LISBON — Thomas M. Lynch, 38, Alpha Street, East Liverpool, was found eligible for intervention in lieu of conviction and placed on a three-year intervention plan after pleading guilty to possession of cocaine, a fifth-degree felony, in Common Pleas Court. Lynch had cocaine hydrochloride on Dec. 25, 2019.


LISBON — In county Municipal Court, Michael Guappone, 52, state Route 45, Lisbon, was sentenced to 30 days in jail, fined $900, had his license suspended for three years and required 30 hours community service for OVI third offense, left of center and falsification after reporting to the county sheriff’s office on Nov. 7 a vehicle in his mother’s name was stolen, after he had been charged with OVI by the highway patrol in the vehicle on Nov. 6 and it had been towed.

Wayne A. Brenner, 54, U.S. Route 30, Hanoverton, was fined $1,180, had his license suspended for three years, sentenced to six days in jail and required 50 hours community service for OVI first offense, driving under suspension, failure to control and a seat belt violation.

Juan F. Sebastian, 27, Walnut Street, Salem, pleaded guilty to OVI first offense and a disposition hearing was set for Feb. 22.

Jun Yong Chen, 49, West State, Salem, and Aihua Yang, 50, West Wilson Street, Salem, were each fined $150 for disorderly conduct amended from domestic violence after police determined there was an altercation between them on Oct. 12 where each had injuries.

A Feb. 23 pretrial was set for Michael E. Oates Jr., 45, April Road N.E., Salineville, cited with failure to stop after an accident, assured clear distance and falsification for allegedly filing a false stolen vehicle report after he was involved in a hit skip crash on Dec. 13.

A March 2 pretrial was set for Ronald F. Clemens, 38, West Main Street, Salineville, charged with obstructing official business for allegedly denying Shane Hart was in the home, when Salineville Police Chief Matthew Devlin went to the home on May 26 looking for Hart, who had a warrant.

Jason J. Walker, Niles, was fined $150 and required 30 hours community service for disorderly conduct amended from domestic violence after striking Nicole Stout on the face on Sept. 12, which knocked her off balance in front of several children.

Terri Michele Hulett, 59, Seigler Road, Lisbon, was fined $100 for an equipment violation amended from speeding

EAST LIVERPOOL — In East Liverpool Municipal Court, Andrea F. Mowad, of Monaca, Pa., was fined $35 for failure to obey a stop sign.

Frank A. Bragg, of Chester, W.Va., was fined $185 for driving under suspension and failure to obey a stop sign.

Tina M. George, Harvey Avenue, is set April 1 for a pretrial on a domestic violence charge.
