville, charged with endangering a child and possession of drug abuse instruments. Smith was allegedly speeding and had a 4-year-old in the backseat without a car seat and a needle in Smith’s back right pocket.

William J. Martin, 48, Carrollton, was fined $500 for driving under suspension.

Michael J. Simms, 27, St. Jacobs-Logtown Road, Lisbon, was fined $250 for driving under suspension and no taillights.

A May 3 pretrial was set for James E. Merino, 41, Benton Road, Salem, cited with use of an unauthorized plate.

Aaron J. Davis, 35, Pine Street, Alliance, was fined $250 for driving under suspension and speeding.

Joshua C. Board, 30, Merle Road, Salem, was fined $125 for speeding and drug paraphernalia for a meth smoking pipe.

An April 27 pretrial was set for Michael B. Delp, 44, East Eighth Street, Salem, cited with driving under suspension.

Kerri E. Steffel, 33, East Lake Road, Lisbon, was credited with 41 days in jail, fined $900 and required 100 hours community service for unauthorized use of a motor vehicle, assault and two counts of domestic violence for striking John Seddon in the face several times on Dec. 3, 2019, striking him in the face again on April 27, 2020 and pulling a knife on him on Feb. 18, 2020, cutting and scratching him. Additionally, she took the car belonging to Seddon’s sister, Tracy Seddon, when he had borrowed it on Oct. 7.

A May 3 pretrial was set for Mark Brady, 33, Diamond, charged with obstructing official business and public intoxication for allegedly was intoxicated at Coaches Burger Bar on March 5, gave police a false name and then walked away from them.

A March 30 pretrial was set for Matthew J. Crowl, 42, Olive Street, Salem, cited with possession of a drug abuse instrument for small baggies of suspected meth and capped syringes on Friday.

A March 29 pretrial was set for Brittany J. Mitchell, 25, East Third Street, Salem, charged with possession of drug abuse instruments, falsification and obstructing official business for allegedly giving Perry Township officers a false name during a traffic stop on Jan. 23 and hiding in the restroom of the Highlander Laundry in Salem with Crowl and syringes on Friday.

Christopher A. Parker, 56, Pearl Street, Columbiana, was fined $150, credited with two days in jail and required 30 hours community service for menacing amended from aggravated menacing for going into the home of Jason Bandy looking for him on July 28 without permission.

EAST LIVERPOOL — In East Liverpool Municipal Court, Kevin W. Hutto, Holiday Street, is set for pretrial Thursday on charges of possession of marijuana (two counts), no operator’s license (four counts), fictitious plates (two counts), failure to signal, expired plates and a marked lane violation.

Raymond L. Edwards, state Route 518, Lisbon, is set for pretrial Thursday on a resisting arrest charge.

Shana L. Gilson, Rock Springs, Wyo., is set for pretrial Wednesday for theft.

Ashley M. Felger, Echo Dell Road, Rogers, is set for a pretrial April 29 on a theft charge.

Javen D. Call, Ambridge, Pa., is set for a pretrial May 6 on charges of no operator’s license, illegal U-turn and probable cause.

Lonnie D. Cunningham, Lincoln Avenue, is set for a pretrial Monday on an assault charge.
